Here are today’s content we’ll examine together. Fist, we’ll look together the ways of wine classification. Actually, there are many ways of wine classification, and I’m going to deal with three different ways of them, which are the most general ways. You can find other types of classification in your vocabulary list. Second, I’ll let you know how the names of wines are made. Third, I’ll introduce how to read a wine label, and lastly, we will look through some elements that define wine’s taste and flavor. Terminology for wines that I do no deal with in this presentation is in your vocabulary list. How to Effectively Reduce Sexual Crime RatesThe number of sexual assaults and murders against children sharply increased in recent years. For example, the number of sexual abuse under the age of 20 has increased from 3784 in 2005 to 5460 in 2007. In this regard, we have to enact well-intended, strong countermeasures to prevent further victims. I argue three methods to reduce those crimes. First, we have to reinforce punishments on sexual offenders. Second, we should allow the public to access the information about sexual predators, and third, we should introduce electronic tagging and rehabilitation system to reduce recidivism rates.In South Korea, punishments upon sexual perpetrators tend to be too lenient. Statistics of the past four years show that among 9031 cases of sexual abuse and crimes against children, only 20.7 percent of criminals were kept behind the bars. About 40 percent of them were fined, and 39.2 percent of them ended up with probation. In other words, around 80 perceorea has little records of sentence to imprisonment of over 10 years for sex offenders. Considering that those sexual predators are highly likely to recommit similar crimes, the risk of child sex offense further increases because of these mild penalties. In Switzerland, a law that sentences every pedophile to life without parole was implemented in 2004. In Florida State of the United States, pedophiles are sentenced at least of 25 years of imprisonment. South Korea, on the other hand, convicts sex offenders with relatively too lenient penalties, simply passing over possible second crime. Therefore, laws convicting hash punishments on child molestation should be introduced.The current measure to provide the public with information about registered sexual offenders should be reinforced. South Korea has a system similar to the so-called “Megan’s Law” of the United State, which requires law enforcement authorities to make information available to people regarding sex offenders in a communiorming the presence of released sex offenders in their community. It can block the possibility of recidivism as well by allowing citizens to keep a close eye on registered sexual predators. The information is not only displayed on public websites but also on newspapers, pamphlets and other media content in the United States. Access to the records and private information of sexual perpetrators in Korea, however, is not so easy. People have to visit police stations or government and public offices or follow complex processes on websites to get information about child molesters. Moreover, Korea’s newly revised system only deals with those who finished their prison term after the implementation of the system, and no one has been registered on this system. The government should briskly practice this measure by simplifying the access process, with other activities such as distributing information broachers and educating people about the system. Some opponents argue that this measure can easithe unavoidable consequence of perpetrators’ own behavior. Moreover, children’s right to be protected from falling victim to offenders outweighs pedophiles’ civil liberties. Convicted sexual predators should find themselves lucky to live in the community thanks to the warning system. The Constitutional Court of South Korea also determined the system legitimate, citing the effect of prevention protection for children this measure brings about.As I mentioned above, child molesters often recommit similar crimes, thereby highlighting the importance of cracking down on repeated crimes. According to a report conducted by Korean Institute of Criminology on 1014 criminal records, the recidivism rate of sexual offense has recorded 50 percent for the past decade. To tackle this tendency, electronic monitoring and rehabilitation systems are needed. We can introduce this law to rehabilitate child molesters, making sure that they would never recommit sexual crimes and giving them a second chance. Therefore, sustainable tagging and effective rehabilitation systems can serve as preventative measures of recidivism.To sum up, child sex offenders deserve harsh penalties.
