What is an art?What do you think is an art? There are a lot of definitions of the art. But we have to think before call something “an art”.“Generally, art is made with the intention of stimulating thoughts and emotions." ( ) This is true, but we must consider few things first. According to this definition, anyone could be artist even elephant or monkey, and anything could be considered as an art. However the arts are very different from play or hobby that anyone can be done. Not anything can be considered art.Source of the works may be originated from someone else’s work. The key points which make them as arts are that they must be creative, meaningful and intentional. So that audiences get artist’s ideas and emotional impression when they see the art works. It can arouse aesthetic or moral feelings, and can be understood as a way of communicating these feelings.One more thing has to be considered is the sense of expression. Bauhaus Manifesto proclaimed that Art alone cannot be taught. The technique could be taught, but the sense of expression could not be. For example, student could learn how to draw but they have to do their own. Copying teacher’s beautiful picture cannot be regarded as an art. Because not everyone has professional sense, not everyone can be good artist. Depends on how well artists express the purpose of works, viewers could have sympathy with artists through his/her work. Also depends on professional skills artists have, their works will be going to be valuable in commercial markets. The money given to artists through the market is usually used as living or work expenses. He eventually dropped out of it after the first 6 months. After all, he never graduated from any college. However, he never regrets that he did not graduate college. New device called a mouse was shown first.Jobs was kicked out of Apple in 1991, and he began a new computer company called NeXT. NeXT was purchased by Apple for over $400 million in 1996. Steve Jobs returned to Apple as CEO. Jobs’ returning brought a huge change to Apple since Apple was losing market share to Microsoft. Obama Administration to bypass Congress, impose backdoor education agenda“We’re going to have to cut any spending that we can afford to do without. We can’t be reckless, and we can’t be irresponsible about how we cut… We cannot cut education. We can’t cut the things that will make America more competitive.” This is part of President Obama’s SOTU message. This phrase shows how much President Obama is interested in the education system very well.Obama was the first African-American senator and also the first African-American President in U.S. history. As he grew up, there must be some situations which hindered his plan because of his race. Nevertheless, if someone asks what makes him to be president, education would be one of the important answers for his success as a politician. That is why, possibly, president Obama always stresses the importance of education in his speech, and he continues to have attention on education system. Last month, Obama introduced his new education agenda which will bypass congress’ enactment process.President Obama announced that the administration will bypass congress and impose a new plan to waive federal elementary and secondary education law. It is known as No Child Left Behind. He has asked Congress to rewrite the Bush-era NCLB education system by fall of 2012. The changes he wants include rewarding schools for success, improving standards and assessments, getting the best teachers in front of the most disadvantaged kids, and constructing more support and better pay or incentive system to teachers. However, getting congress to pass a reauthorization by 2012 seemed hard because of many political reasons. Finally, he wants get this done with his hands.Originally, the relationship between the President and Congress must be part of a check and balance of the power they have, and this principle is stated in the Constitution of Unites States. One of the important responsibilities of the President is to make a budget on the best interest of the country and turn it in to Congress. Submitting proposal to Congress does not mean the end of the action into law. Congress has to review the budget and decide whether it will pass into law or not. Therefore, the president is the one who submits a budget to Congress, and Congress has a responsibility to enact legislation proposed by the president. Sometimes, additional discussion is required between the President and Congress to regulate the budget or programs. The conversations occur personally or officially. The relationship between Congress and the President is very important because of this.Obama’s willing of reform education system is very constructive way of cultivating young talent. However, in the same time, Obama’s willing of bypass new education agenda could bring a lot of issues. The new NCLB plan would be waived in exchange for states adopting the preferred education agenda. This will create confusion for states and schools. Many experts say the conditional waivers plan may slow Congressional efforts to rewrite the law as well. In addition, reform the law without going through Congress could affect the relationship between the president and Congress. Secretary of Education Arne Duncan said “The expanded waiver process is the administration’s attempt to implement its own reforms, and the process comes with political risk.”
The Black WaterfallI heard this story from a strange guy who I do not know. I met this weird guy a few years ago. I used to spend a night in the library because I was senior and had a lot of exams left to graduate he night I met him too, I was staying in the library till late night for the test tomorrow. I remember the day very dismal. There was no rain outside but windy, and the dim glow of the sallow crescent made me feel more unpleasant.lad because I could see him very easily. It made me feel comfortable that someone is with me in the same space. I thought that he felt the same as me. He was tall and thin, and wore glasses. I thought he was a strange because he continued to look around just like trying to find somebody even there is no one else but me. A little later, the uncanny guy hesitantly came up to me and asked me if I believed in ghosts. I was surprised, stared at him with wide eyes. I actually had neither experience of ghosts nor a fan of scary stories.
President Bush’s Signing StatementThroughout U.S. history, one of the most concerns in politicians would be the “power”. Americans do not want to give too much power to one person, party, or group. It is possible to find out prove of it in U.S. Constitution because it was the intent of the authors of the Constitution to have three branches of the federal government to check and balance their power each other. According to one website*, Signing Statement is a written comment issued by a President of U.S. at the time of signing legislation. By comment on the bill, President can direct where the law/policy should go or the way it should be. Signing statement is a good way for public to know president’s opinion regarding bills, and his political point of view. However, there are some controversies that the Signing Statement is unconstitutional.President Bush is the one example who is at the center of the controversy. Although he was not the President who issued the signing statement at first- it was James Monroe- nor who issued the most number of signing statement among the history of U.S. President- Bill Clinton was-, he was the target of the attack from the opposition. The controversy is the kind of signing statements President Bush had issued. He used signing statements like line item vetoes. Practically, President Bush has claimed the authority to challenge more than 750 laws during his two terms of office. Critics say that the President Bush had used the tool of the signing statement to modify the intent of the laws. They insist that it is illegal because it exceeds the limit of President power. Because his nuance was more like a command rather than persuasion, the will of many Congress members were declined. And this will eventually weaken Congress power and efficiency. Phillip Cooper states against President Bush that it is “excessive, unhelpful, and needlessly confrontational”.Policy making is a central responsibility of Congress. From a bill to become a law, Congress members get through several steps to pass a bill. Presidential approval is the final step of legislative processes; but it would cause more complex problems if president tries to modify almost every single bill by his own word. Even President, of course he represents all American, he is a person. President should always aware that a person cannot be perfect, and he could possibly make any mistake at any point. It is also President’s duty to discuss with his Cabinet before making any decision, and he should look all around carefully to see and check the balance of power.
