`한국의 워킹푸어` 책을 읽고

‘그럼에도 불구하고 꿈꾸길 원한다’-‘한국의 워킹푸어’를 읽고세계에서 가장 비싼 등록금을 내고 대학에서 공부하지만 정작 취업은 못하는 청년실업문제 기사를 심심치 않게 접할 수 있습니다. 그런 기사 이야기가 남의 일 같지 않은 4학년 마지막 학기를 보내고 있습니다. 주변 대부분의 친구들은 대기업이라는 먹이를 찾아다니며 앞서 달린 사람의 스펙만을 쫓아가고 있습니다. 토익, 토익스피킹, 어학연수, 학점, 관련 자격증, 인턴경력등 어느 항목을 따져보아도 꿀릴게 없는 친구들도 취업의 문턱에서 고배를 마시고 있습니다. 그럼에도 불구하고 취직은 아직 안되었어도 취업스펙을 다 가진 친구들은 보면 부럽다는 생각이 듭니다. 저는 2번의 휴학을 했습니다. 남들은 본인의 스펙을 더 쌓기위해 휴학을 하고 어학연수 갔다면 저는 등록금과 어머니 건강 때문에 휴학을 했습니다. 그러고 4학년이 되고보니 부족한 스펙과 2년이라는 공백 때문에 매일매일 취업 스트레스 속에서 살아가고 있습니다. 이런 상황 때문인지 라는 책은 제목부터 제 마음을 사로잡았습니다. 책 표지에 써있는 “빈곤 대물림의 시대, 국민은 울고 있다”라는 문구 또한 제 마음을 대변하는 것 같았습니다. 그래서인지 책을 집자마자 빠져들어 읽게 되었습니다.한국의 워킹푸어 책은 읽는 내내 마음이 너무나도 아팠습니다. 하루하루 힘겹게 사는 이들이 겪는 고통의 크기를 느낄 수 있었습니다. 우선 비정규직 문제는 남의 이야기 같지 않았습니다. 저또한 대학을 떠난 후에 바로 겪게 될 문제라고 느껴졌습니다. 여러 비정규직 문제 중 특히나 놀랐던 사실은 비정규직 교수님들 이야기였습니다. 정규직 교수와 비정규직 교수 간 10~20배에 이를 정도로 극단적으로 양극화된 임금과 매학기 계약을 하기 때문에 쉽게 해고 되는 시스템은 충격으로 다가왔습니다. 고학력임에도 불구하고 생계를 이어가기 힘든 실정인 비정규직 문제가 학문을 가르치는 대학이란 곳에서부터 만연된 상황임에도 불구하고, 어쩌면 사회적 약자라는 시선 속에 벗어나 있어 간과한 것 같았습니다. 학문의 장인 대학에서 정규직 교수가 되는 자리가 페어게임이 아니라는 점과 교권이 보장되지 못하는 문제가 대학이라는 장소에서 발생하고 있다는 사실때문에 더 가슴아프게 느껴졌습니다.그 다음으로 제 마음을 울린 것은 ‘삼성반도체 백혈병 피해자’들 이야기였습니다. 산업재해임에도 불구하고 인정받지 못하고 죽음에 이른 근로자들의 이야기는 화나게 하였습니다. 제 이모부께서도 일하시다 쓰러져 다치셨음에도 불구하고, 회사측과 타협을 통해 산재처리를 하지 않았습니다. 그때 들은 이야기로는 회사측에서 보험금에 대한 부담등 산재로 인한 불이익을 피하고자 하는 것 때문이었습니다. 근로자를 위해서 만들어진 산업재해는 사용자들의 이익 때문에 실효성을 잃고 삶과 죽음의 경계선에서 그들을 더욱 힘들게 하는 것 같았습니다. 2000년 우리나라의 산업재해율이 0.73퍼센트밖에 안된다는 사실은 현실을 극명하게 드러내 씁쓸하게 만들었습니다.가난이 되물림되는 현실에 대한 이야기는 이 책을 통틀어 가장 슬펐습니다. 특히나 는 제 학창시절 기억들을 떠올리게 했습니다. 중학생시절 아버지의 사업이 부도가 난 후 도망치듯 서울을 떠나 경기도로 전학간 저는 하루하루가 너무나도 힘들었습니다. 몰려오는 빚쟁이들과 매일 새벽에 우유를 돌리고 학교를 다니는 불안한 상황 속에서 하루하루 버티면서 지냈습니다. 그 전까지 모범생이었던 저는 소위 ‘노는 아이들’과 어울리기 시작했습니다. 그러면서 알게 된 슬픈 진실 하나는 학교의 ‘문제아’로만 인식되는 아이들이 다들 어려운 가정환경 속에 있다는 사실이었습니다. 특히 폭력아빠 아래에서 상처를 많이 받은 지은이의 이야기는 중학교시절 친했던 친구의 사연과 거의 흡사했습니다. 아빠를 피해 가출을 하고 주유소를 전전하는 모습, 그리고 청소년이기 때문에 오히려 야간 근로의 보호를 받지 못하고 노동법의 사각지대에 놓인 모습은 10년전과 다름없었습니다. 시간이 지나도 여전히 보호받지 못하는 청소년 문제뿐만 아니라 노동자체가 힘든 빈곤 노인 이야기를 다룬 도 심각하게 다가왔습니다. 현재 평균수명 80세이지만 40대후반이면 명예퇴직으로 퇴사하는 짧은 근속연수를 생각해 보았을 때 앞으로 빈곤 노인문제는 더욱 가속화될 것입니다. 저출산과 고령화가 세계에서 가장 빠른 속도로 진행되고 있지만 구체적인 대책은 여전히 없다는 점에서 읽는 내내 답답했습니다.‘한국의 워킹푸어’를 읽으면서 한국사회가 가진 고질적인 문제를 느꼈습니다. 선성장 후분배 경제정책 속에서 ‘선성장’ 그늘아래 놓인 ‘후분배’ 정책으로 빈익빈 부익부가 고착된 사회풍토였습니다. 먼저 일자리 창출이라는 명목아래 기득권층의 이익을 위해 늘어난 비정규직을 정부가 적극적으로 개선해야 한다고 생각합니다. 두 명 중 한 명이 비정규직, 네 명중 한 명이 저임금 근로자로 그 문제가 심각하지만 국내 재벌 대기업들은 실적이 좋아도 사회적 책임을 지려하지 않고 있습니다. 이런 횡포를 정부가 제재하기보다는 대기업에 의존적이었던 정부의 정책이 가장 문제였다고 봅니다. 정규직과 비정규직의 임금차별을 시정하는 제도화 논의는 실종된 채 얼마전 내놓은 ‘비정규직 대책안’만 봐도 현 정부가 경영계의 눈치만 살피고 있는걸 볼 수 있습니다. 이제 비정규직 문제는 단순한 문제가 아니라 사회 전반적으로 불안을 야기시켜 사회통합을 해칠 만큼 심각한 수준에 이르렀습니다. 더 이상 눈치만 살필 것이 아니라 정부가 적극적으로 비정규직 문제를 위해 현실적이면서 지속가능한 해결책을 찾아야 한다고 봅니다.그 다음으로 시대의 변화를 못 따라가는 산재보험 제도를 재정비해야 합니다. 산재보험은 1964년에 도입되었지만 그동안 보험내용은 거의 바뀌지 않았다고 합니다. 산업구조가 제조업에서 서비스업으로 변화하면서 산업재해 또한 업무상 얻게 되는 질병의 모습도 많이 변하였습니다. 그러나 변화된 산업구조를 반영하지 못하는 산재는 눈에 보이는 골절, 절단 등 사고에 의한 산재 승인은 받기 쉽지만, 눈에 보이지 않는 질병으로 인한 산재는 절반수준도 못 미치는 승인을 받는다고 합니다. 또한 업무상 관련성을 입증하기 어려운 질병은 산재 승인을 받지 못한채 내몰리는 상황이 비일비재합니다. 이렇게 산재의 보호를 받지 못하는 것은 산재로 인한 부담을 사업주가 받지 않으려고 하기 때문입니다. 사업주가 산재를 회피하는 문제 이외에도 산재의 사각지대에 있는 직업들이 많습니다. 골프장 경기보조원, 퀵서비스 노동자등 재보험의 적용 대상이 아닌 취업자는 전체의 40프로 정도라고 합니다. 이렇듯 산재보험법상 근로자 개념을 확대하고 사업주들의 산재보험을 회피하는 문제에 대한 강경한 대책이 필요하다고 봅니다.

1. 사업 배경북한이탈주민은 통일과정에서 사회통합의 소중한 경험을 제공할 수 있는 존재이다. 또한 북한이탈주민들은 다른 나라에서 온 입국자와는 달리 사회적 특수성을 지니고 있기 때문에 정착제도에 대해 더욱 세심한 정부의 노력이 필요하다. 북한이탈주민의 수는 2만명에 이르고 있고 한 해 북한이탈주민 수는 갈수록 늘어나고 있다. 이제는 단순히 정부차원에서 감당하기에 그 크기가 너무나 커져버린 사회적 문제가 되었다. 또한 북한이탈주민들의 수가 많은 것에 비해 그들에 대한 사회적 관심은 오히려 감소하고 있다. 북핵문제, 최근에는 천안함 사태로 북한에 대한 인식이 나빠지면서 남한에 있는 북한주민들이 많은 어려움에 처해있다. 또한 북한이탈주민들만의 문제가 아니라 통일에 대해 점점 무관심해져가는 것도 큰 문제이다. 많은 청소년들은 통일에 대한 기대보다는 ‘통일비용’을 걱정하는 것이 현재의 모습이 되어가고 있다.이런 사회적 분위기에서 북한이탈주민들의 일자리 창출과 통일에 대한 관심을 불러일으킬 수 있는 을 조성하는 것을 계획해보았다. 영어마을은 전국적으로 늘어나고 있으면서 한민족인 북한을 더 알아보고 체험할 수 있는 공간이 없는 것을 늘 안타깝게 생각했다. 이 제대로 자리 잡는다면 북한이탈주민들에 대한 사회적 비용감소 뿐만 아니라 새로운 관광지, 사회적 통합기능을 이루어 낼 수 있을 것이라 본다.2. 사업 모델은 북한의 문화를 직접적으로 체험할 수 있는 공간이어야 한다. 우선 은 현재 북한 모습을 많이 담아낼 수 있도록 일하시는 분들의 복장, 건물과 건물 안 디자인 거리 풍경까지 세심하게 신경 써야 한다. 그리고 그 곳에서 일하시는 분들은 북한에서 쓰던 말투와 단어로 안내해야 한다. 우리말과 다른 북한 사투리가 주는 새로운 경험이 많은 이들에게 호감을 줄 것으로 기대한다. 또한 음식도 북한의 전통음식을 팔아서 언론을 통해서만 느꼈던 북한의 모습을 실질적으로 느낄 수 있는 기회가 마련해야 한다. 전통음식은 친환경적으로 조미료를 쓰지 않고 만들어 새로운 웰빙문화를 이끌어가는 트렌드가 되도록 기획 할 것이다. 에서 고객들에게 음식으로 많은 사랑을 받게 된다면 북한 음식 프랜차이즈 사업도 연계할 수 있게 될 것이다. 그뿐만 아니라 예술분야의 기획에도 신경을 써야할 것이다. 안에서 북한공연 전용관을 만들어 우리나라와 다르면서도 비슷한 공연을 관람할 수 있게 할 것이다. 그리고 북한 음악과 함께할 수 있는 카페, 북한 책들을 읽어볼 수 있는 도서관, 북한 모습을 담은 사진 전시관, 북한의 미술의 지평선을 엿볼 수 있는 전용 미술관 등을 만들어야 한다.3. 추구하는 목표이 추구하는 목표는 북한이탈주민들이 남한에서 정착하는데 도움을 주고 남한주민과 북한주민이 소통하는 공간을 마련하여 통일에 직간접으로 영향을 끼쳐 함께 살아가는 세상을 만들어나가는 것이다.4. 성공적 요소은 전세계적으로 보기 힘든 특수한 공간이 될 것이다. 그 덕분에 의 소비자층은 남한 사람들에게만 국한된 것이 아니라 전세계적인 관광명소로 발전할 수 있는 가능성을 많이 품고 있다. 어린이와 청소년들에게는 북한에 대한 교육을 위해서, 성인 남녀에게는 새로운 데이트 장소로, 실향민에게는 고향에 대한 향수에 빠질 수 있는 장소로, 남녀노소 불문하고 북한에 대한 진지한 소통이 이루어지는 장소가 될 것이다. 세계 유일의 공간이 될 수 있다는 점과 폭넓은 이용객층이 관심을 가질 것으로 예상되기 때문에 은 상당히 많은 성공할 요소를 갖추고 있다고 생각한다.5. 창출되는 사회적 가치북한이탈주민들과 함께 만들어가는 은 초기에 정부적 차원에서 지원이 아주 필요하다. 초기 비용이 다소 많이 들 수 있으나 정부가 짊어지고 있는 사회적 비용과 북한이탈주민들이 겪고 있는 소외감, 부적응을 생각한다면 그 비용은 결코 크다고 할 수 없을 것이다. 오히려 장기적인 관점에서 본다면 갈수록 늘어가는 북한이탈주민들의 정착을 위한 비용을 크게 줄여 나가게 될 것이다.
