ENGH100Fall 2018How does the North Korean Human Rights affect the Korean reunification?IntroductionRecently, the two leaders, President Moon Jae-in of South Korea and North Korean leader Kim Jong Un, came to an agreement to bring peace to the two countries after several summits. Many people across the world expects to see South and North Korea will bring about a new future. However, North Korean human rights problems can be an obstacle to peacebuilding between the two countries, because they have different ideologies and human rights consciousness. While the Republic of Korea is a democratic country that guarantees the freedom and human right of the people, the Democratic People’s Republic of Korea is a country where freedom and human rights are severely limited run by a dictator. Democracy is rooted on respect for human rights and fundamental freedoms. On the other hand, communism usually curbs freedom and often censors thoughts of people.Surprisingly, firing squad is still happening nd actual execution, detention, and forced labor under harsh, sometimes fatal, conditions.Human rights are rights inherent to all human beings. It includes the right to life and liberty, freedom from slavery and torture, freedom of opinion and expression (UN 1940). The concept of Human Right is understood as inalienable fundamental right. These rights which are also known as natural rights or legal right. These human rights are universal and same for everyone (Yurtoğlu 2018).Human rights violation of North KoreaAccording to a report released by the Ministry of Unification, the following statements were made to the leaders from Kim Jong Il under his regime. “You can hit or kill political prisoner. You can do anything whatever you want.” Indeed, the North Korean leaders are undergoing various forms of human rights violations, such as limiting political participation by residents or discriminating based on their origin. (Ministry of Unification 2017). Furthermore, UN Commission of Inquiryscape the country deal with brokers to run away, but the brokers sell women to physical and sexual abusers or to exploitative work place on the Chinese side of the border. A lot of refugees get killed while escaping North Korea. (VOA 2016).Efforts of International CommunityThe U.N. and many countries including the U.S.A. condemned the government of North Korean for its violations of human rights and passed some resolutions to encourage the country to respect the fundamental human rights of citizens in North Korea.미국은 제 2차 북;미 정상회담을 앞두고 최근 세계인권의 날을 맞아 미국 국무부는 북한 인권관련 정례보고서를 연방 상하원에 제출했다. 그리고 이를 바탕으로 북한 인권유린에 책임이 있는 조직의 핵심인물들을 제재 대상에 추가했다. 이번 제재는 2016년 2월에 시행된 대북제재강화법에 따른것이다. 이 법에 따라 국무장관은 180일 마다 북한 인권실태와 관련한 보고서를 내야한다. 미국은 이미 위원장인 김정은과 그의 동생인 김여정을 세차례에 걸쳐 제재했다. 이번 제재는 기본적으로 북한 인권 문제 개선을 촉구하기 위한 것이다. 스티븐 재무장관은 “이번제재는 표현의 자유에 대한 지속적인 지지, 그리고 검열과 인권침해에 대한 반대를 보여준다” 라고 말했다.하지만 북한은 제재 완화를 요구하며 고위급 회담을 거부하고 있는 상황이다The United States, ahead of the second North Korea-US summit, recently submitt North KoreaMoon’s administration of South Korea established a basic plan to protect and promote human rights of North Korean people. Through the Act, they had a plan to investigate actual condition of North Korean human rights. In addition, they would provide humanitarian aids and increase the number of dialogues between the two countries. Furthermore, they expect to improve of human rights awareness of North Korean people (ministry of unification, 2017)Drawback of the previous effortsSeveral resolutions to encourage North Korea to respect human rights brought some advantages, but mostly they failed to help them. For example, South Korea closed Kaesong Industrial Park in February 2016. South Korea had operated it with North Korea since 2004, so it was one of the last visible examples of cooperation between the two countries.
