The defense alliance between Korea (herein Korea represents South Korea or Republic of Korea) and the US, which is known as one of the world best examples of a successful defense alliance since World War 2, is facing a significant challenge. According to GPR(Global Posture Review), in Dec 2005 the US government notified Korean government to drawdown its 12,500 soldiers. As said by the official report of Korean Ministry of Foreign affairs, the total number of US soldiers in Korean peninsula will be cut by 1/3 of what it has been for the last 15 years. This has been a controversy between Korea and the United States since Korean government has not expected it would happen this soon. As the cold war period came to an end, the US troops started to withdraw from the Korean peninsula in 1990. This withdrawal was first proposed in 1989 by ‘Nunn-Warner Amendment’ which is a joint proposal of Senator Sam Nunn and Senator John W. Warner. Based on this Amendment, the US government pronounced EASI(East Asia Strategic Initiative) which indicates the drawdown of the US troops stationing in Asia (Seo). By following this bill, between 1990 and 1992 total of 7,000 army and air-force soldiers left Korea, Japan and Philippines. But as the nuclear weapons of North Korea became an issue in 1993, the additional withdrawal of the US troops has been discontinued and the number of total US army still stays at 37,000. Together with anti-American sentiment in Korea, the notification of GPR weakens not only alliance cohesion but also the axis of the US and Korea alliance itself.
