시설에 수용된 정신지체인 경우 지난 10년동안 많은 교육적 조치 및 환경 개선이 이루어졌다.그러나 수용 시설에 거주하는 정신제체인은 정상 가족 집단이나 그룹.홈에서 생활하는 정신지체인에 비해 교육,지능,정서등의 만ㄴㅎ은 측면에서 발달이 느리거나 수행이 낮다는 많은 연구결과들이 있다(Academic Skill:Rosen 1967,b,Winde 1962)(Personality:Goldsteim 1964,(Edgerton 1967)(지능:Cryssey 1937,Kaplan 1943). 이들의 이런 발달의 지체나 낮은 수행능력은 주변의 자극이 부족하기 때문이며 효과적인 교육프로그램 및 환경의 구조적 개선에 의해서 향상 될 수 있다고 주장된다(Skeels 1966,Skeels & Dye 1939). 이러한 이유로 환경 개선을 위한 대안적인 방법으로 탈 수용시설(deinstitionalization) 그룹.홈이 제시되었으며 교육의 방법으로 통합,정상화 원리 및 개별화 교육이 1960년대 이후 계속 강조되어 오고 있다(Nirje 1969.Wolfensberger 1972).현 한국의 실정으로 보아 정신 지체인의 주거를 위한 사회복지 시설은 몇몇을 제외하고 거의 전부가 수용시설 형태로 되어 있으며 수용소내의 서비스 상황 역시 여러 가지 이유 때문에 질적으로 제공되지 못하고 있다.따라서 장기적으로 탈수용시설,단기적으로 개인의 사회적응 능력 향상을 위한 수용시설에 거주하는 정신지체인에 대한 프로그램의 개발이 절실히 요청된다 하겠다.이에 정신지체인의 사회적은 능력을 높이기 위한 카운 셀림 프로그램을 개발한 이동렬의 `SAT`(Social Adjustment Training:A Group Counseling Manual for the mentally retarded)를 한국의 수용시설에 거주하는 정신지체인에게 적용해보고자 한다. 따라서 본 논문에서는 이동렬의 `SAT`를 한국의 수용시설에 바로 적용하기에 앞서 동렬의 `SAT`의 효과를 검증하며 이의 적용상의 문제점을 검토하고자 한다. 그러나 이동렬의 `SAT`는 카나다의 수용시설에 있는 정신지체인을 대상으로 만들어졌기 때문에 이의 직접적인 적용은 적절치 않는 것으로 생각되어 내용중 일부를 수정지시하였다.
