지방의원 유급제 도입의 효과 분석: 충주시 의회를 중심으로 (An Analysis of the Effectiveness of the Introduction of the Stipend System for Members of a Local Assembly)

초록

그간 침체와 비판이 집중되었던 지방의회를 활성화하기 위해 지방의원의 유급제를 도입하였다. 제도적개선을 통해 지방의회의 젊고 유능한 지역인재 유입, 혁신성과 전문성 보충, 의정활동의 상시화, 부패·비리의 감소 효과를 기대하였다. 실제로 지방의원 유급제가 이러한 효과를 가져왔는지 알아보기 위해 실증적 조사·분석을 실시하였다.
연구대상지역인 충주지역의 주민과 공무원을 대상으로 유급제 시행 전·후 의정활동만족도를 조사하고충주시의회의 의정활동성과를 분석하였다. 또한 유급제에 관한 주민, 공무원, 현직 의원들을 대상으로지방의원 유급제 관련 인식조사 자료와 지방의회담당자 인터뷰 자료 등을 함께 활용하였다.
분석결과, 지방의원 유급제가 의정활동 만족도, 의정활동성과, 집행부와의 관계, 의정상시화 요인에는다소 영향을 미치는 것으로 나타났다. 반면에 참신한 인재 유입, 전문성 향상, 지방의원들의 도덕성·자질향상에는 유의미한 영향을 미치고 있지 못한 것으로 나타났다.
이는 유급제가 유인수단으로 적절히 작용하고 있지 못한 것과 지방의원을 통제할 제도적 장치가 미흡한데서 비롯된 것으로 파악된다. 따라서 지방의원 유급제의 바른 정착을 위해 유급제 보수수준 현실화,전업의 편의와 직업보장, 선거공영제 확대, 지방선출직의 후원금제 도입 그리고 민주통제 강화를 위한수단으로 의정 거버넌스를 제안하였다.

영어초록

A stipend system for members was introduced to reform the local assembly that was suffering from inactivity and condemnation. To introduce the system was expected for incoming persons of youth and ability, supplement of innovations and professionalism, reducing corruption and absurdity. This paper studies the effectiveness of the new system. Chung-ju city was selected as the research area. To investigate their satisfactions about the local assembly, the citizen and public servants after the introduction of the stipend system were selected as an experimental group and the ones before the introduction were selected as a control group. This study investigates the outcome of the local assembly, comparing their activities before and after the introduction of the stipend system. Data from a survey of citizen, public servants, and members of local assembly, and the interview data of agencies of local assembly were used.
The results of analysis show that the system is more or less influential on 1) the degree of satisfaction with activities of local assembly, 2) the outcome of the activities of the local assembly, 3)the factor of full-time work, and 4) the elevation of the relationship between the local assembly and government. On the other hand, the stipend system doesn't significantly influence 1) incoming young talented persons, 2) uprising the professionalism of local legislators, and 3) improving the morality-personality of local legislators.
It is comprehended that the result of this analysis stemmed from the fact that the system cannot properly motivate young-talented persons to become candidate for local legislature and that it cannot be quite satisfactory as the institutional system for controlling the local assembly. Therefore, based on the results of the analysis, the author proposes the following: 1) an increase in salaries of local assembly members, 2) employment security and convention system to change occupation, 3)expansion of the public management of election expenses, 4) introduction of political donations of local legislators, and 5) citizen participation in local assembly activity governance in order to strengthen the civil-democratic control.
