초록

몬드라곤(Mondragón)은 스페인 바스크 지방(pays basque)의 소도시로 1956년 5명으로 시작한 소규모의 사업체가 현재 4개 대륙에서 10만명의 노동자를 고용하는 대기업으로 성장한 협동조합 그룹의 본사가 자리 잡고 있는 곳이다. 몬드라곤 협동조합 그룹은 독특한 언어와 문화를 가진 바스크라는 로컬에 고유한 내재적 원리를 작동시켜 자본 집중적 생산과 노동존중 그리고 신 인간 계발을 지향한 독특한 형태의 경영사례로 주목받았다.
이 논문은 국가 자본주의의 대안으로서의 몬드라곤 협동조합의 역사와 경영이념을 분석하면서 협동조합운동의 가치를 재조명하려한다. 먼저 협동조합운동이 자본의 일반성과 보편성에 맞서 로컬의 정체성과 맞물리게 재편성하고 경계를 설정하는 과정을 검토한다. 이것은 협동조합 내부 구성원들이 노동운동을 전개하고 대외적으로 기술 발전에 직면하였을 때 참여와 고용을 어떻게 해결할 수 있는지 검토하는 것이다. 두 번째로 ‘몬드라곤’ 협동조합 그룹이라는 경계 지워진 조직이 유럽통합과 신자유주의 세계화라는 자본의 보편 운동 앞에서 어떻게 대응하고 있으며, 협동조합이 세계화될 때 어떤 방식으로 대안적인 글로컬한 경영을 성취할 수 있는지 검토한다. 끝으로 협동조합 운동이 좌우파 양쪽으로부터 공격받는 상황에서 새로운 후기 자본주의 시대에 작업장은 물론이고 로컬에 민주적인 정치질서를 만드는데 어떤 방식으로 시금석 역할을 할 수 있는지 묻는다.
우리가 특별히 ‘몬드라곤’ 협동조합 그룹에 주목하는 이유는 로컬에 바탕을 두는 사회적 자본이면서도 지금까지 가치에 바탕 둔 끊임없는 기술 및 경영 혁신에 성공했다는데 있다. 그러나 전지구화의 물결앞에 ‘몬드라곤’ 협동조합체도 변화를 추구하게 되고 협동조합 기업의 국제적 배치를 통한 전략적 변신은 노동자의 고용과 경영 참여 그리고 지역 발전에 참여라는 협동조합의 가치를 구현하려는 본래의 정신과 어떤 관계를 가지는가는 중요한 문제이다. 글로벌화는 산업공장들의 국민적 또는 로컬적 구조를 깨트려버렸다. 산업자본 기업들의 특징은 원가절감과 시장 확대를 위하여 해외공장 설립에 성공하면 경쟁에 대처하는 전략적 대안으로서 모기업의 규모를 축소나 폐쇄하는 경우가 일반적이다. 기업의 탈-로컬화 현상은 그 산물이다. 그러나 현재 기업활동과 고용의 로컬화를 주요 가치로 삼는 ‘몬드라곤’ 그룹은 바스크 지방에 설립한 모(母) 협동조합들을 그대로 유지하고 있다. 그들은 글로벌화가 몬드라곤에 가져올 불고용으로부터 로컬 공동체를 방어하는 해결책으로 국제적 다-로컬화를 지향하는 해외 직접투자를 채택 하였다. 문제는 여기서 발생하였다.
몬드라곤 협동조합 복합체가 로컬을 자유와 정의 및 연대에 바탕둔 사회로 변화시키는데 관심을 기울인 사실은 의문의 여지가 없다. 또한 글로벌화 시대에 역습으로서 대안글로벌화를 모색하는 것이 불가피하며 그 전제조건으로서 협동조합이 복합적인 변화에 상응하는 작업장 민주주의와 로컬 경제에 착근을 성취하면 여전히 자본주의에 맞설 중요한 대안이 될 것이라는 신협동조합주의 전망도 여전히 강력하다. 그러나 ‘몬드라곤’의 글로컬화는 대안글로벌화를 통해서 자본주의에 대안을 모색하는 측면과, 로컬 공간에서 포스트포드주의적 생산으로서 글로벌 자본주의를 실천하고 그 가능성을 검증할 과정을 제공하는 이중 측면을 내포한다. 결국 협동조합 체제의 내부와 외부 간의 불균형을 극복하기 위하여 효율적 기업경영을 위한 실용주의와 노동자들의 신뢰 회복을 함께 할 수 있는 공간정치학적 해결책을 발견할 수 있을지에 몬드라곤의 미래가 달려있다.

영어초록

Mondragón is a town in Basque province of Spain, which is known mainly as the place of origin of the Mondragón Cooperative Group, the world's largest worker cooperative, whose foundation is linked to the activity of a modest technical college and a small workshop producing paraffin heaters. The case of Mondragón Cooperative Group is a remarkable management success of capital concentrated production, respect of labor value and new human development, making the most of the intrinsic local value of Basque region which have its proper language and culture.
This paper intends to analyse the history and management doctrine of Mondragón Cooperative Group as an alternative of the national scaled capitalism in order to revaluate the cooperative mouvement. First, we examine the process of reorganizing the mouvement and resharing the borders with the extended capital power. It brings to study how to solve the problem of participation and empolyment when happen labor dispute of copartners and technology development inside and outside. Secondly, we examine how this cooperative system responds against the European Union and the capital mouvement in the context of neoliberalistic globalization and also persues an alternative glocal administration with the globalisation of its own system. Finally we ask how it serve for touchstone to establish a democratic political order not only in a workshop but also in the local when the cooperative mouvement is attacked by the both sides of right and left wings in the new era of post-capitalism.
We take notice of Mondragón's experience because of its technological and administrative innovation obtained by the social capital cooperative based on the local. The global transformation of MCG's strategy like M&A of foreign enterprise and delocalization, raised the problem of preservation of cooperative mission rooted in some principles, cooperation, participation and social responsibility by means of contribution to the local development. The so called globalization has weaken considerably the national and local based structure of industrial business. In general promoting expansion aboard produce the reduction or closedown of domestic and local manufacturing by the delocalization. But MCG preserve and strengthen employment in the cooperatives of Basque region adopting multi-localization strategy by the direct investment setting up the production plant in a number of countries to respond to the growing globalization process.
Evidently the business culture of Mondragón Cooperative Group is inspired by some ideological rules like liberty, social justice and solidarity to change the society. It seems necessary to looking for an alternative globalization strategy and its premiss could be new cooperative perspective of democratization in workshop and economical development rooted in local to confront the savage capitalism. The glocalization of Mondragón have double aspects, the one as alter-globalization and alter-capitalism, the other as practice of global capitalism by the postfordian production in local space. The future of MCG depends on finding the spatial and political solutions between the business pragmatism to increase competitiveness and the confidence of workers to correct the desequilibrium and between worker-owners in the cooperative system and non cooperative workers.
