어린이집 대상 장애아순회지원사업의 실태 및 어려움과 지향방향 (Present Status, Difficulties and Improvement Direction of Inclusive Itinerary Support Service for Child Care and Education Centers)

초록

본 연구의 목적은 지역사회 내 어린이집을 대상으로 하는 특수교육지원 사업인 장애아순회지원사업의 시행 주체를 중심으로 현재 운영 실태를 알아보고, 이를 근거로 활성화 할 수 있는 발전방향을 모색하고자 하였다. 현재 장애아순회지원사업을 실행하고 있는 기관은 육아종합지원센터, 장애인복지관, 장애아통합보육지원센터로 세 유형의 기관에서 어린이집을 순회하며 장애 영유아에 대한 정보를 제공하고 지원하는 역할을 수행하고 있다. 본 연구의 방법은 서울, 경기, 부산, 제주 지역에서 장애아순회지원을 수행하고 있는 세 유형의 기관에서 순회지원을 담당하고 있는 12명의 전문가를 연구대상으로 선정하여 3차에 걸친 델파이 조사를 실시하였다. 연구결과, 첫째, 장애아순회지원사업의 주요목적은 지역사회 내 장애아통합 환경구축, 보육교직원의 역량강화, 장애조기발견 및 예방, 개별화교육 실행지원, 장애아 가족 역량강화가 세 기관의 공통적인 목적으로 취합되었고, 이러한 목적에 부합되는 사업을 수행하고 있었다. 둘째, 사업의 어려움으로는 순회지원 예산ㆍ인력부족과 낮은 보육의 질로 인한 통합보육지원의 어려움이 높게 나타났다. 셋째, 앞으로 기대되는 사업의 역할은 원장의 역량강화ㆍ장애조기 발견 및 서비스 지원ㆍ장애아동 가족 서비스지원ㆍ일반교사의 역량강화ㆍ장애아동부모와의 상담ㆍ장애아통합보육의 중요성 홍보가 높게 나타났다. 이러한 결과를 바탕으로 장애아순회지원 수행기관 간에 일관성 있고 통합적인 지원체계를 수립하여 공동의 발전을 도모하기 위한 지향방향을 제시하였다.

영어초록

This study was intended to examine the present management status and difficulties of inclusive itinerary support service for child care and education centers on the hand of service providers. Based on these examinations, this study was also aimed to suggest the improvement directions as the base data for establishing and implementing systematic supports for children with disabilities at child care and education centers. This study was performed by Delfi analysis drawn the agreements from the repetitive opinions collecting of specialists in specific field, for setting up the mutual agreement. The participants of this study were 12 inclusive itinerary support service providers, at three types of institutions(Comprehensive Childcare Support Center, Welfare Center for Individuals with Disabilities, Inclusive Child Care and Education Support Center) in Seoul, Gyeonggi Do, Busan and Jeju Do. The study results are as follows. First, the major purposes of inclusive itinerary support service were to build the inclusive environment in community, to empower the personnels in child care and education centers, to find and prevent the disabilities as early as possible, to implement individualized education, and to enable and support the family of children with disabilities. These five purposes were common aims of three types institutions. Second, The most difficult things in performing inclusive itinerary support service were the shortage of manpower in itinerary support, the lack of budget and the low quality of child care and education. Third, the future roles in service were to strengthen the director's capability, to find children of disabilities as early as possible, to provide the early intervention service and family support, to empower the regular teacher's capability, to counsel the parents of children with disabilities, and to promote the importance of early child finding and education. The further suggestions were discussed on the consistent and integrated supporting system for cooperative development of the inclusive itinerary support service performing organizations.
