정서ㆍ행동장애학생 교육과 지원서비스의 질적 제고를 위한 과제 및 전망 (Challenges and Prospects for Quality Improvement of Education and Support Services for Students with Emotional and Behavioral Disorders)

초록

본 연구는 정서ㆍ행동장애학생을 위한 교육과 지원서비스의 질적 제고를 위해 교육과 지원서비스의 현황을 분석하고 도출된 문제의 해결을 위한 과제 제안을 통해 정서ㆍ행동장애학생의 교육을 전망하고자 하였다. 연구결과는 다음과 같다. 첫째, 정서ㆍ행동문제를 가진 학생 수는 크게 증가하고 있는 반면 특수교육대상자로 선정되는 정서ㆍ행동장애 학생 수는 감소하고 있다. 이는 장애 표찰이라는 낙인효과로 인한 진단기피, 진단기준의 모호함, 학생정서ㆍ행동특성검사의 우선관리군 학생들이에 대한 특수교육대상 진단의 음성오류 내지 누락의 문제를 지적하였다. 아울러 정서ㆍ행동장애 명칭, 사회ㆍ문화적 요인 등을 고려한 진단기준 및 진단도구, 진단과정의 자기보고 추가, 주기적인 재평가를 통한 특수교육과 일반교육간의 수평적 이동을 과제로 제안하였다. 둘째, 교육적 배치의 문제는 정서행동장애의 90%가 통합교육을 받고 있으므로 특수교육과 일반교육의 공동책무성을 제안하였다. 셋째, 특수교사와 일반교사의 전문성 신장 문제로 공동책무성을 다하기 위해 교사양성과정과 재교육과정에 정서ㆍ행동문제에 대한 행동지원은 물론 학업지도에 대한 교육의 보급ㆍ확대를 제안하였다. 넷째, 지원서비스의 문제는 보건의료행위인 치료지원은 특수교육법에, 교육 및 발달적 지원인 발달재활서비스는 아동복지지원법에 명시되어 있는데 법체계의 재정비를 통해 지원영역 및 지원경로를 개선하고 정서ㆍ행동장애학생의 지원 확대를 위한 방안 모색을 제안하였다.

영어초록

The purpose of this study was to analyze the current state of education and support services for the improvement of quality of education and support services for students with emotional and behavioral disorders and to propose education for students with emotional and behavioral disorders by suggesting tasks for solving the problems. The results of the study are as follows. First, while the number of students with emotional and behavioral problems has increased significantly, the number of students with emotional and behavioral disorders who are selected for special education has decreased. This point was pointed out to the problem of the voice error or omission of the diagnosis of special education for the students in the priority management group of the diagnosis avoidance, the ambiguity of the diagnostic standard, and the student emotional and behavioral characteristics test. In addition, I proposed the horizontal movement between special education and general education through self - report addition of diagnosis criteria and diagnostic tool considering emotional and behavioral disorder name, social and cultural factors, and periodic reevaluation. Second, the problem of educational placement is that 90% of the emotional behavioral disorders are integrated education, so they proposed the joint responsibility of special education and general education. Third, in order to fulfill the collective responsibility due to the problem of specialization of the special teacher and the general teacher, it suggested the support for the behavior of the emotional and behavioral problems in the teacher training course and the retraining course as well as the dissemination and expansion of education instruction. Fourth, problems of support services are defined as special education law for health care, support for education and development, developmental rehabilitation service for children is defined in the Child Welfare Assistance Law. Through the reorganization of the legal system, Suggesting ways to expand the support of students with behavioral disorders.
