태국-미얀마 국경 지역의 교육 제도와 국제개발협력: 카렌족 이주민 학교 사례를 중심으로 (Education System and International Development Cooperation in the Thailand-Myanmar Border: The Case of Karen Migrant Learning Centers)

초록

이 연구는 태국-미얀마 국경 지역의 교육 제도와 국제개발협력 간 관계에 관한 연구이다. 국경 지역의 특수성은 미얀마의 정치･사회적 불안으로 인해 유입된 미얀마 출신 난민과 이주민이 태국 영토 내 국경 인근에 거주하는 데서 비롯된다. 주목되는 점은 국경 지역에서 가장 많은 수를 차지하고 있는 카렌족이 자신들의 민족성을 함양하고 보존하기 위한수단으로 교육을 활용하고 있다는 것이다. 이를 구체적으로 파악하기 위해 필자는 카렌족의 전반적인 교육 역사 및 과정을 분석하였다. 필자는 매솟 지역 내 유치원부터 대학 입학준비 과정에 이르기까지 종합적인 교육 커리큘럼을 제공하는 대표적인 이주민 학교 3곳을 선정해 사례 연구를 실시하였다. 현지 조사 과정에서 수집된 설문 및 심층 면접 자료를통해 이주민 학교는 각자의 지리적･환경적 특수성에 따라 다소 상이한 교육과정을 채택하고 있는데, 이는 소속된 학생들의 학업 및 진로 개발에도 상당한 영향을 미치는 것으로 나타났다. 한편 해당 학교들의 교육 과정에는 카렌 민족주의적 관점이 투영된 커리큘럼과외부(국제사회)의 영향을 받은 커리큘럼이 공존하고 있다. 또한 태국과 미얀마의 검정고시, 미국 검정고시 응시 등 학업의 연속성을 추구하는 프로그램은 비교적 체계가 갖추어져있다. 그러나 이주자라는 불안정한 신분, 부족한 진로 및 직업 프로그램 등의 요인에 의해이주민 청년들이 전문 직업을 구하고 그에 맞는 진로 계획을 수립하기에는 여러 난관이존재하였다. 이에 필자는 학생들 스스로 진로를 설계하고 능력을 개발할 수 있도록 지원하고, 졸업 이후 그 학생들의 사회 참여 증진 방향을 도모하는 방식으로 사업을 기획해야 한다고 제안한다. 아울러 교육과 관련된 국제개발협력 사업을 구상할 때 이들의 사회 참여와진출을 취업에 국한 시키지 않아야 하며, 다양한 이해관계자들 간의 이견 조율을 통해 대비되는 양국의 교육 제도 및 지역적 특수성을 반영한 교육 과정 개발을 고민해야 한다.

영어초록

This study examines the relationship between the education system and international development cooperation in the Thai-Myanmar border region. The uniqueness of the border region stems from the presence of refugees and migrants from Myanmar living near the border within Thai territory, whom the political and social unrest in Myanmar has displaced.
Of particular interest is the use of education to cultivate and preserve their ethnicity by the Karen people, who constitute the largest group in the border region. To better understand this, the paper analyzed the overall educational history and process of the Karen people. The research conducted case studies in three representative migrant schools in Mae Sot province, offering a comprehensive curriculum from kindergarten to college preparatory courses. Data from questionnaires and in-depth interviews collected during the fieldwork revealed that migrant schools adopt somewhat different curricula based on their geographical and environmental specificities, which significantly impact their students' academic and career development. The curriculum in these schools is a mix of Karen nationalist perspectives and external (international) influences. In addition, programs to pursue academic continuity, such as taking the GED in Thailand and Myanmar and the GED in the United States, are relatively well organized. However, due to their precarious status as migrants and the lack of career and vocational programs, there are many challenges for migrant youth to find professional jobs and develop career plans accordingly. The paper proposes that International Development Cooperation projects regarding education on the border should consider supporting students in designing their career paths, developing their skills, and promoting their social participation after graduation. In addition, when designing international development cooperation projects related to education, we should not limit their social participation and entry into the workforce to employment. However, we should consider developing curricula that reflect the two countries' contrasting education systems and regional specificities through coordination between various stakeholders.
