지역 특화 스포츠관광산업 육성 사업의 문제점 및 발전 방안 탐색 (A Study on Problems and Development Plans with Local Specialized Projects in the Sport Tourism Industry)

초록

연구목적 이 연구의 목적은 지역 특화 스포츠관광산업 육성 사업의 문제점을 파악하여 이를 해결할수 있는 방안을 모색하는 것이다. 이를 통해 향후 정부 또는 지방자치단체가 스포츠관광 및 스포츠도시에 대한 올바른 방향을 제시하고 스포츠를 통한 지방자치단체의 균형있는 발전을 모색하는데 궁극적인 정책적 제안을 하고자 한다. 연구방법 이를 위해 선행 연구 및 각종 사업 보고서를 중심심으로지역 특화 스포츠관광산업 육성 사업의 문제점을 분석하고 해결방안에 대한 방향을 제시하였다. 결과 지역 특화 스포츠관광산업 육성 사업의 문제점은 다음과 같다. 첫째, 지방자치단체장의 의지 및관심 부족. 둘째, 민간단체에 의존한 체계적 관리 부족. 셋째, 지속가능한 장기적 계획 수립 부족. 넷째, 사업 목적의 이해 부족과 사업 유치에만 집중. 다섯째, 홍보에 대한 전문성 부족. 여섯째, 무료지원 사업으로 인한 자생력 부족. 이를 해결할 수 있는 발전 방안은 다음과 같다. 첫째, 지방자치단체장의 의지 및 관심 증가와 지역민을 위한 정책 수립. 둘째, 민간단체 협력을 통한 지방자치단체 중심의 체계적 관리. 셋째, 지속가능한 사업의 확장 및 자기적 마스터플랜 수립. 넷째, 철저한 사업 목적의분석과 전문관 제도 도입. 다섯째, 다양한 홍보를 위한 전문적 방향 모색. 여섯째, 지방자치단체의자생력 확보 방안 모색. 결론 이러한 결과를 토대로 지방자치단체 주도의 지역 특화 스포츠관광산업육성 사업의 지속적인 발전과 스포츠를 활용한 중소도시의 이미지 및 브랜드 확립을 위해 많은 관심과 장기적 정책 방향이 모색되어야 할 것이다.

영어초록

Purpose The purpose of this study is to identify problems with local specialized projects in the sport tourism industry and search for their development solutions. This study would make ultimate policy proposals to help the central or local government set the right directions for sport tourism and sport city and promote balanced city development at the local government level through sport tourism. Methods The research method of this study is based on previous studies and all kinds of project reports related to sport tourism at the local government level. Result Local specialized projects in the sport tourism industry have the following problems: first, the lack of will and interest on sport tourism from the head of a local government; second, the shortage of systematic management caused by being dependent on only private organizations; third, the absence of sustainable long-term plans; fourth, the lack of understanding project’s goals and the problem of concentration only on attracting a new project; fifth, the lack of professionalism for promotions on the project; and finally, the lack of self-sustaining ability(financial independence) caused by operating free supportive programs. This study proposes the following development plans to solve these problems: first, the head of a local government should understand the importance of sport tourism to promote balanced city development and make an effort to establish sport tourism policies for local residents; second, the systematic management system for a sport tourism project should be reinforced by cooperating with related private organizations; third, sustainable projects associated with sport tourism at the local government level should be expanded with long-term master plans; fourth, the relevant government ministries should analyze the goal of a local specialized projects in the sport tourism thoroughly and introduce a system recruiting specialized officials on sport tourism; fifth, the local government should develop the specific plans to promote the project and reinforce the self-sustaining ability and financial independence. Conclusion Based on these findings, a local government should make an effort to promote the sustainable development of local specialized projects in the sport tourism industry with long-term policy directions and establish city images and brands through the sport tourism.
