초록

The Child Allowance System is a child-friendly policy for the environment in which children can grow soundly and is one of the main institutions that form the foundation of the modern welfare state.
The German birth and child rearing legislation has already been developed since the 19th century and forms the basis of German labor and social security legislation. In Germany today, raising children is not seen as a personal and family affair. Various forms of support policies (Kinderergeld, Betreuungsgeld, Kinderzuschlag) and legislation (Kinder-Jugendhilfegesetz, Mutterschutzgesetz, Kindergartengesetz, Bundeskindergeldgesetz) are being implemented under the social consensus that the society should support and account for childcare.
The German government, which prioritizes the quality of life, does not spare a budget for child welfare. The recent birth rate in Germany is the result of generous government policies and support for childcare. Germany's childbirth policy focuses on improving the labor law and social security system in a family-friendly way, and expanding childcare facilities to support work and child care.
In the introduction and implementation of the child allowance system in Korea, the policy implications that can be referred to in Germany are as follows. First, it is necessary to actively promote the child allowance system and to expand the scope of the support and the level of benefits. Second, in order to solve the problem of low fertility in Korean society, it is necessary to add a mechanism to encourage childbirth in the child allowance system to be introduced. Third, the child allowance system can be implemented in various forms according to the design method of the system such as the level of salary, object selection, and financing. Fourth, the implementation of the child allowance system promotes the basic rights and welfare of children, but it is also a policy tool for solving the serious problem of low fertility in Korean society. The preconditions for raising the fertility rate are eliminating youth unemployment, providing stable jobs, stabilizing housing, family-friendly legislation, equitable treatment of men and women in the labor market, and expanding public childcare facilities for infants and young children. Under such premise, the goal of the child benefit system can be achieved.
