PS-LTE based ‘Public Protection and Disaster Relief (PPDR)’ Business: A Qualitative Research Based on an In-Depth interview

In recent years, multiuse facilities and large-scale corporations have been increasing due to rapid industrialization. As time goes on, densification and aging of living space also cause large-scale disasters with low awareness of safety. In addition, every country is suffering from unpredictable climate change such as earthquakes, tsunamis, forest fires, and so on. Due to these reasons, the recent disasters and calamities are changing into a complex type of calamity environment, and the scale of damage is becoming larger. Most of the existing studies have conducted abundant qualitative and quantitative studies by detailed research fields such as SCM and technological competitiveness, assuming that business in the field of science and technology, which is the strength of Korean companies, is important. However, it is judged that there were considerable limitations due to various situational factors in the business of the mobile telecommunication sector, which requires global standardization, national government policy, and technology understanding. Therefore, this study established four research projects related to the construction of the world's first mobile communication PS-LTE-based ‘Public Protection and Disaster Relief (PPDR)’ national network in Korea in May 2021 and conducted exploratory research through in-depth interviews with working-level directors from August to October 2021. Through the analysis of interview contents, the current status analysis, advantages, and disadvantages of existing systems, global business prospects, and factors to consider for future business promotion were identified. It indicates that the ‘Public Protection and Disaster Relief (PPDR)’ should be pursued in a direction to produce practical results by meeting changing social needs and expanding global B2B business in the mobile telecommunication sector. Based on the analysis results, companies should always keep their business possibilities in mind, and along with academic implications that it is necessary to approach with a strategic collaboration perspective, practical implications for securing prior mobile telecommunication technology and realizing stability of system quality were presented.
