‘기울어진 운동장’으로서의 한국 영화와 성평등 영화정책에 대한 시론 (Korean Cinema as ‘uneven playgroung’ and proposal of gender equality film policy)

초록

본 논문은 이제 겨우 출발 단계에 놓여 있는 한국 영화 성평등 정책과관련하여, 이를 규정하는 영화 산업적 구조 그리고 카메라의 안과 밖에서여성들이 처해 있는 위치 등을 살펴본 후에 바로 이런 현실 위에서 수립가능한 성평등 정책을 모색해보고자 한다.
한국 영화산업이 보여주는 ‘기울어진 운동장’으로서의 모습은 바로 영화계에서 여성 인력이 처한 열악한 현실이나 한국 영화 속 여성 재현이보여주는 젠더 불평등의 토대이자 출발점이다. ‘수직계열화와 스크린 독과점’ 그리고 ‘흥행 양극화와 중예산 영화의 약화’라는 두 가지 양상은 남성중심적 산업문화의 지속, 우수한 창작 인력의 영화계 이탈을 가속화시킨다는 점에서 여성의 영화계 진입과 영화계에서의 생존 모두를 위협하는 환경을 만들어내고 있기 때문이다.
최근 한국 영화는 남성 중심의 액션, 범죄, 모험 등으로 채워져 가는반면에 여성적 서사는 절대적으로 부족해지면서 영화 속 이야기와 시각에 있어서 젠더 불균형이 심각한 상황이다. 그러나 최근 한국 영화의 지형도에도 약간의 균열이나 새로운 움직임이 감지되고 있는데, 일부 영화들은 매력적인 여성 캐릭터, 여성 간의 관계와 에로티시즘에 집중하거나, 여성의 시각을 통한 역사쓰기를 시도하거나, 다양한 세대의 여성들이 처한 사회적 현실을 힘있게 묘파하기 때문이다.
또한 여성 영화인들은 낮은 고용의 질, 경력 단절, 성희롱과 성폭력의위협 등으로 인해서 그 노동을 정당하게 평가받지 못하거나 안정적인 작업 환경을 갖지 못함으로써, 진입은 쉽지 않은 반면 이탈은 손 쉬운 현실에 처해 있다. 이러한 한국적 현실에 걸맞은 성평등 영화 정책을 여기에서는 두 가지측면에서 제안하고자 한다. 하나는 2019년∼21년에 이르는 3년 안에 공적기금의 남녀 동수 지원이라는 50:50 타깃제를 달성하기 위한 장단기 계획이라면, 다른 하나는 영화진흥위원회, 서울국제여성영화제 그리고 여성영화인모임이라는 세 주체의 적극적인 협력과 효율적인 역할 분담에 대한 것이다.

영어초록

This paper firstly examines the structure of Korean film industry and the statuses of women working behind and in front of the camera in terms of the gender equality policy in its starting phase. Then it tries to find a way to fomulate the gender equality policy that is possibly most beneficial and realistic. The 'sloping playground' shown by the Korean film industry is the fundamental foundation of gender inequality which is depicted in Korean cinema as wll as women in Korean film industry have endured. One could pinpoint two aspects of Korean film industry that have been creating environments hostile to women's entry into the film industry and their survival in the field.
Those aspects are ‘vertical integration and screen monopoly' and 'polarization of box office and thereby weakening of middle-budget film.' They tend not only to cultivate and maintain the male-centered industrial culture but also to accelerate the breakaway of the outstanding creative workforce from the industry.
Recent Korean films show serious gender imbalance in their ways to tell and portray narratives. They are filled with male actions, crimes, and adventures while they seldom deal with stories of women.
However, some cracks and new movements have been detected in the topography of recent Korean films. Some films focus either on attractive female characters or on relationships between women.
Another films try either to write history through the perspective of women or to display the social reality in which women of various generations are.
In addition, it is absolutely not easy for female filmmakers to enter the industry but sadly natural for them to leave there. It is because female filmmakers are rarely provided with stable working conditions and their works are often undervalued. They have been forced to put up with working environments like poor terms of employment, threats of sexual harassment and sexual violence, etc.
I would like to submit two proposals regarding the gender equality policy, giving enough thoughts to the reality of Korean film industry.
One is to draw up short and long term plans in order to achieve the 50:50 target employment rate within three years from 2019 by 2021. It is to actualize the gender equality in the domain of public funds. The other is to promote active and efficient collaboration among three important organizations in this matter such as Korean Film Council, Seoul International Women's Film Festival and Women in Film Korea.
