초록

언론은 공정하고 객관적인 정보 전달을 통해 사회의 중요한 사안에 대해 시민들이 이해하고 유권자로서 의사결정을 할 수 있게 해야 할 책임이 있다. 정보 습득과 의견교류를 통해 여론을 형성하는 공간의 제공, 즉 공론장의 역할은 언론의 책무다. 공론장의 건강성은 언론의 공정성에 달려 있고 그 공정성은 독립성을 전제로 한다. 정치적, 경제적 권력으로부터 언론이 독립되어 있지 않으면 언론이 내놓는 정보가 공정하기 어렵기 때문이다. 이 연구는 공영방송 KBS의 공론장 역할 수행에 대한 평가이다.
보도와 시사프로그램 내용분석을 통해 KBS의 현상을 파악하고 저해 원인을 규명하며공론장 회복을 위해 필요한 조건을 도출했다.

영어초록

‘Public sphere’ refers to a domain in social life where individuals congregate to discuss and identify societal problems, and public opinion takes shape. At the center of the public sphere argument is the idea of an independent and impartial practice of journalism. KBS journalism’s goal is to provide good-quality news and current-affairs programming that keeps people informed and encourages debate about significant issues. KBS, as a public service broadcaster, is required to serve the interests of the people as a whole, not just the government of the day or any vested interest. KBS journalism, however, has been subjected to criticism because of its pro-government slant in its news and current affairs programming. The gate-keeping process in the KBS newsroom is called in question even from within the station. KBS journalists assert that matters favorable to the government are selected in the news and current affairs programs, while unfavorable matters are excluded or reduced.
The late director-general was accused of allegedly exerting undue influence in the newsroom. KBS journalists have observed that such instances of meddling and interference by the administration were common, and practitioners regarded their production autonomy as having been compromised at KBS.
Authoritative control is still prevalent and connivance is widespread. This study is an evaluation of KBS’s performance in terms of its operation in the public sphere. It diagnoses the actual state of KBS journalism by analyzing news and current affairs programming, investigates the causes of impediment, and tries to find institutional devices for the KBS’s recovery as a manifestation of the public sphere. For this study, content analyses and in-company research were conducted. Research on the news and current affairs programs broadcast during 2014 was carried out and senior members of the staff were interviewed.
