장애인 평생교육기관 종사자의 평생교육 인식 및 요구 –경기도내 기관 종사자를 대상으로– (A Study on the Recognition and Needs of Lifelong Education by Workers at Facilities for Lifelong Education of People with Disabilities in Geyeonggi Province)

초록

이 연구는 장애인 평생교육기관 종사자의 평생교육에 대한 인식 및 평생교육 관련 요구를 조사하고 이를 바탕으로 장애인 평생교육기관이 장애인 평생교육 활성화를 위하여 앞으로 나아가야할 정책적방향과 과제를 모색하는데 목적을 두었다. 연구를 위해 경기도 내 장애인야학, 장애인복지관, 장애인 주간보호시설, 장애인 거주시설, 장애인 직업재활시설 및 기타 장애인 평생교육기관에 종사하고 있는 201명의 설문조사 결과를 분석하고, 추가로 장애인 평생교육에 대한 전반적 인식과 요구를 심층․분석하기 위하여 5년 이상의 경력자 8명을 대상으로 2차 서면조사를 진행하였다. 연구 결과를 토대로 장애인 평생교육 활성화 및 정책과제에 대해 논의한 결과 다음과 같은 결론에 도달했다. 첫째, 장애인 평생교육기관 종사자의 평생교육 및 특수교육 역량 강화를 위한 연수 프로그램을 개발하고 다양한 연수 기회를 마련해야한다. 둘째, 장애인과 비장애인의 통합 평생교육 프로그램을 확대해 나가야 한다. 셋째, 장애인 평생교육프로그램 운영을 위한 정부와 지방자치단체의 재정적 지원을 확대해 나가야 한다. 넷째, 지역사회의 장애인 평생교육에 대한 관심을 제고하고 장애인에 대한 인식을 개선하기 위한 구체적인 정책과 방안을 모색해야 한다. 다섯째, 전문적인 장애인 평생교육강사를 육성하고 파견하는 사업을 추진해야 한다. 여섯째, 장애인 당사자 및 가족의 요구를 반영하여 다양한 평생교육 프로그램을 개발하고 보급해야 한다.

영어초록

This study looked at the recognition and needs of lifelong education by workers at facilities for lifelong education of people with disabilities. Based on this, the purpose is to find out the policy direction and tasks that lifelong education facilities for lifelong education of people with disabilities should carry out for the lifelong education for people with disabilities. For this purpose, researched survey of 201 workers at facilities for lifelong education of people with disabilities in Gyeonggi Province: night schools, welfare centers, day care centers, residential facilities and other facilities for lifelong education of people with disabilities. In addition, eight experts with five or more years of experience were surveyed in writing to analyze in depth the overall recognition and needs for lifelong education of people with disabilities as a second survey. Based on the results of the study, the following conclusions were reached as a result of discussions on policies and activation of lifelong education for people with disabilities. First, training programs should be developed and a variety of training opportunities should be provides to empowerment of those who work at facilities for lifelong education of people with disabilities. Second, it should expand the integrated lifelong education programs for people with disabilities and without disabilities. Third, the government and local governments should expand financial support for the operation of lifelong education programs for people with disabilities. Fourth, specific policies and measures should be sought to increase the local community’s interest in lifelong education for people with disabilities and to improve the perception of their. Firth, it should carry out projects to nurture and dispatch professional instructors for lifelong education of people with disabilities. Sixth, diverse lifelong education programs should be developed and distributed to reflect the needs of people with disabilities and their families.
