    초록

    Recently, Korea has been growing into a sports powerhouse for the disabled by hosting and participating in international competitions with continuous government support along with the change in their perception of the disabled (Korea Sports Association for the Disabled, 2011). In addition, the participation rate for sports for the disabled increased every year from 4.4% in 2006 to 23.8%. Sports for the disabled are developing again and again, with policies announced to promote sports for the disabled, including the expansion of 150 sports facilities for the disabled, due to the successful hosting of the PyeongChang Winter Paralympics (Jointly from relevant ministries, 2018). However, despite these achievements, eight out of ten people with disabilities are still not participating in sports activities, and the participation rate for the national sports is more than twice as high as 59.2% (Ministry of Culture, Sports and Tourism, 2018). Academia and on-site efforts need to continue to promote the participation of the disabled in sports activities. Although the government is pursuing various policies for the disabled, there are still insufficient sports facilities for the disabled (Ministry of Culture, Sports and Tourism, 2019). At this point, through a discussion on the five-year performance report for the visually impaired in Gyeonggi Province, the rate of inadequate and non-installation of convenience facilities for the visually impaired in public buildings and passenger facilities in nine areas of the province was 53.1 percent, and the convenience facilities for the visually impaired are still poor (Wellfair Issue, 2019). In addition, according to the Seoul National University Medical School's National Health Knowledge Center (2015), there is a report that visually impaired people need the same amount of physical activity as non-disabled people, but they lose about 1,700 steps of exercise per day due to fear of falling. Blind people also need the same amount of exercise as non-disabled people for a day, but it is also true that compared to non-disabled people, they are less accessible to exercise due to environmental factors. Blind people need to actively exercise because they can receive help in forming human relationships as well as other physical functions such as position and balance through exercise. According to the 2021 Statistics Korea standard, the population of the visually impaired in Korea was 253,055 in 2019 and the total population in 2019 was 51,779,203 and 252,324 blind people in 2020, and the total population in 2020 was 51,780,579 people, accounting for about 0.5% of Korea's population (Statistics Korea, 2021). In addition to the constraints of space lacking confidence, the novel coronavirus 19 (COVID 19: hereinafter referred to as COVID-19) infection is rapidly spreading around the world, including Korea (WHO, 2020). According to the results of the Ministry of Culture, Sports and Tourism's survey on the participation rate of disabled people in daily sports, last year was 20.2%, down 4.0% from 2020.
    The participation rate for sports for the disabled has been steadily increasing every year since 2006, but it has decreased for the second consecutive year (Chungcheong Today, 2022). This is seen as a negative effect of COVID-19, compared to the survey that the participation rate for sports for the disabled increased every year from 4.4% in 2006 to 23.8%. The declining participation of the disabled due to such lack of sports facilities, confidence, and environmental issues is likely to be raised as an increasingly bad social issue.
    Therefore, this study aims to develop an exercise program that allows visually impaired people to be with their families without space constraints. In addition, the purpose of this study is to systematize the exercise program by verifying the basic motor function and body composition development effect of the visually impaired through the development of the exercise program, and furthermore, to provide healthy 100-year-old health guidelines for both the visually and hearing impaired through research related to the deaf.
