합동성 강화를 위한 국방개혁의 새로운 방향－상부지휘구조를 중심으로－ (A new direction for military reformation Jointness enhancement －Centered on superior command structure－)

초록

지난 5월 10일 대한민국에는 진보성향의 문재인 정부가 출범하였다. 문재인 대통령의 국방 분야 공약 핵심은 한미동맹을 더욱 강화하되 궁극적으로 우리의 책임이라는 인식하에 책임국방을 실현하다는 것이며, 조기에 전시작전통제권을 환수한다는 것이다. 한국의 역대 정부는 합동성 강화차원에서 저비용 고효율의 국방력 건설과 효율적인 군 구조, 연합방위체제 공고화를 통한 전쟁억제 및 유사시 전승을 기하고자 국방개혁을 추진하였다. 보수성향의 정부에서는 육군중심의 통합군 체제를 선호하였고, 진보성향의 정부에서는 육군 감축 및 3군 균형발전을 선호하였다. 그러나 어느 정부도 자신들이 목표했던 국방개혁과제를 완성하지 못하였고, 육군 대 해･공군이라는 갈등구조만 심화시킴으로 합동성을 약화시켰다. 따라서 문재인 정부는 역대 정부의 국방개혁을 반면교사로 삼아 국방개혁의 합목적성을 구현해야 할 것이다. 첫째는 해･공군 중심의 새로운 전쟁수행개념을 발전시킬 필요가 있겠다. 둘째는 현 합동참모본부를 합동참모본부와 합동군사령부로 분리하여 군령통할권은 합동참모본부에서, 군령집행권은 합동군사령부에서 행사하게 해야 할 것이다. 그리고 군령 통할권을 행사하는 합동참모본부는 각 군구성비를 1:1:1로 균형편성 하고, 합동참모 및 합동직위 근무자들의 복무여건을 위한 진급, 교육 등 인사관리제도를 법제화해야 할 것이다. 무엇보다 군심을 결집하면서 개혁을 성공시킬 수 있도록 대통령과 군 수뇌부의 리더십이 요구된다.

영어초록

Last 10th of May was when the progressive-sided government of Moon Jae-In’s administration began in South Korea. Within the military sphere President Moon Jae-In’s central commitment is to strengthen the ROK-US alliance while bringing to realization a responsible national defense under the awareness that it is ultimately our responsibility, as well as to bring back wartime operational control earlier than scheduled. Previous South Korean governments had made progress in reforming the military by focusing on building a low-cost highly-efficient military strength, an efficient military structure, and detering war and in the event of war to come out victorious by a solidified combined defense system. The conservative-sided government had preferred a central combined military system focused on the Army, and the progressive-sided had preferred sequestration of the Army and a balanced development of all three military branches. However, no government have yet to resolve problems that stand between them and objectives to achieve military reformation. On the contrary, joint military strength has diminished due to deepened conflict between the Army and the Navy/Air Force. Moon Jae-In’s administration, therefore, should learn from previous government’s attempts and materialize its purpose. First, development of a new Navy/Air Force centered warfighting concept will be needed. Second, the current Joint Chiefs of Staff Command should be separated into Joint Chiefs of Staff Command and Joint Forces Command; Joint Chiefs of Staff Command responsible for the supervision of military orders, while Joint Forces Command exercises executive power over military orders. Exercising supervision of military orders, the Joint Chiefs of Staff Command should plan each military branch into a 1:1:1 structured force ratio, while legislating manpower management such as promotion and education to support joint chiefs and joint positions. Above all, however, to unify opinions regarding the military for a successful reformation the president and top level military officials’ leadership will be required.
