중국 남서부지역 소수민족의 문화변동 -내부 식민지화와 발전 이데올로기 사이에서- (Cultural Changes in the Ethnic Groups of Southwest China -Between Internal Colonialization and Developmental Ideology-)

초록

중국 사회는 1978년 개방과 개혁 이후 연평균 10% 내외의 고도성장을 계속 유지해 왔다. 그러나 동남부 연안의 성장거점에 대한 집중적 투자로 그 밖의 지역은 소외지대로 남아 있었으며 따라서 지역간, 도·농간 소득격차는 더 이상 감내할 수 없는 수준으로 확대되었다. 따라서 중국 정부는 2000년을 전후로 하여 지역균등발전으로의 방향선회와 더불어 사회적 갈등과 모순을 잠재울 발전과 통합이데올로기를 활용하기 시작하였다. 이 글이 목표로 한 것은 거의 내부 식민지 상태에서 발전의 소외지대로 남아 있다가 최근 이데올로기적 통합의 대상이자 불평등 해소를 위한 다각도의 대책이 적용되고 있는 남서부 지역을 중심으로 문화변동 양상과 그에 따른 소수민족 사람들의 반응양식을 분석하려는 것이었다. 정부의 통합 이데올로기와 새로운 경제정책에 대응하는 방식은 대체로 동쪽으로 갈수록 ‘체념과 수용’ 그리고 ‘탈출’에 근접한 형태가 강하게 나타나며 서쪽으로 갈수록 ‘탈출’과 (잠재적) ‘저항’의 유형으로 나타난다. 그러나 산업화와 성시화(도시화)라는 사회변동의 엄청난 물결 속에서 이 남서부 소수민족 지대는 예외없이 개인화와 가족성원들의 공간적 분리, 또는 가족해체 과정를 겪으며 시장경제와 인간관계의 상품화가 부과되는 자기 정체성 위기의 나락으로 달려가고 있었다.

영어초록

Since the initiation of reform and open-door policy led by Deng Xiaoping in 1978, China has continued high and rapid annaul economic growth rate of approximately 10%. But while pouring the whole energy into the growth centers of Southeast coastal lines, the rest regions should have been remained in the alienated area. It is natural that there have been unrests with the widening disparity in the living levels between rich and poor and between urban and rural areas. As the result, China has taken turns releasing income gap between urban and rural areas through the balanced regional development strategies around in 2000. Simultaneously with the initiation of new development strategies, the Chinese government has used the strategies itself as the strong ideology for social integration and national development under the slogan of “One China!” ever more strongly, in order to calm down the social conflict and structural contradictions.
The main focus of this study is to analyze the aspects of enhanced cultural change and ethnic people’s responses to it in the Southwest part of China, where most of the ethnic minorities are scattered under the situation of what can be called ‘the Internal Colonialism’. The responses seem to be divided into four types: the Loyalty, the Resignation, the Exit, and the Voice. In the East part of the area concerned, there seems to come out such responses as the Loyalty and the Exit. And the farther the Westward direction, the stronger the tendencies to hostile outbursts, namely the Voice.
But despite the differences in the responses, almost all the ethnic groups in the Southwest part of China have undergone the process of cultural changes caused by the strong tides of rapid industrialization and urbanization. Individualization, Disintegration and Spacial separation of the family members, Changing patterns of marriages, and Commodification of the human relations are such results. Considering all these aspects, it seems that they have all experienced the identity crisis and are now swayed from the cultural change caused by the winds blowing from the East and Southeast Coastal Lines.
