축산업의 위기극복을 위한 정책방안 (Policy Measures for Overcoming the Crisis in Livestock Industry)

초록

급변하는 국내외 축산환경과 현재의 경영 상황으로 볼 때 국내 축산업은 심각한 위기에 봉착해 있다. 축산 선진국들과의 FTA 체결, 국내 축산업의 생산성 악화, 그리고 축산악취 등 환경오염으로 인한 지역주민들의 외면 등이 있다. 국내 축산업의 위기는 그 동안 축산업의 전업화와 규모화를 통한 경쟁력 강화에 초점을 둔 정책의 부작용으로 볼 수 있다. 하지만 식량자급, 연관산업 발전 등 축산업의 긍정적인 선순환 기능 회복을 위한 현재의 위기 극복 대응 방안을 살펴보면 급변하는 대외환경변화에 대한 대처하는 것이다. 축산은 전 세계적으로 인간의 건강과 삶의 질 증진에 큰 영향을 미친다. 하지만 국민건강 증진, 식량안보 등과같은 축산의 긍정적 인식보다는 성인병, 환경, 기아의 원인과 같은 부정적 인식이 확산되고 있다. 특히 축산에 대한 언론의 왜곡 및 편파보도까지 더해져 국민들에게 잘못된 지식을 전달하고, 이는 최종적으로 축산물기피현상으로 이어질 수 있어 국내 축산업의 파탄과 함께 국민 전체의건강을 해칠 우려도 큰 것이 사실이다. 그럼에도 불구하고 이러한 안티(Anti) 축산의 주장은 긍정적인 축산을 위한 깊은 성찰의 기회를 동시에 제공하기도 하는 것이다.
축산업과 관련된 국내외 문헌연구와 사례연구를 통하여 기존의 많은연구들을 분석하여 축산업의 문제점을 파악한 다음 이를 개선할 수 있는 위기극복 방안을 제시하고자 한다. 그리고 본격적인 FTA 관세 제로화 시대를 앞두고 국내 축산업의 위기를 탈출할 수 있는 결정적인 성과는 아직 없는 현실에서, 축산업 위기극복 방안을 구체화 시킬 방안을 제시하고자 하며, 타 산업과의 형평성을 고려하여 과감한 예산의 투자 방법보다는 정책 제시와 인식 개선에 중점을 두고자 한다. 즉 본 연구에서연구의 전개를 위해 국내 축산업의 위기 실태를 구체적으로 분석하고. 국내 축산업의 위기를 극복할 구체적인 방안으로 조사자료 이용, 축산환경개선 및 동물복지 제도를 제시하고 축산업의 위기극복을 위한 실행방안을 제시하고, 이에 대한 한계점과 정책적 확장방향에 대하여 언급했다.

영어초록

Given the rapidly changing domestic and foreign livestock environment and the current business conditions, the domestic livestock industry is facing a serious crisis. There are FTAs with advanced livestock countries, deterioration of productivity of the domestic livestock industry, and externalities of local residents due to environmental pollution such as livestock odor. The crisis of the domestic livestock industry can be seen as a side effect of policies that have focused on strengthening competitiveness through the full-time and scale-up of the livestock industry. However, if we look at the countermeasures to overcome the current crisis to restore the positive virtuous cycle function of the livestock industry, such as food self-sufficiency and development of related industries, we are responding to rapidly changing external environmental changes. Livestock has a great impact on improving human health and quality of life worldwide. However, negative perceptions such as adult disease, environment, and hunger are spreading rather than positive perceptions of livestock such as public health promotion and food security. In particular, the media's distortion and biased reporting on livestock are added to convey false knowledge to the people, which can ultimately lead to the phenomenon of avoiding livestock products, and it is true that there is a great concern about harming the health of the whole people along with the collapse of the domestic livestock industry. Nevertheless, this argument of anti- livestock also provides an opportunity for deep reflection for positive livestock at the same time.
Through domestic and international literature and case studies related to the livestock industry, many existing studies are analyzed to identify the problems of the livestock industry, and then suggest ways to overcome the crisis. In addition, in the face of the era of zero FTA tariffs, there is no decisive outcome to overcome the crisis in the domestic livestock industry. In consideration of equity with other industries, we intend to focus on policy presentation and awareness improvement rather than bold budget investment methods. In other words, for the development of the research in this study, the crisis status of the domestic livestock industry is analyzed in detail. The use of survey data, improvement of the livestock environment, and animal welfare systems are presented as concrete ways to overcome the crisis in the domestic livestock industry, implementation measures to overcome the crisis in the livestock industry are presented, and limitations and policy expansion directions are mentioned.
