라카토스식「국가안보 프로그램」 발전을 통해 본 안보 개념의 심화와 확대 (A Study of Non-Traditional Security Concept by Lakatos' Scientific Research Program)

초록

글로벌 거버넌스로 대표되는 새로운 국제환경과 급격한 사회변화는 안보개념의 변화와 재정립을 요구하고 있다. 이 글은 패러다임 이행이라는 인식틀로 안보개념의 심화와 확대 과정을 분석하는 한계에 주목하면서 대안적인 인식틀로서 「국가안보 프로그램」의 생성과 유지를 상징한다. 「국가안보 프로그램」은 하나의 이론을 특정한 구조로 보고 과학상의 진화 혹은 진보는 구조를 갖고 진행된다고 간주하는 라카토스(Lakatos)의 ‘과학적 연구 프로그램(scientific research program)’의 논지를 원용한 것이다.
전통적 안보개념을 안보개념의 국가중심성과 군사중심성을 견고한 핵으로 하는 「국가안보 프로그램」으로 간주할 때, 안보개념의 심화와 확대는 안보 연구 분야, 안보개념 구성 요소 분야 그리고 안보 현상 분야 등 세 분야에서 안보개념의 국가중심성과 군사 중심성의 훼손으로 나타나게 된다.
「국가안보 프로그램」의 위기는 곁으로 보기에는 단순한 안보 대상과 안보 영역의 다변화로 특정 지워지지만 프로그램의 위기 상황에서 전통적인 국가 혹은 군사 중심적 성격은 소멸되지 않고 있다는 데 프로그램의 발전 가능성을 보여주고 있다. 즉 전통적인 안보 관념이 비전통적인 안보 관념으로 변화하는 것이 아니라 군사안보와 정치안보를 특징으로 하는 전통적인 국가안보의 영역은 그대로 존속한 채 그 변화가 진행되고 있다. 결국 제반 비국가 혹은 비군사 안보개념의 등장은 국가중심성과 군사중심성을 핵심 명제로 하는 「국가안보 프로그램」의 발전 측면에서 평가될 수밖에 없다. 심화되고 확대되는 안보개념은 「국가안보 프로그램」이 제시하는 견고한 핵으로부터 이탈되지 않고 얼마나 자유로운가 하는 변칙정도의 문제로 파악된다.

영어초록

This study intends to identify conceptual differences between traditional and non-traditional security, and to present an explanatory framework for analysis to explicate the shift from traditional security to non-traditional security. This study does not present the Kuhn's paradigm shift but a progress of a scientific research program for a framework for analysis to explain the change from traditional to non-traditional security. The framework of a scientific research program, basically developed by Imre Lakatos, regards a theory as a specific structure and consequently sees a complex theory as a structured whole. According to the logic of the scientific research program, the evolution of science is proceeded in the form of a specific structure. As a scientific research program, the National Security Research Program(hereafter NSRP) is composed of some hard-cores and a protective belt. Hard-cores of the NSRP are both a state-centricity and a military centricity. More specifically, the main subject of the traditional security is the state, and the main means of security is the military. Since the formation of the modem world system, state has been a main actor in the international system. State has been using the military forces as a most useful method in pursuing state gains and state interests. The state-centricity and military-centricity in the security community was most strong during the Cold War period. The property of state and military centricity is closely related to the states outer sovereignty based upon territory. The challenges of sub-national and trans-national sovereignty in the post-Cold War era, mainly provided the advent of global governance, are associated with are new threat to traditional security program. To what degree and how much the advent of global governance will threat to the traditional security program depends upon the degree of collapse of hard-cores of the NSRP. Unless the new challenge to the SRP destroys the state and military centricity of the NSRP, the traditional security program will survive surrounded by the protective belt.
