동북아 新안보 지형의 통시적 해석 (Diachronic Interpretation of Northeast Asia’s New Security Landscape)

초록

오늘날 국제사회에는 EU를 포함해 미국을 한 축으로, 중국과 러시아를 다른 한 축으로 구분해 경제와안보 양 측면에서 진영 간 판짜기가 시도되고 있다. 이분법적 판짜기 현상은 2022년 2월 24일 발발한 러시아- 우크라이나 전쟁을 계기로 더욱 공고화되는 듯하다. 2년 가까이 흐른 2024년 1월 현재 전쟁이 끝나지 않고여전히 진행 중이기 때문에 속단하기는 이르지만, 서방의 러시아 악마화와 힘 빼기 및 고립화 전략은 언뜻성공한 듯 보인다. 유럽의 대부분 국가가 반러 진영에 참여해 우크라이나를 지지하고, 러시아 가스 및 자원에대한 서방의 의존도가 감소하고 있으며, 나토의 영향력이 확대되면서 유럽 통합군 창설이라는 유럽 속 목소리가 작아진 것이 사실이기 때문이다. 그러나 군사적으로 러시아에 승리하고, 러시아를 고립시키며, 궁극적으로경제 제재를 통해 러시아를 통제하려는 서방의 전략이 현실적으로 가능한지 여부는 좀 더 신중한 접근이 필요하다. 보다 중요한 사실은 러시아-우크라이나 전쟁이 야기한 진영 간 대립이라는 부정적 결과가 국제사회에또다시 등장했다는 것이다. 그리고 그 부정적 결과를 고스란히 떠안은 곳이 동북아 지역이다.
러시아-우크라이나 전쟁이 끝나지 않았기 때문에 어쩔 수 없이 한국은 서방세계와 더불어 미국 및친서방 노선을 따르고 있지만, 장기적 관점에서 볼 때, 국익에 부합하는 대외정책을 추진해야 한다. 러시아, 중국과 전면적으로 대립해 동북아 안보 지형의 안정성이 훼손되면, 변화된 안보 지형은 우리나라의 국익에반드시 부정적으로 작동할 수 있다는 사실을 명확히 인식할 필요가 있다. 즉 동북아에서 미국과 중국의디커플링이 강화되는 분위기 속에서 러시아-우크라이나 전쟁이 야기하는 ‘권위주의 vs. 민주주의’라는 진영 간 대결이 더욱 심화되는 것은 우리나라의 국익에 결코 도움이 되지 않기 때문이다.

영어초록

Today, in the international society, attempts are being made to divide the United States, including the EU, on one axis and China and Russia on the other, creating a plan between camps in terms of both economy and security. The phenomenon of dichotomy seems to be further solidified following the Russia-Ukraine war that broke out on February 24, 2022. As of January 2024, nearly two years later, it is too early to judge because the war is not over and is still ongoing, but the West’s strategy of demonizing Russia, disempowering it, and isolating it appears to have been successful at first glance. This is because it is true that most countries in Europe are participating in the anti-Russian camp and supporting Ukraine, the West’s dependence on Russian gas and resources is decreasing, and as NATO’s influence expands, voices in Europe calling for the creation of an integrated European army have become smaller. However, a more cautious approach is needed to determine whether the West’s strategy of militarily defeating Russia, isolating Russia, and ultimately controlling Russia through economic sanctions is realistic. More importantly, the negative consequences of the conflict between camps caused by the Russia-Ukraine war have once again appeared in the international society. And the region that bears the brunt of the negative consequences is Northeast Asia.
Since the Russia-Ukraine war is not over, Korea has no choice but to follow the United States and the pro-Western path along with the Western world, but from a long-term perspective, it must pursue a foreign policy that suits its national interests.
There is a need to clearly recognize that if the stability of the Northeast Asian security landscape is undermined by an all-out confrontation with Russia and China, the changed security landscape will inevitably have a negative effect on our country’s national interests. In other words, in the atmosphere of strengthening decoupling between the United States and China in Northeast Asia, the ‘authoritarianism vs.
The reason why the confrontation between the camps called ‘democracy’ is intensifying is because it is in no way helpful to our country’s national interests.
