젊은 새마을운동 만들기: 대학생의 인식을 기반으로 새마을운동의 지속가능성 강화 방안 탐색 (Making Saemaul Undong Young: Strengthening Its Sustainability Based on the Perceptions of College Students)

초록

본 연구는 새마을운동의 지속가능성을 담보하기 위하여 대학생의 인식을 기반으로 운동에 대한 청년의 참여 수준 제고 방안을 도출하는 것을 목적으로 한다. 새마을운동은 1970년대부터 농촌개발과 경제 발전의 상징으로 자리 잡았으나 현재는 그 정체성과 활동 방식의 재고에 대한 필요성이 제기된다. 본 연구는 우리나라 맥락에서 새마을운동을 현 시대적 과제 해결을 위한 사회 운동으로 재정의하고, 이를 달성하기 위한 핵심 동력이 청년층의 참여라고 전제한다. 이에 새마을 새마을운동에 대한 청년들의 인식과 참여 동기를 분석하여 그들의 요구와 기대에 부합하는 접근 방안을 탐색하였다. 질적 연구방법을 활용한 청년의 인식 조사 결과 청년들은 새마을운동의 역사적 성과를 인정하면서도 이를 현 맥락에 맞게 재해석하고 적용할 필요성을 느끼고 있는 것으로 나타났다. 또한 새마을운동에 혁신적 요소를 도입해 청년들이 시대에 맞는 발전에 기여한다는 성취감을 느낄 수 있도록 하는 것이 필요하다고 하였다. 조사 결과를 토대로 도출한 정책적 시사점은 다음과 같다. 첫째, 청년의 인식을 반영하여 새마을운동은 농업, 농촌을 중심으로 활동을 전개하되, 이를 정교화할 필요가 있다. 둘째, 청년이 중시하는 ‘가치’를 기반으로 새마을운동의 기본정신을 재정비할 필요가 있다. 셋째, 새마을운동이 정치적 중립성을 확립하여 청년들이 자발적이고 적극적으로 참여할 수 있도록 할 필요가 있다. 넷째, 청년층에게 새마을운동의 현재적 의미와 중요성을 교육하고, 청년 친화적인 미디어 활용, 팝업 스토어, 굿즈와 같은 시설 및 물품 활용, 가치 중심 브랜딩의 방안 등을 통해 이들의 관심과 참여를 유도하는 전략이 필요하다. 종합적으로 본 연구는 새마을운동의 지속가능성을 위해 청년층의 인식과 요구를 분석하여 청년 참여 활성화를 위한 정책적 방안을 제시함으로써 새마을운동이 현 사회의 과제 해결에 기여하는 사회운동으로 자리매김하기 위한 기초자료를 제공하였다는 점에서 의의를 지닌다.

영어초록

This study aims to derive measures to enhance the level of youth participation in the Saemaul Undong movement based on the perceptions of university students to ensure the sustainability of the movement. The Saemaul Undong movement has been a symbol of rural development and economic growth since the 1970s, but there is now a need to rethink its identity and methods of operation. This study redefines the Saemaul Undong in the Korean context as a social movement to solve contemporary challenges, and assumes that the key driving force to achieve this is the participation of the youth. Accordingly, the study analyzed the perceptions of the youth about the Saemaul Undong and their motivations for participation to explore approaches that meet their needs and expectations. The results of the qualitative research method used to survey the perceptions of young people showed that young people recognized the historical achievements of the Saemaul Undong, but felt the need to reinterpret and apply it to the current context. They also said that it was necessary to introduce innovative elements to the Saemaul Undong so that young people could feel a sense of accomplishment in contributing to development that is in line with the times. The policy implications drawn from the survey results are as follows. First, the Saemaul Movement should be refined to reflect the perceptions of young people and focus on agriculture and rural areas. Second, the basic spirit of the Saemaul Movement should be reorganized based on the values that young people value. Third, the Saemaul Movement should establish political neutrality so that young people can participate voluntarily and actively. Fourth, there is a need for a strategy to educate the youth about the current meaning and importance of the Saemaul Undong, and to induce their interest and participation through youth-friendly media, pop-up stores, and the use of facilities and goods such as merchandise, and value-driven branding. Overall, this study is significant in that it analyzed the perceptions and demands of the younger generation for the sustainability of the Saemaul Undong and presented policy measures to promote youth participation, thereby providing basic data for the Saemaul Undong to establish itself as a social movement that contributes to solving the challenges of today's society.
