초록

우리는 선사시대 때부터 자신의 안전과 재산을 보호하기 위하여 다양한 방법으로 담장을 가장 많이 활용하였다. 이러한 담장은 외부로부터의 위협을 물리적인 방법으로 예방하는 것으로서, 가장 보편적으로 사용하는 도구이다. 그러나 이러한 담장은 오히려 외부의 자연적 감시를 불가능하게 하고, 주변 이웃과의 관계를 단절시켜 오히려 범죄에 이용되기도 한다.
1990년대에 들어와 녹지조성과 사회적 유대감의 증진, 주차공간 확보 등을 위하여 담장허물기 운동을 통하여 담장을 허물게 되었다. 이러한 담장 허물기 운동은 범죄에 대한 두려움을 증가시켜 줄 것이라고 예상하였으나, CPTED에서 설명하고 있는 자연적 감시를 확보하여 오히려 범죄에 대한 두려움을 줄이게 되는 계기가 되었다.
이러한 내용을 정확하게 측정한 연구결과가 없어 실제 그 영향력이 어느 정도인지, 범죄에 대한 두려움에 영향을 미치는 요인이 무엇인지에 대해서 확인되지 않아, 담장 허물기를 통한 자연적 감시의 확보의 효과성을 알지 못하고 있다.
본 연구에서는 담장 허물기 운동을 통해 담장을 허물게 된 지역에 거주하는 주민들의 범죄에 대한 두려움에 영향을 미치는 요인인 무질서, 비공식적 범죄예방활동, 인구사회학적 특성에 대해서 살펴본 결과, 연령이 높을수록 범죄에 대한 두려움이 높게 나타났다. 이는 연령이 증가할수록 심체적인 취약성이 높아져서 범죄에 대한 두려움 또한 높아졌다고 볼 수 있다.
학력도 고학력일수록 범죄에 대한 두려움이 높게 나타났는데 이는 저학력일수록 사회적 취약성이 높아져 범죄에 대한 두려움이 높을 것이라는 가정과 달리 나타났다. 거주기간이 길수록 범죄에 대한 두려움이 낮게 나타났는데 이는 오래 거주할수록 지역사회에 익숙해지고 주민들과도 친분이 늘면서 유대관계가 향상되므로 범죄에 대한 두려움이 낮아진다고 볼 수 있다.
자연적 감시가 심할수록 범죄에 대한 두려움이 높은 것으로 나타났다. 이는 주변에 어둡거나 후미진 곳, 관리가 되지 않은 공간이 늘어나면서 주민들이 인지하기 어려운 공간들이 생겨나 그로 인한 치안의 부재로 범죄에 대한 두려움이 높아질 수 있다. 주민참여가 높을수록 범죄에 대한 두려움이 낮게 나타났다. 이는 앞서 집합효율성 이론에서 설명한 것과 같이 지역사회에 발생하는 문제점을 해결하기 위해 직접적으로 나설려는 의지가 주민유대와 마찬가지로 범죄에 대한 두려움을 낮추는 역할을 한다고 볼 수 있다.
