공동체의 연대와 협력의 기반이 되는 ‘조건 없는 베풂’에 대한 연구: 선물교환 관점에서 타임뱅크 사례분석을 중심으로 (A Study on ‘Unconditional Giving’ which is the basis of community solidarity and cooperation: Focusing on Time Bank Case Analysis from a gift exchange perspective)

초록

본 연구는 공동체의 연대와 협력을 활성화하는 상호성으로서 조건 없는 베풂(‘선물의 논리’)에 대한 이론적 논의 검토와 이를 근거로 선물교환의 논리로 운영되 는 타임뱅크 사례를 분석하여, 사람들 사이에 관계를 만들고 공동체를 형성･유지･ 강화하는데 있어서 시사점을 얻고자 하였다.
연구 결과, 선물교환은 다름 아닌 선물을 매개로 한 상호인정의 사회적 과정이 며, 교환과정에서 중요한 것은 교환하는 물건이 아닌 교환을 통해 맺게 되는 사람들 사이의 ‘관계’임을 알 수 있었다. 서로를 인정하는 표현인 선물을 반복적으로 주고 받으며 관계가 형성되고 신뢰가 구축되어 사회적 결속과 공동체가 유지･강화된다. 타임뱅크 사례분석을 통해서는 선물교환의 선순환을 일으키는 핵심 요소를 도출할 수 있었다. 그 요소로는 회원들의 ‘자산’ 기반의 도움/나눔 활동, 공개적이고 체계 적인 절차와 규칙에 따른 진행, 인간의 다양한 욕구를 담아내는 다차원적 상호성의 운영 원리, 공동체의 모호한 경계와 유기체적 성장 방식이다.
연구 결과가 공동체 활성화에 주는 시사점은 첫째, 공동체를 활성화하는 데 있 어서 주민들의 ‘자산/능력’ 기반 접근의 중요성이다. ‘자산/능력’ 기반의 활동은 참여자의 폭과 층을 넓혀줄 뿐 아니라 참여자의 적극적이고 능동적인 태도와 활동을 이끈다. 자산 기반의 접근은 조건 없는 베풂의 행위가 상호적일 수 있기 위한 필연 적인 조건이라 하겠다. 둘째, 공동체를 형성하고 강화하기 위해서는 교환이나 의무 의 논리와 함께 조건 없는 베풂의 논리가 공존하는 다차원적 운영 원리가 필요하며, 이때 조건 없는 베풂의 행위는 일방향적 이타주의가 아닌 상호적이어야 한다. 셋째, 조건 없는 베풂 활동에 대한 공개적이고 체계적인 측정과 보상･인정(‘감사와 칭찬’) 체계를 갖추어야 한다. 마지막으로 공동체의 성장과 확장을 위해서는 구성원들이 이웃과 맺고 있는 개인적 관계망을 공동체에 연결하는 장치와 우리/내 공동체를 넘 어 지역사회 내 다양한 단체/조직과의 협력과 연대를 활성화할 필요가 있다.

영어초록

This study examined the theoretical discussion of unconditional giving ("logic of gifts") as a reciprocity that activates community solidarity and cooperation and analyzed the case of Time Bank operated by the logic of gift exchange to obtain implications for creating relationships between people and forming, maintaining, and strengthening communities.
As a result of the study, it was found that gift exchange is no other than a social process of mutual recognition through gifts, and what is important in gift exchange, which is a mutual recognition process, is not the object exchanged, but the social ties formed through it, and the ‘relationship’ between the recipients. In other words, by continuously giving and receiving gifts, which are expressions of acknowledging each other, relationships are formed, trust is built, and social solidarity and community are maintained and strengthened. Through the Time Bank case analysis, it was possible to derive the key factors that cause the virtuous cycle of futures exchange. The elements are members’ ‘asset’-based help activities, progress according to open and systematic procedures and rules, the operating principle of multidimensional reciprocity that contains various human needs, and an organic growth method that grows on the basis of the ambiguous boundaries of the community and the network of relationships that each participant has in their daily lives. The implications for community revitalization are that first, in order to form and strengthen a community, a 136 NGO연구 제19권 제3호multidimensional operating principle in which the logic of unconditional giving coexists with the logic of exchange or obligation, and the act of unconditional giving must be mutual, not one-way altruism. Second, it is the importance of an ‘asset/capability’ based approach of residents in revitalizing the community. Activities based on ‘asset/capability’ not only expand the breadth and layer of participants, but also lead to active attitudes/activities of participants. Therefore, an asset-based approach is an inevitable condition for the unconditional act of giving to be reciprocal. Third, it is an open and systematic measurement of unconditional giving activities. And there should be a system of compensation and recognition (audit and praise) for unconditional giving activities. Finally, for the expansion and growth of the community, it is necessary to connect the network that each individual has with his or her neighbors to the community.
