속초시 속초리토성의 역사적 성격과 실체 (The Historical Characteristics and True Nature of Sokchori Earthen Wall in Sokcho)

초록

속초시에서 최근에 시굴조사가 이루어진 속초리토성은 자연적인 산 능선을 성벽으로 활용하였고, 평지와 연결되는 한 쪽을 출입부로 만들은 평면말굽형태의 포곡식산성이다.
속초리토성은 일부 토성벽에 대한 시굴조사 결과 고려시대의 축조 기법을 잘 보여주고 있다. 실제 ‘天慶三年’명(1113년) 기와가 수습되어 이 성의 축조시기를 고려 전기까지 설정할 수 있게 해 준다. 여기에 속초리토성은 ‘官舍’명 기와가 수습되었고, ‘長安’이라는 지명도 전해지므로 치소적 성격이자 행정적․군사적 거점의 기능을 한다고 볼 수 있다. 즉 이 성은 고려 전기에 지역토착세력의 거점이자 중심마을로 활용되었을 것이다.
그런데 속초리토성이 바닷가 평지에 입지하였다는 점에 주목하면, 이 성이 고려 전기 동여진 해적과 같은 소규모 적을 방어하거나 입보하는 데에도 활용되었을 것으로 판단되며, 어쩌면 고려시대 東界의 海運을 위한 항구의 역할을 했을 수도 있다.
그 후 고려 말~조선 초기 왜구의 침입 시기에 沿海지역을 재건하기 위하여 백성들을 安集하면서 연해민들을 入保시키는 산성(토성)을 운영하고, 水軍浦鎭을 설치하여 왜구를 방어하는 역사적 맥락 속에서 속초리토성은 다시 활용되었을 것이다. 나아가 동해안에서 배의 피항과 정박에 유리한 석호[청초호] 옆에 위치한 까닭에 필요시 漕運과 海運의 거점 역할도 수행하였을 것으로 추정된다.
이러한 속초리토성을 역사의 문헌자료에서 찾아보면 조선 초기의 水軍浦鎭인 束草浦鎭으로 판단되며, 雙成浦, 山城浦는 속초포진의 다른 명칭일 뿐 그 실체는 동일하다고 판단된다.

영어초록

The Sokchori earthen wall, which was recently excavated in Sokcho, is a mountain fortress, looking like a flat horseshoe, which used the natural ridge of a mountain as the wall, and made the side connecting to the flatland into the entrance.
According to the excavation investigation of part of the wall, the Sokchori earthen wall clearly shows the construction technique of the Goryeo dynasty. Actually, a roof tile, inscribed with ‘Cheongyeong Samnyeon(天慶三年)’(1113), was discovered, which makes it possible to date the fortress to the early days of the Goryeo dynasty. On top of that, a roof tile, inscribed with ‘Gwansa(官舍),’ was discovered at the Sokchori earthen wall, and the geographical name ‘Jangan(長安)’ has been handed down. Therefore, it can be said to serve as the ruling place and the local administrative and military defensive stronghold. In other words, this fortress was used as a regional powerful family stronghold in the early days of the Goryeo dynasty, and the central village.
If we pay attention to the fact that the Sokchori earthen wall is located on the flatland on the beach, it is believed to have been used to defend against minor enemies like Eastern Jurchen pirates(東女眞) in the early days of the Goryeo dynasty, and perhaps it might have served as a port for marine transportation in the Donggae Province(東界) in the Goryeo dynasty.
Then, as they gathered people to rebuild the coastal areas during the invasion of Japanese pirates(Wokou, 倭寇) from the end of the Goryeo dynasty and the early years of the Joseon dynasty, the Sokcho earthen wall might have been used again as a mountain fortress (earthen wall) to safeguard the people living along the coast and defend against Japanese pirates by installing a naval base. In this historical context, the Sokchori earthen wall might have been put to use again. Furthermore, as it is located next to a lagoon [the Cheongchoho Lake] favorable to sheltering and berthing on the East Coast, it is presumed to have served as the base for tax shipping and marine transportation when necessary.
Searching the historial literature for the Sokchori earthen wall, it is believed to be the Sokcho naval base(束草浦鎭), a naval base(水軍浦鎭) in the early days of the Joseon dynasty, and Ssangseongpo(雙成浦) and Sanseongpo(山城浦) are different names of the Sokcho naval base, and they are thought to be the same.
