도로교통법상 삼색 교통신호등과 보조표지 운용 실태 및 개선 방안 연구 (‘좌회전 전용’ 화살표 삼색 신호등을 중심으로) (A Study on the Operational Status and Improvement of Tricolor Traffic Signal Lights and Auxiliary Signs under the Road Traffic Act)

초록

현재 국내 도로상에는 기존 ‘사색 신호시스템’과 신형 ‘삼색 신호시스템’이 공존하고 있어 국제기준인 ‘비엔나 협약’에 부합하지 않고 미국 기준인 ‘MUTCD’와도 다르다. 또한 ‘좌회전 전용’ 화살표 삼색 신호등과 ‘보조표지’가 ‘좌회전 전용차로’가 아닌 ‘직진차로’의 상단에 설치되어 있어 이곳을 통과하는 운전자에게는 순간적 혼동이 초래됨 으로써 교통사고 위험 요인이 되고 있다. 또한 신호등의 용도를 안내하는 ‘보조표지’의 내용과 규격이 통일되지 않아 이것 역시 운전자에게 혼동을 초래하고 도시미관 저해 요인이 된다. 이러한 문제점을 해소하기 위해 정부 당국은 아래와 같은 개선 대책을 수립하여 적극 추진해 주길 기대한다.
첫째, ‘좌회전 전용 화살표 삼색 신호등’은 원칙적으로 ‘좌회전 전용차로’의 상단에 설치해야 한다.
좌회전을 표시하는 화살표 삼색 신호등이 좌회전 전용차로의 직근 상단에 설치되는 못하는 이유는 대개 신호등을 매달고 있는 신호기가 ‘옆 기둥식 가로형’ 이면서 우측 보도에 설치된 경우이다. 따라서 이 문제를 해결하려면 해당 교차로의 중앙분리대 상에 적절한 공간이 있는 경우 그 지점으로 신호기를 이설하고, 그렇지 못한 경우에는 추가 예산을 확보하여 신호기 자체를 ‘문형식’으로 교체·설치해야 한다.
둘째, 현행 삼색 신호등의 용도를 안내하는 ‘보조표지’의 내용과 규격을 통일해야 한다.
특히 ‘좌회전 전용’ 화살표 삼색 신호등 상단에 부착된 보조표지의 내용은 현재 3개 종류인데, 앞으로는 이를 1개로 통일시키고, 그 규격도 현행 규정대로 통일시켜야만 운전자에게 혼동이 초래되지 않고 도시 미관 향상에 도움이 된다.
셋째, 중장기적으로는 ’삼색 신호등‘과 ’사색 신호등‘이 혼재 되어 있는 우리나라의 현행 교통신호 시스템을 국제기준인 ‘삼색 신호시스템’으로 통일시켜서 일관성을 유지해야 한다.

Currently, the existing "Four-color Signal System" and the new "Tricolor Signal System" coexist on domestic roads, which does not meet the international standard "Vienna Convention" and is also different from the US standard "MUTCD." In addition, the "left-hand-only arrow tricolor traffic lights" and the "auxiliary sign" are installed at the top of the straight road, not the "leave for left turn," causing instant confusion for drivers passing through this place, which acts as a risk factor for traffic accidents. In addition, the "contents and specifications of auxiliary signs" that guide the use of traffic lights are not unified, which also causes confusion for drivers and hinders the city's aesthetics.In order to solve these problems, the government authorities expect to establish and actively promote the following short-term and mid- to long-term improvement measures.




First, in principle, the 'left-hand-only arrow tricolor traffic lights' should be installed at the top of the 'left turn only lane'.The reason why the arrow three-colored traffic light indicating a left turn cannot be installed at the top of the left-handed lane is usually when the signal hanging from the traffic light is 'side column type horizontal type' and is installed on the right sidewalk. Therefore, to solve this problem, if there is an appropriate space on the median at the intersection, the signal should be relocated to that point, otherwise, an additional budget should be secured to replace the signal itself with a 'door type'.Second, the 'contents and specifications of auxiliary signs' that guide the use of the current tricolor traffic lights should be unified.In particular, there are currently three types of auxiliary signs attached to the top of arrow traffic lights for left turn only, and in the future, it will be necessary to unify them into one ("left turn only") and the standard will not cause confusion for drivers and help improve the city's aesthetics.Third, in the mid- to long-term, the current traffic signal system, which is a mixture of "tricolor traffic lights" and "four-color traffic lights," should be unified into the international standard "tri-color signal system" to maintain consistency.
