공기업 경영실적평가에서 재무지표의 이용 정도가재정건전성에 미치는 영향 (The Effect of the Use of Financial Measures on Financial Soundness inPublic Enterprises Performance Evaluation)

초록

[연구목적]2010년대 초부터 국가채무에 대한 관심과 함께 공공기관 부채에 대해서 사회적 우려가 높아지고 있으나 공기업 경영실적평가제도에서 평가지표의 역할에 대한 연구는 거의 이루어지지 않고 있다. 본 연구는 공공기관 경영실적평가에서 재무지표이용 정도가 공기업의 재정건전성에 미치는 영향을 검증하고자 한다.
[연구방법]2010년부터 2014년 공기업을 대상으로 연구의 목적에 부합하는 126개 표본자료에 대해 경영실적평가 지표를 재무지표와 비재무지표로 구분하고 재무지표 이용이 공기업의 재정건전성에 미치는 영향을 실증분석 하였다. 연구결과는 아래와 같다.
[연구결과]공기업 경영실적평가에서 재무지표 이용은 총부채액과 매출액에는 통계적으로 유의한 영향을 미치지 않는 것으로 나타났으나, 부채비율과 전년대비 부채비율증감에는 유의한 정(＋)의 영향을 미치는 것으로 나타났다. 이는 경영실적평가에서 재무지표의 비중이 증가할수록 부채비율이 높아지며 전년대비 부채비율도 증가하는 것을 의미한다. 본 연구결과 재무지표 이용이 공기업의 재정건전성을 개선하는 방향으로 영향을 미치지 않고 있다는 것을 알 수 있다.
[연구의 시사점]경영실적평가에서 평가지표의 효과성에 대한 검토가 필요하며 공기업의 안정성을 평가하기 위한 지표를 추가하고 적절한 가중치를 반영해야 할 것이다.

영어초록

[Purpose]Since early 2010, there has been an increase in social concerns over public debt as well as interest in national debt. However, there is little research on the role of the evaluation index in the performance evaluation system of public corporations, so this study examines the effect of use of financial indicators on the fiscal soundness of public corporations.
[Methodology]The purpose of this study is to analyze the effect of the use of financial indicators on the financial soundness of the institute by dividing the business performance evaluation index into the financial index and the non－financial index for 126 samples from 2010 to 2014.
[Findings]The use of financial indicators in the performance evaluation of public enterprise showed no statistically significant effect on total liabilities and sales, but it showed a positive (＋) effect on the ratio of debt to liabilities and increase in debt－to－equity ratio. This means that as the proportion of financial indicators increases in the management performance evaluation, the debt ratio increases and the debt ratio increases from the previous year. As a result of this study, it can be seen that the use of financial indicators does not affect the improvement of fiscal soundness.
[Implications]It is necessary to review the effectiveness of the evaluation index in the evaluation of the management performance and to add the indicator for evaluating the stability of the public enterprise and to reflect the appropriate weighting.
