Unions, Elections and the Modality of Wage-Setting Coordination: A Comparative Analysis of Belgium and the Netherlands

Despite the widespread pessimism towards corporatist industrial relations, the wage-setting process in several European countries has become more centrally coordinated in recent decades. This change took diverse forms. In some cases, governments led a strong initiative to impose national wage guidelines. In others, governments adopted a more cooperative approach, promoting voluntary wage agreements with unions and employers. One popular hypothesis explains this diversity by looking at governments’electoral strength. Strong governments seek unilateralism, whereas weak governments choose negotiations. In this article we assert that the hypothesis is still under-specified. While governments make choices between unilateralism and negotiation based on their electoral considerations, the feasibility of their choices depends on certain characteristics of labor movements. In particular we pay close attention to the role of radical leftist unions, and explore how they intervene between governments’choices and the final outcomes. We test this revised hypothesis mainly against the experiences of Belgium and the Netherlands from the 1970s to the early 2000s.
