소득수준과 환경불평등 간의 관계에 관한 연구 (A Study on The Relationship between Income Level and Environmental Inequality)

초록

지난 50년 간 우리나라의 경제성장을 지배해온 불균형성장전략은, 성장거점지역은 제조업을 중심으로 생산과 소득을 증가시킨데 반해 주변지역은 노동력을 공급하거나 도시빈민층이 머무는 베드타운으로서의 역할을 수행토록 해 지역 간 소득불평등을 발생시켰다. 최근에는 소득불평등 뿐 아니라 환경정의에 입각하여 경제성장으로 발생한 환경오염의 피해를 누가 더 많이 감내하느냐에 관한 환경불평등의 개념도 등장한다. 소득불평등과 같이 환경불평등을 방치하면 환경갈등을 야기하게 된다. 따라서 지역 간 환경불평등을 해소하기 위한 방안이 마련되어야 하나, 거시적 차원에서 환경불평등의 수준이 어느 정도인지를 확인한 연구는 거의 없는 실정이다.
본 논문은 소득과 환경오염 간 불평등도를 확인하기 위해 16개 광역자치단체의 GRDP와 대기오염물질의 측정량을 변수로 지니계수를 측정하여 비교하였다.
측정결과, GRDP에 관한 소득불평등은 여전히 높은데 반해, 대기오염물질의 환경불평등도는 낮은 것으로 나타났다. 지니계수 결과만을 고려하면 환경불평등은 발생하지 않은 것처럼 보이지만, 환경오염물질이 거점지역의 경제성장과정에서 발생하는 부산물임을 감안하면 오히려 성장거점지역과 같은 수준의 오염물질노출에 직면한 환경불평등이라고 봐야할 것이다. 즉, 경제성장에서 제외된 지역들은 그간 경제성장의 낙과를 보지 못하였을 뿐 아니라 이로 인해 발생하는 환경오염까지 부담하는 이중 피해를 보고 있었다.
지역 간 환경불평등을 해결하기 위해서는 중앙정부 중심의 균형발전전략 이외에도 현재 광역지자체간 마련되어 있는 지역상생발전기금과 같은 대기오염저감기금(가칭)을 마련할 필요가 있을 것으로 판단된다. 더불어 미래 국가발전과 환경개선의 주체는 지방정부이므로 지방정부의 환경개선역량을 강화시킬 수 있는 방안이 마련되어야 할 것이다.

영어초록

Over the past 50 years, the unbalanced growth strategy which has governed economic growth in Korea increased production and income of growth poles focusing on manufacturing, but assigned to the surrounding regions roles as bedroom communities where a supply of labor is or the urban poor dwell, causing regional income inequality. Recently, not only income inequality, but also came along the concept of environmental inequality which brings up a question "who would endure more damages of environmental contamination caused by economic growth?" resting on the basis of environmental justice. If we leave the environmental inequality unsettled like we did to the income inequality, it would lead to social conflicts. Accordingly, a solution for regional environmental inequality should be reached, yet there is hardly any paper which identifies how far the environmental inequality goes from the macro perspective.
To identify the inequality between income and environmental pollution, this paper measured and compared the Gini Coefficients with the gross regional domestic product(GRPD) of 16 metropolitan governments and measurement of the air pollutants as variables.
As a result of measurement, whereas the income inequality in GRPD still stood high, the environmental inequality in air pollutants turned out to be low. Even though environmental inequality seems to never happen only with the results of Gini coefficient, seeing that environmental pollutants are by-products of the process of economic growth in growth poles, it is rather environmental inequality which faces the same level of pollutant exposure as growth poles. In other words, the regions where economic growth is exclusive not only never saw fruit drops of economic growth all the while, but also got burdened with the environmental pollution caused by it, suffering in both pockets.
To solve the regional environmental inequality, Air pollution reduction fund(tentative name) like the regional synergetic development fund which is currently arranged among the metropolitan governments is needed, along with the balanced development strategy the central government leads. There should be plans to build local governments' capacity for improving the environment, especially since the main agents of national development and environmental improvement in the future are local governments
