허베이 스피리트호 기름유출사고의 생태적, 경제적, 사회적 영향 연구 (A Study on Ecological, Economic and Social Impacts of the Hebei Spirit Oil Spill Incident)

초록

이 연구에서는 2007년 12월 7일 태안부근 해안에서 발생한 허베이 스피리트
호 기름유출사고가 지역사회에 미친 사회경제적 영향을 조사 분석하였다. 이 연구
에 사용된 자료는 2008년 2월과 10월 두 차례에 걸친 주민 전화조사의 통계적 분
석과 수 차례의 비구조적 면접조사를 통해서 얻어진 것이다. 기름유출사고에 의
한 충격의 연쇄작용은 바다생태계의 붕괴에서 시작하여 주민들의 생계활동 변화
로 이어졌고, 지역사회에 심각한 갈등과 분열을 가져왔다. 그 결과 주민들의 경제
활동, 지역생활, 그리고 개인의 삶에 여러 가지 변화가 일어났다. 이 연구에서 신뢰
문제가 매우 중요하다는 것이 확인되었다. 제1차 생계지급 후, 정부에 대한 신뢰가
크게 떨어졌지만, 2차 조사에서는 상당히 개선된 것을 알 수 있다. 2008년 2월 생
계비 지급 이전에는 갈등의 전선이 피해자와 가해자 사이에 형성되었으나, 생계비
지급이후에는 주민들 내부에서 전개되었다. 말하자면 주민들 간의 신뢰의 위기가
온 것이다. 지역 내의 사회갈등은 정부의 정책선택에 의존하는 바가 크다. 생계비
의 지급, 방제작업 등의 사례에서 볼 수 있듯이 정책적 선택에 따라서는 갈등을 조
장할 수도 있고, 완화할 수도 있다는 것을 보여주었다.
기름유출사고에 의한 사회적 영향은 피해노출정도와 상당 부분 관계가 있는
것으로 분석되었다. 말하자면 노출이 심할수록 소득감소, 일자리 상실 등 경제적
영향을 더 받았고, 사회적 관계의 영향과 신체적 심리적 스트레스도 더 많이 받았다는 것이 증명되었다. 기름유출사고에서는 충격에 대한 방어력이 약한 사회적 약
자들에게 피해가 집중되는 경향이 있다. 맨손어업이나 양식장을 하고 있는 어민
들은 제한된 범위 내에서 조업할 수밖에 없고 피해에서 벗어나는 데 좀 더 많은
시간이 필요한 것 같다. 지역주민들이 생각하는 진정한 지역발전은 거대한 토목공
사나 공장을 세우기보다는 바다생태계를 하루빨리 회복시켜 원래의 생업을 복원
하는 것이라고 주장하는 사람들이 많았다. 지역 공동체의 복원을 위해서는 생산
및 생활의 공동적 존재기반을 강화하고 활용할 필요가 있다.

영어초록

This research is carried out to examine and analyze the social and economic
impacts of the Heibei Spirit oil spill that contaminated the coastline of Tae’an
County, Chungchung Namdo, Korea in December 7, 2007. Data used for this
research were obtained by structured telephone interviews of affected residents
in February, 2008 and October 2008. In addition, unstructured interviews
of the residents were also carried out for several times. Differential levels of
exposure to the oil spill were used to measure the different social impacts on
people. Social impact assessment tools that were developed by Rabel Burdge
and NOAA were also utilized to analyze the social impacts.
Chain effects of the oil spill impacts, originated in the ecological collapse
of the affected area, extended to change in subsistence activities, and further
cause serious conflicts in local societies. Consequently these changes brought
forth various impacts on people’s economic, local and individual lives.
It is confirmed in this research that the problem of trust is very important.
When government failed to carry out proper and just distribution of
subsistence allowance, trust on the government dropped sharply. But afterthe better methods were applied in the second stage distribution, people’s
trust on government greatly improved. Before the first stage distribution of
the subsistence allowance in February, 2008, conflict occurred between local
people and government or between affected people and the Samsung Heavy
Industry, the presumed victimizer in the oil spill incident. However, after
February, 2008, conflicts occurred among local people. In other words, crisis
of trust came into being within the local community.
Social conflicts within the region largely depended on government policy
options. Distribution of subsistence allowance, cleanup activities showed that
bad policy options could cause social conflicts among local residents.
Social impacts of the oil spill were closely related to the level of exposure.
In other words, the more exposed to the incident, the more their income
decrease, the more loss of job opportunity were affected. The exposure level
consistently also affected the social relationship, family life, bodily and mental
stresses. Social impacts of the oil spill were also closely related to vulnerability
of the victims. There is a trend that damages of the oil spill are concentrated in
the social weak that cannot mobilize proper countermeasures.
Local people’s aspiration for future development is to recover the damaged
marine ecology and rebuild local community, while some others want to
construct new roads and related facilities to pull in more tourists, and invites
major business companies to provide more job opportunities.
