초록

본고에서는 동화정책에 대한 개념과 동화정책의 실시 시기를 검토하고 나아가 동화정책에 대한 시기구분 및 시기별 특성을 고찰하였다. 일제강점기에 동화정책을 실행한 시기에 대해서는 이견이 있다. 이견은 학자 간에 동화정책에 대한 개념이 다르기 때문이다. 필자는 식민지배 초기부터 동화정책이 실시되었다고 보고 일제의 동화정책의 특징은 무엇이며 시기별로 동화정책의 변화 추이는 어떠하며 동화정책이 식민당국자의 의도대로 실현되었는지를 고찰했다.
동화정책의 개념을 고찰하기 위해서 영국 및 프랑스 식민지배 방식과 일본의 지배방식을 비교 검토하여 일제 식민지배 정책의 특질을 살펴보았다. 일제의 조선 지배는 통치방식상 영국식에 가까웠지만 내용상으로는 프랑스의 동화정책을 기조로 하였다. 이는 영국식과 프랑스식의 혼합형 식민주의로 일본의 독특한 지배방식이다. 일제는 강점 초기부터 한반도를 자국 영토로 영구히 편입하고 조선인을 일본인으로 만들려는 생각을 갖고 있었다. 일제는 동화가 아니고서는 조선을 영구히 지배할 수 없다고 인식하고 식민지배 초기부터 동화라는 원대한 전략 하에 단계적 과정을 밟았다. 동화정책의 개념은 조선을 영구 지배하려는 일제 식민지배 방식을 염두에 두고 설정해야 한다. 일제는 합병 후 조선을 본국에 바로 행정 편입해서 지배하지 않고 총독을 파견하여 그에게 특별한 지위를 부여해서 지배를 하게 한다. 이를 특별통치주의라고 할 수 있다. 일제의 동화정책의 특징은 점진적ㆍ차별
적ㆍ단계적이었다.
동화 이데올로기를 표방하면서 식민지의 전통ㆍ고유성ㆍ정체성을 인정하지않고 민족동화의 기반을 조성하는 식민정책이 실행되면 동화정책은 실시되었다고 할 수 있다. 필자는 일제가 동화를 단지 표방만 한 것이 아니라 단계적 동화정책을 펼쳤다면 동화정책은 실시된 것으로 인식했다. 동화정책의 개념을 포괄적으로 잡고 일제의 동화정책의 단계적 특성을 살피는 것이 역사인식의 혼란을 피할 수 있다.
동화정책을 중심으로 일제강점기를 3시기로 나누었다. 1기는 한일합병에서 3ㆍ1운동까지 시기로 ‘무단통치에 의한 동화기반 조성기’이다. 2기는 중일전쟁 발발 전까지 시기로 ‘유화책에 의한 동화정책기’이다. 2기에는 학교에서 일본어 교육을 강화하는 등 민족동화에서 1기보다 진척되었다. 3기는 해방까지 시기로 ‘노골적인 동화정책기’이다. 이 시기에 황국신민화 정책이 강요되어 노골적으로 조선인의 일본인화가 강요되었다. 일제의 패망으로 ‘차별적 동화’ 정책은 막을 내렸다.

영어초록

This thesis examined the concept of assimilation policy and the implementation period thereof. Furthermore, this thesis reviewed the period classification and the characteristics of each period in relation to the assimilation policy. There is some dissent on the implementation period of assimilation policy during the period of Japanese occupation. This disagreement is mainly derived from that many scholars have a different concept on the assimilation policy.
To review the concept of assimilation policy, this thesis compared and examined the ruling mechanism of Japan with the British and French colonial system. This thesis then examined the characteristics of the colonial ruling policy of the Japanese Empire. Japanese Empire’s ruling system for Joseon was similar to the crown colony of the United Kingdom. However, its contents were founded on the basis of the French assimilation policy. This is the mixed type of colonialism based on the British colonial system and the French colonial system. That is to say, Japanese Empire had a very unique ruling mechanism. The Japanese Empire annexed the Korean peninsula permanently even from the early stage of Japanese colonial era. Moreover, the Japanese Empire intended to assimilate Korean people. The Japanese Empire believed that it would never be able to rule Joseon permanently unless it assimilated Korean people. Therefore, it proceeded with the step-by-step process under its ambitious assimilation plan even from the early stage of Japanese colonial era.
On this account, the concept of assimilation policy should be established in consideration of the colonial ruling mechanism of Japanese Empire that intended to rule Joseon permanently.
An assimilation policy can be deemed to have begun when a colonial policy to build a basis of civil assimilation and national assimilation is implemented with assimilation ideology without recognizing the tradition, uniqueness and identity of a colony. In this regard, this thesis deemed that an assimilation policy was implemented if a phased assimilation policy was implemented rather than simply expressing an intention of assimilation. According to the aforementioned concept of an assimilation policy, the Japanese Empire’s assimilation policy had been implemented all the time during the Japanese colonial era.
This thesis classified the period of Japanese occupation into the three phases on the basis of its assimilation policy. The first phase was from the Japanese annexation of Korea to the March 1st Movement. This was “the period of building a basis of assimilation by forceful ruling”. The second phase was from the March 1st Movement to the outbreak of Sino-Japanese War. This phase was “the assimilation policy phase dominated by conciliatory gestures”. During the second phase, the Japanese Empire strengthened the Japanese language education in schools. That is, the level of national assimilation was enhanced compared to the first phase. The third phase was from the outbreak of Sino-Japanese War to Korea’s liberation. This phase was “the blatant assimilation policy phase”. During the third period, the Japanese Empire had forced Korean people to accept the colonial policy of subjecting to Japan. Thus, the Japanese Empire had blatantly and forcefully tried to assimilate Korean people into the Japanese culture.
