1. 연구배경
‘교육은 백년지대계(百年之大計)’1)라는 말이 있다. 百年之大計는 ‘먼 미래까지 내다보고 세우는 큰 계획’을 뜻하며, 이는 곧 교육이 개인의 성장뿐만 아니라 국가의 발전에도 큰 영향을 준다는 것을 의미한다. 특히 우리나라는 단기간에 산업화와 경제 성장을 성공적으로 이뤄낸 대표적인 국가라고 할 수 있는데, 그 이면에는 교육이 크게 작용했다. 초·중등 교육 의무화와 고등교육의 대중화는 노동력의 질적 향상에 기여하였고, 교육 수준이 높아지면서 기술혁신을 통한 경제 성장이 가능해졌다. 이렇듯 교육은 인간다운 삶을 살기 위한 기본조건이 되는 동시에 경제가 성장하고 사회가 발전하는 데에도 필수적이라고 할 수 있다.
유엔개발계획(UNDP)이 발표한 『2022년 인간개발지수(HDI)3)』에 따르면 우리나라의 연평균 성장률은 0.36%로, 국가 순위 19위를 기록할 만큼 ‘매우 높은 인간개발수준’을 가진다. 반면 니제르
를 포함한 서아프리카나 사하라 이남 아프리카의 경우, 낮은 문해율과 교육 수준 등을 이유로 ‘매우 낮은 인간개발수준’을 보인다. HDI는 한 나라의 복지수준을 대표할 수 있는 지표 중 하나이며(Elistia,E. & Syahzuni, B. A.,2018), HDI가 낮다는 것은 교육의 결핍에서 나아가 경기침체와 사회 전반의 발전을 저해하는 결과를 가져오게 된다.
또한 유엔무역개발회의(UNCTAD)에서 2024년 6월에 보고한 『Key evolutions in trade and development over the decades』에 따르면, 개발도상국들(개도국)이 세계 상품 무역에서 차지하는 비중은 1964년부터 2023년까지 22% 이상 증가했다.
