재난안전관리체계 평가모형을 활용한 다중이용시설 안전관리 사례 연구 - A 기업의 다중이용시설 사례를 중심으로 - (Research on safety management of Multi-use facilites based on Evaluation Model - Focusing on the case of Company A -)

초록

본 연구는 재난안전관리체계 평가모형을 활용한 다중이용시설 안전관리에 관한 연구로 A 기업 사례를 중심으로 분석하였다. 다중이용시설 내 체육시설은 불특정 다수가 이용하는 시설로서 비상상황 발생 시 안전관리자의 빠른 판단과 초동대처가 필요하다. 화재와 같은 비상상황 발생 시 최상층부에 있는 체육시설 이용객의 피난시간 지연에 따른 대처방안은 중요하다. A 기업이 관리하는 건물은 최상층부에 수영장, 휘트니스, 사우나, 실내골프장, 요가 필라테스룸 등의 시설이 위치하고 있다. 복합건축물인 동시에 다중이용시설인 건물의 체육시설에 대한 A 기업의 사례를 분석하였다. 해당 건물은 서울 소재이며 건물의 안전조직 및 체계구축, 안전관리 역량, 안전관리 활동, 교육 및 훈련, 평가환류 순으로 A 기업의 안전관리 사례를 연구하였다. 이를 통하여 다중이용시설에서 안전이 요구되는 중점관리 사항과 취약점 그리고 재난 발생 대비를 위한 소방훈련과 피난대책 등의 사례를 연구 하였으며, 다중이용시설의 안전관리체계를 중심으로 다중이용시설 내 체육시설의 안전성을 파악하고 개선방안을 도출하였다. A 기업의 안전관리 우수사례를 연구모형에 적용해서 기업의 안전관리를 효과적으로 분석하여 살펴볼 수 있다. 본 연구를 통해 다중이용시설 내 체육시설이 배치된 건물의 안전관리자가 안전관리 사례를 참고할 수 있도록 제언하고자 한다.

영어초록

This study was conducted on the safety management of multi-use facilities using a disaster safety management system evaluation model, focusing on the case of Company A. Sports facilities within multi-use facilities are used by an unspecified number of people and require quick judgment and initial response from safety managers in the event of an emergency. In the event of an emergency such as a fire, it is important to respond to the delay in evacuation time for users of sports facilities on the top floor. The building managed by Company A has facilities such as a swimming pool, fitness center, sauna, indoor golf course, and yoga pilates room located on the top floor. We analyzed Company A's case of sports facilities in a building that is both a complex building and a multi-use facility. The building in question is located in Seoul, and the safety management case of Company A was studied in the following order building safety organization and system establishment, safety management capabilities, safety management activities, education and training, and evaluation feedback. Through this, we studied key management issues and vulnerabilities requiring safety in multi-use facilities, as well as cases of fire drills and evacuation measures to prepare for disaster occurrences, and focused on the safety management system of multi-use facilities and conducted research on sports facilities within multi-use facilities safety and improvement measures were derived. By applying Company A's safety management best practices to the research model, the company's safety management can be effectively analyzed and examined. Through this study, we would like to make suggestions so that safety managers of buildings with sports facilities in multi-use facilities can use them as a reference.
