공공기관 경영평가제도의 문제점에 관한 델파이 연구: 경영평가 전문가와 기관 담당자를 중심으로 (A Delphi Study on Performance Evaluation System Issues in Public Institutions: Perspectives of Performance Evaluation Specialists and Institutions’ Managers)

초록

본 논문은 「공공기관운영에 관한 법률」에 의해, 공공기관의 자율 및 책임 경영체제 확립을 위해 시행 중인 경영평가제도의 개선을 위한 조사 결과이다. 경영평가 전문가와 공공기관 평가 담당자들을 대상으로 델파이 연구를 진행하였다. 경영평가 결과가 공공기관의 실적을 제대로 반영하는가라는 질문에 대한 동의 수준이 상대적으로 높지 않았다. 비계량평가의 객관성과 공정성에 대한 동의의 수준도 상대적으로 높지 않았으며, 절대평가보다는 상대평가 방식의 적절성에 동의하는 수준이 높았다. 정부의 정책과 시책 중심의 평가지표가 과다하다고 보고 있으며, 평가지침 및 편람의 확정 시점이 늦다고 보았다. 주요사업 성과관리 적정성 지표에 대한 적절성 동의 정도가 상대적으로 매우 낮았으며, 경영전략 및 리더십 비계량 평가지표도 상대적으로 낮았다. 평가위원들의 평가 관련 규칙 숙지에 대한 동의 정도가 상대적으로 낮으며, 평가위원이 정부 정책에 근거한 평가를 하는가에 대한 동의의 수준도 상대적으로 낮았다. 조사결과에 따르면, 현장실사가 평가결과에 영향을 미치는 주요한 요소로 보지 않으며, 현장실사의 유효성에 대해서도 의문을 가진 것으로 볼 수 있다. 결론적으로, 평가제도의 발전을 위해서는 공공기관의 목적, 기능, 상황 등을 고려한 비계량 지표의 단순화, 유형별 차등화, 기관 주요 사업의 성격에 맞는 산업별 분류와 이에 기반한 평가지표 및 가중치 조정, 맞춤형 평가지표의 개발, 기관의 사업 특성에 따른 평가위원의 전문성 제고와 평가에 대한 사전 교육 등이 필요하다.

영어초록

This paper is the result of an investigation to improve the performance evaluation system aiming to establish the autonomous and responsible management system of public institutions under the Act on the Management of Public Institutions. Delphi study was conducted on performance evaluation experts and public institution evaluation managers. The level of consent to the question of whether the performance evaluation results properly reflect the performance of public institutions was relatively low. The level of agreement on the objectivity and fairness of non-quantity evaluation was relatively not high, and the level of agreement on the appropriateness of the method of relative rating was higher than that of absolute rating. It was considered that the evaluation index leaned towards the government's policies and the finalizing timing of the evaluation guidelines and handbooks was late. The degree of agreement on the adequacy of major business performance indicators was relatively low, and the strategic management and leadership non-metric evaluation indicators were also relatively low. The degree of consent of the evaluation committee members to familiarize themselves with the evaluation-related rules as well as the level of consent for the evaluation committee to conduct an evaluation based on government policies was relatively low. According to the findings, field survey is not considered a major factor affecting the evaluation, and the validity of field survey is also questionable. In conclusion, it is necessary to simplify non-metric & quality indicators considering the purpose, function, and situation of public institutions, differentiate them by institution types, adjust evaluation indicators and weights enhance the expertise of evaluation members according to the characteristics of the institutions' business and to provide prior education on evaluation.
