충주시 역사생태도시 조성을 위한 지역특성화 방안 연구 -도시경관 색채를 중심으로 - (A Study on a Plan for Regional Specialization for Forming Historical Eco-City in Chungju)

초록

최근 환경문제의 심각성에 대한 인식이 증대됨에 따라 환경적으로 건전하고 지속가능한 생태도시(Eco-city)의 조성에 많은 관심을 기울이고 있다. 그 중에서도 경관은 그 마을의 이미지가 한눈에 비치는 것이다. 아름다운 도시경관을 조성하기 위한 경관 조례에는 조망권, 건물의 높이, 외관, 옥외 광고물, 지붕색등의 규제가 있다. 도시 경관 중에서도 우리 시각의 80%를 차지하고 조형에서 가장 많은 부분을 차지하는 도시경관 색채가 그 도시의 이미지를 좌우한다고 해도 과언이 아니다 아무리 보기 좋은 건물이라도 색채 조합이 맞지 않으면 우리는 눈살을 찌푸리게 된다. 이런 점을 감안하여 충주시의 특색있는 역사 생태도시 특성화 방안은 도시 경관 색채에 주안점을 두어 연구할 필요성이 있다.
본 연구에서는 충주시를 아름답고 특색있는 역사 생태도시로 발전시키기 위해서 국내외 생태도시 실태파악과 충주시의 역사적, 문화적 문헌 조사와 경관 색채조사, 도시경관에 대한 주민 의식 조사를 통해 충주시의 환경색채 개선의 방향 설정과 특성화 방향을 제시하였다.
충주시를 아름다운 역사생태도시로 조성하기 위한 기초 자료로서의 문헌조사 결과는 북부권과 중심권은 중원 문화의 중심지로 전통적인 이미지의 역사 생태도시 이미지, 서부권과 남부권은 자연 체험학습, 레저 등의 자연 친화적인 생태도시 이미지로 구축되었다. 충주시의 이미지별 생태지역에 따른 경관색채 조사를 한 결과 곳곳의 지붕색이 아름다운 경관을 헤치는 경우가 많았고, 무질서한 간판색이 도시 경관을 헤치는 주범임을 알 수 있었다. 문헌조사와 충주시민의 의식 조사 결과에서 충주시를 가장 대표하는 곳이자 지역 특색을 가장 잘 나타내는 곳은 탄금대와 호암지 부근의 북부권이고 대표적인 축제는 세계 무술 축제로 나타났다. 중원문화의 중심지이자 세계무술 축제가 열리는 탄금대와 호암지 부근의 경관 색채를 조사한 결과 색상이 7R, 명도3-6, 채도8-14인 고채도의 주황색 지붕색과 색상이 7B, 명도5, 채도12인 파랑색 지붕이 전통적인 이미지의 경관을 헤치고 있었다. 전통적인 이미지의 도시 경관을 가장 많이 헤치는 지붕색을 주변 자연 환경과 어울리도록 전통적이고 안정된 분위기의 색상과 톤을 고려하여 색상이 2.5YR-10YR, 명도2-5, 채도 2-4의 지붕색으로 제시하였다.
이상과 같이 충주시의 특색있는 역사 생태도시 특성화 방안은 도시 경관 색채에 주안점을 두어 역사와 전통적인 이미지의 도시경관 만들기 사업이 우선적으로 이루어져야 할 것이다.

영어초록

As the recognition on seriousness of environmental problem is grown recently, the much interest is being given to forming eco-city that is environmentally sound and sustainable. Even among them, the landscape is what the image of its village is illuminated at a glance. There are regulations pertinent to prospect right, height in building, external appearance, outdoor advertising matter, and roof color in the rules for landscape. However, As color possesses 80% of our sight and holds the largest parts in modeling, the image of color is what is the most outstanding than anything in the landscape of the city.
When the combination of colors is not matched even if being a building so good for being seen, we come to knit our brows. A plan for specialization of the historically eco-city, which is characteristic in Chungju city, needs to be researched with the focus on color of urban landscape, by considering this point.
This study grasped the actual condition for the eco-cities at home and abroad in order to develop Chungju city into characteristically historical eco-city, and suggested the establishment in direction and the direction in specialization for improving environmental color in Chungju city through the survey of historical and cultural literatures in Chungju city, the survey of color in landscape, and the survey of residents' consciousness on urban landscape.
As a result of literature survey as basic data for forming Chungju city as beautifully historical eco-city, the northern bloc and the central bloc were implemented as the historical eco-city image in the traditional image as the central site of the mid culture. The western bloc and the southern bloc were implemented the nature-friendly eco-city image such as natural-experience learning and leisure.
As a result of surveying the scenic color according to ecological region by image in Chungju city, there were many cases that the roof color in several places spoils the beautiful landscape. The disordered signboard color could be known to be principal offender of ruining the urban landscape. In the results of the survey on literature and the survey on consciousness of Chungju citizens, it was indicated to be the northern bloc around Tangeumdae and Hoamji as a place where is the most representative place in Chungju city and where shows the best regional characteristics, and to be the world martial-art festival as the representative festival. As a result of surveying the color of landscape around Tangeumdae(Chungbuk monument Number 4) and Hoamji where are the central places of the mid culture and where the world martial-art festival is opened, the orange roof color in high chroma with color in 7R, brightness in 3-6, and chroma in 8-14, and the blue roof with color in 7B, brightness in 5 and chroma in 12 were spoiling the landscape of traditional image. It suggested the roof color with color in 2.5YR-10YR, brightness in 2-5, and chroma in 2-4 by considering color and tone in traditional and stabilized atmosphere so that the roof color, which spoils the most the urban landscape in traditional image, can be harmonized with the natural environment around.
As the above, regarding a plan for specialization of historically eco-city that is characteristic in Chungju city, a project of making urban landscape in historical and traditional image will need to be preferentially made with the focus on color of urban landscape.
