초록

김정은의 권력 장악은 위로부터의 조직화나 통제에 의한 과정이었다. 하지만 오늘날에 와서는 인민들의 동의나 마음을 잡지 않고서는 승계한 권력을 유지하기란 어렵다는 판단아래 인민에게 다가가는 정치행보를 보여주고 있다. 다른 한쪽에서는 지속적인 군사무기 개발로 국제사회의 갈등을 고조시키고 있다. 이는 한반도 안보상황을 크게 위협하는 것이다.
이러한 위기 상황을 직시한 남한 정부로서도 한반도 안보의 평화적 정착을 위해 동북아시아지역 안보 개선을 요구하고 있다. 동북아시아지역 안보상황이 한반도 안보환경과 밀접하게 연계되어 있기에 안보 개선이 절실한 것이다. 그 대안으로 내놓고 있는 것은 가장 현실성이 높은 방안으로 유럽과 같은 다자안보협력체를 구축하는 것이다.
국제사회도 분단 상황과 지정학적 악조건 속에서 온갖 고난을 극복해 나가고 있다. 그 중에서도 대한민국이 이룩한 경제 성장과 자유민주주의 정착을 가장 성공적인 사례로 경이의 눈으로 바라보고 있다. 이는 자유민주주의를 지키기 위한 인류 보편적 가치로 국제사회의 노력이 옳았음을 보여주는 대표적인 사례이다.
하지만 뜻하지 않은 코로나19가 전 세계적으로 확산되고 있는 상황 속에서 6·256 전쟁 22개 유엔참전국 참전용사에게 대한민국 정부는 마스크를 전달했다. 6·25전쟁 당시 이들이 보여준 희생과 공헌에 일부 보답하기 위한 것이다. 미국 국무장관과 보훈부장관을 비롯해 벨기에 국왕 등 참전국 정부 관계자는 서한과 전화 통화, SNS 등 다양한 방법으로 감사를 표했다. 참전용사들은 한국이 우리를 잊지 않았다면서 우리도 한국을 절대 잊지 않겠다는 감사의 표시를 했다. 대한민국 코로나19 방역 시스템은 세계 많은 나라에 귀감이 되고 있는 상황에서 6.25참전국 영웅들의 은혜를 잊지 않고 그분들에게 전달되는 마스크 공급이 참전국 국민들에게 더 큰 호감을 불러일으키고 있다. 한때 도움을 받았던 나라에서 도움을 주는 나라로 성장한 대한민국 국가브랜드가 유엔참전국 22개국과의 새로운 외교 통로로 강화된 계기가 되었다.
이들과의 관계는 일반적인 외교 관계가 아닌 혈맹관계이다. 이들 나라들과의 관계 유지는 국익에 더 큰 도움이 될 수 있다. 한걸음 더 나아가 우리는 참전 세대를 기억하고 추모하는 마음가짐을 가져야 한다. 이는 대한민국 수호를 위해 희생하고 공헌한 유엔군 참전용사들에게 보답하는 길이고, 국제사회 구성원으로 대한민국 국격을 높여줄 수 있는 행위이며 역할이기 때문이다.

영어초록

Kim Jong-un's seizure of power was a process by organizing or controlling from above. However, nowadays, it is showing a political move that approaches the people under the judgment that it is difficult to maintain the inherited power without acquiring the people's consent or mind. On the other side, the ongoing development of military weapons is raising conflicts in the international community. This greatly threatens the security situation on the Korean Peninsula.
The South Korean government, facing such a crisis situation, is also calling for an improvement in the security of the Northeast Asia region for the peaceful settlement of security on the Korean Peninsula. Security improvement is urgent because the security situation in Northeast Asia is closely linked to the security environment on the Korean Peninsula. As an alternative, the most realistic method is to establish a multilateral security cooperation body like European countries.
The international community is overcoming all kinds of hardships amidst the situation of division and poor geopolitical conditions. Among them, the economic growth achieved by the Republic of Korea and the settlement of liberal democracy are the most successful examples of which are viewed with wonder. This is a representative example showing that the efforts of the international community were correct as a universal value for humanity to protect liberal democracy.
However, in a situation where the unexpected C 19 is spreading around the world, the Korean government delivered masks to 22 UN veterans of the Korean War. It is intended to partially repay the sacrifices and contributions they showed during the Korean War. Government officials of the participating countries, including the US Secretary of State and Veterans Affairs, and the King of Belgium expressed their gratitude in various ways, including letters, phone calls, and SNS. The veterans said that Korea did not forget them and expressed gratitude that we would never forget Korea. The ROK COVID-19 quarantine system is becoming a model for many countries around the world, and the supply of masks delivered to them without forgetting the grace of the heroes of the Korean War veterans is arousing a greater favor among the people of the participating countries. The national brand of the Republic of Korea, which has grown from a country that was once helped to a country of help, served as an opportunity to strengthen as a new diplomatic channel with 22 countries participating in the UN.
Their relationship with them is not a general diplomatic relationship, but a clan relationship. Maintaining relations with these countries can be of greater benefit to national interests. Going one step further, we must have a mindset of remembering and commemorating the veterans. This is because it is a way to repay the veterans of the UN Forces who made sacrifices and contributed to the defense of the Republic of Korea, and it is an act and role that can raise the nationality of Korea as a member of the international community.
