‘조선 조정의 왜구 회유책’론에 대한 비판적 검토 －태조 6년(1397) 항왜 도주와 군관 처벌의 배경을 중심으로－ (A Critical Review on the Prevailing Argument for the ‘Waegu Appeasement Policy of the Joseon Government' －Focusing on the Background of the Escape of the Surrendered Waegu and the Punishment of Joseon)

초록

1396년(태조5) 12월 조선 조정에 투항한 나가온 항왜 집단은 그 해 말과 이듬해인 1397년(태조6) 4월 등 두 차례에 걸쳐서 대마도로 도주했다. 본 연구의 취지는, 이러한 항왜 도주 사건 및 그에 이은 조선 군관 처벌 사건의 이면에 있는 조선 조정의 항왜 토벌 시도의 모습을 확인하고, 이를 통하여 ‘조선 조정의 왜구 회유책’을 중심으로 하는 기존의 통설적 견해를 재검토하는 데에 있다.
항왜 도주 사건에 관하여 기존의 통설적 견해는, 당시 계림부윤 유양의 잘못된 대응으로 인하여 항왜들이 이를 의심하여 도주한 것으로 보았다. 그리고 이에 대한 조선 조정의 군관 처벌은 항왜에 대한 관리 미흡을 문제 삼은 것으로서, ‘조선 조정의 회유책’의 일환으로 이를 평가하여 왔다. 그러나 기존 견해에서는 제2차 도주 사건에 대한 언급을 누락하거나, 제1차 도주 사건에 관한 사료 해석에서 일부 사료 내용이 무시되는 등의 문제점이 있었다.
이에 관하여 필자는 우선 1397년 4월에 있었던 제2차 사건에서, 도안무사 박자안의 토벌 시도가 있었던 점에 관한 사료적 근거가 있음을 확인하였다. 또한 당시 박자안의 토벌 시도가 조선 조정 내에서 극비로 취급되었던 점은, 조선 조정이 은밀히 그 토벌을 지시하였기 때문으로 보았다.
1396년 12월 말에 있었던 제1차 사건에 관해서는, 조선 조정이 최운해 등 도절제사들에게 항왜 토벌을 위한 군선 징집 등의 토벌 준비를 명하였으나, 도절제사들이 그 명령을 이행하지 못하여 처벌받았다는 점을 확인하였다. 또한 유양은 항왜들을 설득하기 위하여 승려 의운을 파견하였으나, 의운이 의도치 않게 항왜들에게 조선 조정에 의한 토벌 계획을 누설하여 항왜들이 도주에 이르게 되었다는 점도 밝혔다.
1397년 전후 무렵에 있었던 조선 조정의 항왜 토벌 지시, 항왜들의 도주, 군관 처벌 등의 일련의 양상은 고려말 시기인 1375년(우왕원) 항왜 등경광의 도주 사건 당시의 모습과 거의 같다는 점도 새롭게 확인하였다.
나가온 왜구 집단의 투항은 애당초, 조선 조정이 이키･대마도 정벌군을 결성하였던 것에서 비롯되었다. 따라서 왜구들의 투항 역시 정벌 위협에서 벗어나기 위한 임시방편에 불과했다. 왜구들은 투항 이후에도 자신들의 병력 및 병선을 거의 그대로 유지하는 정도로 필요 최소한의 투항 모습만을 보이고자 했다. 조선 조정은 이러한 항왜들의 존재를 경계하였고, 그러한 경계심은 이들에 대한 토벌 시도로 이어졌다. 따라서 이러한 조선 조정의 항왜 토벌 시도는 그 배경 및 전개 과정으로 볼 때, 왜구들에 대한 ‘회유책’으로 파악될 여지는 전혀 없다고 보인다.
조선초 왜구 투항에 관하여 확인된 위와 같은 사실들은 ‘조선 조정의 회유책’을 위주로 하는 기존의 통설적 견해로는 설명될 수 없다. 기존의 통설적 견해 및 이에 근거한 조선초 향화왜인에 관한 연구는 근본적으로 재검토될 필요가 있을 것이다.

영어초록

Nakaon(羅可溫) Waegu group (or Wakou or Japanese marauders; 倭寇) surrendered to the Joseon Government in December 1396, but fled to Tsushima twice at the end of the same year and in April 1397. The purpose of this paper is (i) to confirm who initiated the attacks against the surrendered Waegu by reviewing the backgrounds of their escapes and the subsequent punishment of Joseon‘s military officers, and (ii) to reassess the currently prevailing argument for the ’Waegu appeasement policy of the Joseon Government’ (the “Prevailing Argument”).
The Prevailing Argument has viewed that the surrendered Waegu fled due to their doubt having arisen from the inappropriate reception by Ryu Yang (柳亮), mayor of Gyerim (鷄林府), and that the punishment of military officers by the Joseon government was to blame for their negligence in managing the surrendered Waegu. Therefore, such actions by the Joseon government have been deemed as part of the ’Waegu appeasement policy’. However, the Prevailing Argument has several problems in interpreting the relevant historical records.
In this regard, in relation to the second escape incident of the surrendered Waegu in April 1397, this paper confirmed the existence of Park Ja-an (朴子安)’s attack attempt against the surrendered Waegu. Also, as the Park’s attack attempt at that time was treated as highly confidential by the Joseon government, this paper viewed that the Joseon government ordered Park for the attack.
With respect to the first escape incident of the surrendered Waegu in late December 1396, this paper made it clear that the Joseon government ordered four local commanders, including Choi Unhae (崔雲海), for the preparation for an attack against the surrendered Waegu, but that the commanders failed to fulfill the tasks within the ordered schedule, resulting in the above-mentioned punishment by the Joseon government. Also, this paper viewed that Ryu Yang sent a monk named Ui-un (義雲) to persuade the surrendered Waegu, but that Ui-un’s careless leakage of information on the attack plan by the Joseon government resulted in the escape of the surrendered Waegu.
This paper also newly confirmed that the pattern which can be seen in a series of the above-mentioned incidents in the early Joseon period is almost the same as that of the escape incident by Fuji Tsunemitsu (藤經光) Waegu group in 1375 in the late Koryo period.
In fact, Nakaon Waegu group surrendered because of the Joseon government’s formation of the conquering army to Iki Island and Tsushima. Therefore, the surrender was a temporary expedient in order to evade the threat from the Joseon’s conquering army. The surrender was made only within the most limited scope, and the surrendered Waegu continued retaining their original troops and warships almost as before. The Joseon government was vigilant against them, which led the attack attempts. Considering these aspects, the Joseon government’s attack attempts against the surrendered Waegu cannot be deemed as a ’Waegu appeasement policy’.
The Prevailing Argument focusing on the ’Waegu appeasement policy’ cannot explain a series of the historical facts confirmed as above. The Prevailing Argument, as well as the studies which have been made regarding the naturalized Japanese in early Joseon period based on it, should be re-reviewed in this respect.
