초록

‘문화도시 사업’은 도시의 문화계획을 통한 사회발전 프로젝트로 「지역문화진흥법」에 근거하여 문화체육관광부장관이 법정 ‘문화도시’를 지정하는 정책을 말한다. 이 사업은 지역의 창의성과 책임성을 바탕으로 지역에서 출발하는 문화정책을 지원한다. 기존의 정부주도 공모사업이 대규모 시설을 조성하는데 중점을 두었다면 문화도시 사업은 문화적 소프트파워(인력, 콘텐츠)가 사회발전과 연계되는도시 문화생태계 조성을 지원한다는 점에서 차별화를 둔다. 2022년 현재 문화도시사업은 4년차에 접어들었고, 1차 문화도시 본 도시 지정(2019년 12월)을 기준으로는 본 사업만 만 3년을 채운 셈이다. 문화도시 사업이 본 도시 지정부터 5년 동안 국비, 지방비 매칭으로 추진되는 것을 감안할 때 1차 문화도시들은 사업의 중반을 지났기에 이 사업의 성과를 돌아보는 시기가 되었다. 개별 문화도시 사업은 「지역문화진흥법」 제14조에 근거하여 문화도시심의위원회에서 지방자치단체의 문화도시 조성에 대한 심의 및 추진실적을 심사하고 있으나, 이는 조성계획에 대한 이행실적이므로 정책 전반과 지방자치단체에 미치는 영향에 대해 검토하기에는 한계가 있다. 즉, 계획에 대한 이행과 실적에 대한 모니터링은 가능하나 정책 사업이 지역에 미친 영향 차원에서 성과를 분석하는 데에 한계가 있다.
본 연구의 목적은 문화도시 사업이 지역 문화역량 향상에 미친 영향을 검토하여문화도시 정책 사업의 성과를 분석하는데 있다. 「지역문화진흥법」이 지역 간의 문화격차를 해소하고 지역의 특색 있는 고유문화를 발전시켜 지역주민의 삶의 질을향상시키는 데에 그 목적이 있고, 문화도시 사업은 이러한 목적 달성을 위해 추진되는 대표적인 문화체육관광부의 정책 사업으로서 기능하기 위해 중장기 계획을 기반으로 예산이 투입되고 있기 때문이다. 정책 사업의 성과가 지자체에 실제 체감되고 있는지를 정량적인 분석을 통해 유추하고자 한다.
연구 방법은 문화체육관광부가 조사 및 생산하는 ‘지역문화실태조사’를 분석한다. 주 연구 대상은 1차 문화도시로 지정된 7개 지방자치단체다. 세부 지역은 부천시, 서귀포시, 부산 영도구, 원주시, 천안시, 청주시, 포항시이다. ‘지역문화실태조사’는 2017년 기준(2018년 발행), 2020년 기준(2022년 발행)을 살펴 비교한다.
이를 통해 문화도시 사업이 지역의 문화 역량 변화에 어떠한 영향을 주었는지, 7개도시의 변화 추이에 따라 정책사업의 주요 성과가 무엇인지에 대해 제언하고 향후사업방향을 위한 기반 자료로 활용될 수 있길 바란다.

영어초록

The ‘Culture City Project’ is a social development project through the city’s cultural plan, based on the Local Culture Promotion Act. This refers to the policy for the Minister of Culture, Sports and Tourism to designate a statutory cultural city. This project supports cultural policies that originate from the region based on the creativity and responsibility of the region.
Whereas the existing government-led public offering business focused on the creation of large-scale facilities, the cultural city project differentiates it from the existing businesses in that it supports the creation of an urban cultural ecosystem in which cultural soft power (manpower, content) is linked to social development. As of 2022, the Cultural City project has been the fourth year, and based on the 1st designation of the main cultural city (December 2019), this project alone has been full of 3 years.
Considering the fact that the cultural city project is promoted by matching government and local funds for 5 years from the designation of the main city, the first cultural cities have passed the middle of the project, so it is time to look back on the achievements of this project. In the case of individual cultural city projects, the Cultural City Deliberation Committee examines the deliberation and implementation performance of local governments on the creation of a cultural city based on Article 14 of the [Local Culture Promotion Act]. There is a limit to reviewing the impact on local governments.
That means that it is possible to implement the plan and monitor the performance, but there is a limit to analyzing the performance in terms of the impact of the policy project on the region. The purpose of this study is to analyze the performance of the cultural city policy project by examining the impact of the cultural city project on the improvement of local cultural capacity. The [Local Culture Promotion Act] aims to improve the quality of life of local residents by bridging the cultural gap between regions and developing a unique culture unique to the region. This is because the budget is being injected based on the mid- to long-term plan to make it possible as a policy project of the Ministry of Culture, Sports and Tourism. It is intended to infer whether the performance of the policy project is effectively carrying out for local governments through quantitative analysis.
The research method analyzes the ‘Regional Cultural Status Survey’ surveyed and produced by the Ministry of Culture, Sports and Tourism. The main research subjects are 7 local governments designated as primary cultural cities. The designated regions for this study are Bucheon-si, Seogwipo-si, Busan Yeongdo-gu, Wonju-si, Cheonan-si, Cheongju-si, and Pohang-si.
The ‘Regional Culture Survey’ compares the 2017 standards (published in 2018) and the 2020 standards (issued in 2022).With this study, we hope that the cultural city project can be used as a basis for future business direction by suggesting what kind of influence the cultural city project has on the cultural capacity change of the region and the major achievements of the policy project according to the change trend of the seven cities.
