조선 후기 御史 書啓·別單 모음집의 구성과 정형화된 투식에 관하여 (On the Composition and Standardized Formats of the Official Letters and Supplementary Report of the Royal Inspectors in the Late Joseon Period)

초록

이 연구를 통해 御史의 書啓·別單을 選取한 『繡衣錄』·『暗行御史時文 ·『書啟輯錄』의 구성과 형식적 특징을 살피고, 수록된 서계의 轉寫 양상 및 서두와 결어를 검토함으로써 자료에 남겨진 서계의 투식과 정형화된 양식을 확인하고자 하였다. 이 자료들은 어사 서계·별단을 전사하여 체계적으로 정리한 모음집으로, 숙종대의 암행어사 서계를 選取한 자료로는 『수의록』·『암행어사시문』이 있고, 정조대의 자료는 『서계집록』이 있다.
『수의록』은 서계만 집록한 자료이고, 『암행어사시문』은 서계·별단을 집록한 자료이다. 동일한 서계라도 『수의록』과 『암행어사시문』은 轉寫者에 따라 서계에 별도의 항목을 두어 기록하는 등 전사 양상에 차이를 보였다. 재위 기간 중 乙亥年(1695)과 丙子年(1696)에 대기근을 겪은 숙종은 지방의 실상을 파악하기 위해 적극적으로 암행어사 제도를 활용하였다. 숙종대에 수많은 암행어사가 파견됨으로써 암행어사 서계 또한 이 시기에 집중적으로 나타났고, 『수의록』·『암행어사시문』과 같이 암행어사 서계를 집록한 자료도 등장하였다. 당시 암행어사 서계의 양식이 정형화되거나 투식의 참고가 요구됨에 따라 서계 모음집을 통해 公用文書로서의 서식을 참고할 목적이었던 것으로 보인다.
정조대의 『서계집록』은 보고 문건을 집록한 자료로 서계·별단을 비롯하여 장계와 조정의 조처 과정이 함께 수록되어 있다는 점이 특징이다.
『서계집록』에 수록된 서계와 별단은 대개 봉서를 받은 경위가 서술된 도입부, 시찰 지역의 상황과 임지를 다스리는 관원의 포폄 및 백성의 고충이 나타난 본론, 본 문서 외에 별도의 내용을 별단으로 정리하여 임금께 올림을 밝히고 자신의 부족한 역량에 대한 겸사를 후술한 결미부로 구성된다. 이 구성은 숙종대 암행어사 서계와 크게 다르지 않지만 고종대로 갈수록 명을 받은 경위나 어사의 감정 표현 등 일부 투식이 장황해지는 경향을 보인다.
물론 숙종, 정조, 영조대의 서계·별단 자료가 각각 편집·전사 양상이 모두 조금씩 다르고 시대별로 투식이 달라 보이더라도, 결국 같은 시기의 편집 특성·전사 양상·서계 복명 대상 등이 동일하다는 점을 전제했을 때 투식의 변천이나 전사 경향을 분명하게 단정할 수 있을 것이다. 또한 원본 서계‧별단과 양태를 달리할 수 있는 전사‧선취된 자료라는 한계 또한 지닌다. 그럼에도 이들 보고 문건의 선취 자료집은 문집이나 사료에 수록된 문건에 비해 풍부한 투식을 담았다는 점에서 당시 어사들의 보고서 양식과 정형화된 양식을 참고할 수 있는 자료로서 의미를 가진다.
이 연구에서 『수의록』·『암행어사시문』·『서계집록』 자료를 소개하고, 각 자료에 수록된 서계·별단을 통해 序頭와 結語에서 필수·공통으로 포함하는 사항을 비롯하여, 서술 방식이나 표현이 작성자마다 나름의 정형적인 투식을 갖추었음을 확인하였다는 데에 의의를 둔다.

영어초록

This study investigates the structure and formal characteristics of Suuirok(繡衣錄), Amhaengeosasimun(暗行御史時文), and Seogyejiprok(書啟輯錄), which compile selected seogye(official letters) and byeoldan(supplementary reports) authored by royal inspectors(eosa) during the late Joseon period. By examining transcription patterns and analyzing the introductions and conclusions of these documents, the study aims to identify the formulaic expressions and standardized formats that were adopted in these official records.
The compilations are collections in which seogye and byeoldan were transcribed and systematically arranged. Among them, Suuirok and Amhaengeosasimun consist of materials from the reign of King Sukjong, while Seogyejiprok dates to the reign of King Jeongjo. Suuirok contains only seogye, whereas Amhaengeosasimun includes both seogye and byeoldan. Even when the same letter appears in both sources, differences in transcription—such as the presence of additional headings—reflect the choices of individual compilers.
During the great famines of 1695(Eulhae) and 1696(Byeongja), King Sukjong actively deployed secret royal inspectors to assess provincial conditions. As a result, numerous seogye were produced, and compilation of such materials in collections like Suuirok and Amhaengeosasimun began to appear. The increasing standardization of seogye formats during this period suggests that these collections served as reference models for official report writing.
Compiled under King Jeongjo, Seogyejiprok differs in that it includes not only seogye and byeoldan but also related documents such as memorials and court responses. The seogye and byeoldan in Seogyejiprok generally follow a three-part structure: an introduction describing the circumstances of receiving the royal order, a main body detailing the situation in the inspected region and the performance of local officials, and a conclusion that includes deferential remarks and a byeoldan outlining additional observations.
Although this structure is largely similar to those found in documents from the Sukjong era, by the late 19th century under King Gojong, the tone of the introductions and the inspector’s self-effacing expressions became increasingly elaborate. While the materials from the reigns of Kings Sukjong, Yeongjo, and Jeongjo show slight differences in editorial style and transcription practices, they share common features such as editorial format, report subjects, and bureaucratic functions. Thus, assuming a consistent historical context, it is possible to identify patterns in the evolution of formulaic expressions and transcription practices.
Despite being transcribed or excerpted rather than original documents, these collections are valuable for preserving a richer array of formulaic expressions than those found in literary collections or official chronicles. They offer insight into the standardized reporting style of royal inspectors at the time. This study introduces the materials of Suuirok, Amhaengeosasimun, and Seogyejiprok, and highlights how the seogye and byeoldan in each demonstrate consistent inclusion of core elements—such as dates, circumstances, and localities—in their introductions and conclusions. Moreover, the study affirms that each writer employed a distinctive yet standardized set of narrative conventions in drafting these official documents.
