성폭력 수사 경찰관의 인식과 연계경험에 대한 질적 연구 (Police Officers’ Perception and Collaboration Experiences in the Sexual-Assault Investigation: A Qualitative Approach)

초록

본 연구는 성폭력 사건을 수사하는 경찰관이 상담자나 의료인과 같은 다른 전문직들과 함께 일하면서 경험하는 연계과정을 보다 심층적으로 이해하는데 초점을 두었다. 이를 위해 최근 3년간 성폭력 사건 수사 및 연계 경험이 있는 12명의 경찰관을 심층면접하고 합의에 의한 질적 연구방법을 사용하여 결과를 분석하였다. 연구결과, 경찰관은 자신의 역할을 성폭력 범죄를 수사하고 범인을 검거하는 것이라고 생각하였으며 스스로가 피해자에게 도움이 되고 신뢰받는 경찰이 되기를 기대하였다. 경찰관은 성폭력 상담자의 역할에 대해서 피해자의 심리적 안정과 경찰의 사건처리에 도움을 주는 것으로 지각하였고 성폭력 상담자가 피해자에게 심리적 안정을 주고 치유해 주며 업무협조를 잘 해 주기를 기대하였다. 경찰관은 상담자와 함께 일하면서 업무협조가 잘 되지 않거나 상담자의 태도 때문에 어려움을 경험하기도 하지만 어려움이 없다고 보고한 사례도 있었다. 상담자와의 연계의 어려움은 성폭력 상담자와의 정보공유를 통한 원활한 의사소통과 협조를 통해서 대처하고 있다고 보고하였다. 한편, 의료인에 대해서는 증거를 채취하고 피해자를 치유하는 역할과 사명감을 가지고 정확한 증거채취를 해 주기를 기대하였다. 경찰관은 의료인과 함께 일하면서 병원 체계상의 문제나 전문지식이 없어서 어려움을 경험하기도 하지만 특별한 어려움이 없다고 보고한 사례도 있었다. 의료진과의 연계의 어려움에 대처하기 위해서는 전담 의료진을 구성하는 등의 제도화가 필요하다고 보았다. 경찰관에게 연계는 자신이 할 수 없는 부분을 다른 전문가와 소통하고 협력하여 해결하는 것이며 원활한 연계를 위해서는 전문직간의 의사소통을 위한 개인적인 노력과 전문직간의 협력, 정보공유 및 시스템의 일원화 등의 제도적 행정적 노력이 필요하다고 제안하였다. 이러한 연구결과를 바탕으로 연구의 시사점과 제한점을 논의하였다.

영어초록

This study is focused on exploring the police officers’ perception and collaboration experiences with multi- professionals who work together for the sexually assaulted victims. Twelve police officers working for the sexually assaulted victims in the last three years participated in interviews, and consensual qualitative research(CQR) was employed for the data analysis. The findings revealed that the police officers consider their role as investigating sexual assaults and arresting criminals, and they expected themselves to be helpful and reliable police. Police officers regard the counselors as the helper who take care of sexual-assault victim’s psychological well-being, and those who provide some help in their investigation process of sexual assaults. In the interview, police officers said that there are some difficulties in collaboration with counselors due to the differences in attitudes, but some police officers said that there are no difficulties. Police officers try to deal with these difficulties by sharing the information and increasing cooperative communication. On the other hand, police officers described medical care providers’ role as providing the medical treatment for the victims and collecting the forensic evidences of sexual assaults. While working with medical care providers, police officers found some difficulties due to their lack of knowledge in medical terminology and hospital system. To deal with these difficulties, police officers pointed that there is a need to establish a specialized medical team for the sexual assaults. To the police officers, multi-professional collaboration means cooperating and communicating with the other professionals to solve the problems they face in the process of sexual assault crimes. To increase multi-professional collaboration, police officers suggested that there is a need to enhance cooperation and communication among the professionals as a person as well as an expert,. Also coordination of multi-systems involved is needed. Based on the findings of this study, the ways to increase the collaboration as well as to minimize the barriers among the multi-professionals serving for the sexually assaulted victims were suggested.
