19세기 중반 金直淵의 燕行과 청 정세 인식 (Kim Jik-Yeon's Diplomatic Mission to Qing China and His Views on the Situation of China (in the mid-19th Century))

초록

金直淵(1811～1884)은 1858년(철종 9) 10월부터 1859년 3월까지 서장관으로연행하여 중국을 돌아보고 왔다. 김직연이 연행했던 때는 청이 태평천국군을 비롯한각종 賊匪의 준동과 서양 세력의 침략으로 큰 어려움을 겪고 있던 시기였다. 때문에사행사의 역할은 어느 때보다 중요하였는데 김직연은 본연의 임무를 충실히 수행하였다.
김직연은 여러 경로를 통해 청의 정세를 파악하고자 하였다. 그 결과 적비의 동향이나 서양 세력의 움직임 모두 심상치 않은 것으로 판단하였다. 적비와 관련해서는 민인에 대한 과도한 수취와 滿漢 차별정책 등으로 인해 적비가 양산되는 상황에주목하였다. 적비에 대한 소식은 사행편에 계속 전달되고 있었지만 김직연처럼 적비문제를 종합적으로 고찰한 인물은 드물었다. 한편 서양 세력의 움직임에 대해서는청이 서양 세력의 무력에 굴복하여 개시를 허락한 사실과 러시아가 영토 문제로 분란을 일으키고 있는 상황 등을 파악하였다. 1850년대에는 적비 문제에 가려 조선내에서 서양 세력에 대한 관심은 상대적으로 부족하였는데 김직연은 최신의 정보를소개하여 서양 세력의 위험성을 경고하였다.
중국을 돌아본 김직연이 가장 절실하게 느낀 것은 청의 허약성이었다. 그는 재정부족과 관리들의 탐학 등으로 인해 청이 앞날을 점칠 수 없을 정도로 위태로운 상황에 처한 것으로 판단하였다. 또 청이 위기에서 벗어나기 위해서는 혁신을 주도할 인물이 있어야 하는데 그러한 인물이 없어 혁신도 기대하기 어렵다고 보았다.
조선 정부는 제1차 중․영전쟁에서 청이 패한 이후에도 청조의 힘을 신뢰하여 청에 의존하는 정책을 고수하고 있었다. 김직연이 견문한 내용은 청의 실체를 정확히파악한 것이라는 점에서 매우 중요하였다. 정부에서 김직연이 보고한 사실을 진지하게 검토하고 이를 참고하여 이후 청의 상황을 면밀히 관찰하였다면 대외 정책의 변화를 기대할 수도 있었다. 하지만 김직연의 연행 경험은 아쉽게도 전혀 정책에 활용되지 못하고 말았다.

영어초록

Kim Jik-yeon traveled China as seojanggwan (a document officer) from October, 1858 to March, 1859, during which the Qing Dynasty was having considerable difficulty due to the activities of all kinds of rebels including Taiping Rebellion Army and the invasion of Western force. It was a time when the roles of sahaengsa (an ambassador) were more significant than any other time. Kim Jik-yeon performed his duties sincerely.
Kim tried to figure out the situations of the Qing Dynasty through various channels and found out that the movements of rebels and Western force were unusual. He focused on the circumstances around rebels emerging in large numbers due to the excessive exploitation of general populace and the discriminating policies against certain ethnic groups. News about rebels were continuously reported to the Joseon Government by several ambassadors, but no one examined the issues of rebels in a comprehensive manner like him.
He also observed that the Qing Dynasty gave in to the military power of Western force and opened its market to them and that Russia caused conflict over territory issues. In the 1850s, Joseon politicians paid not enough attention to Western force, being overwhelmed by the issues of rebels. Kim warned them against the danger of Western force by introducing the latest situations.
He felt the most serious about the vulnerability of the Qing Dynasty after traveling China and judged that Qing was in such a perilous situation due to lack of finance and tyranny of officials that it could not predict its future at all. He thought that those situations made it difficult for Qing to suppress the rebels properly. And, due to the same problems, Qing could only take a defensive attitude toward Western force, which thus continued to invade it.
It was his opinion that Qing needed a figure that would lead reform to overcome the crises but had no such leader so that it was difficult to expect reform from Qing.
The Joseon government stuck to its policy of trusting Qing's power and depending on it even after Qing lost in the First Chinese-British War. What Kim Jik-yeon saw and heard was very important in that it accurately observed the actual situations of Qing. If the Joseon government had carefully reviewed and consulted his reports and closely observed the situations of Qing, it would have changed its foreign policies earlier. It was unfortunate, however, that his experiences of traveling China were not used in policies at all.
