초록

본 연구는 여가에 대한 사회적·수요적·공급적 요구에 따라 여가서비스를 관리하고 운영할 전문 인력의 양성이 필요하다는 인식에서 출발한다. 수혜자를 위해 여가서비스의 정보의 전달, 수요 발굴, 지역자원 발굴 및 모니터링, 프로그램 개발과 참여유도, 네트워크 구축과 연계 등 통합적인 영역에서 관리 운영할 전문 인력의 양성이 필요하며, 복지 전문 인력 양성 시범사업의 도입 후, 긍정적인 효과 창출, 지속적인 주민의 수요도를 발견하여 이를 확대하는 차원에서의 여가서비스 전문 인력의 본격적인 검토에 대한 필요성이 대두되고 있다. 이와 연계하여 지속적으로 지역 주민의 여가활동을 장려하고 지역의 여가발전을 활성화시킬 수 있는 여가서비스 전문 인력의 필요성이 제기되며, 이에 자격제도 도입이 요구되고 있다. 본 연구에서는 국민들의 여가활동의 질적 향상과 활성화를 위해 여가서비스를 전문적으로 지원할 전달체계의 역할과 필요성을 제시하고, 체계적인 운영이 가능한 전문인력의 자격제도의 도입을 위한 기본방향을 설정하여 자격제도의 도입을 위한 정책적 방향을 제시하는데 본 연구의 목적이라고 할 수 있다.
본 연구에서는 여가 관련 자격증의 국가공인 자격증으로서의 역할과 방안 등을 제시하였다. 첫째, 대학의 여가관련 전공학생들에게 관련 수업을 이수하는 방법, 둘째, 현장전문가들의 보수교육을 통하여 경력인정제를 시행하여 자격증을 부여하는 방법, 셋째, 검증시험을 실시하여 자격제도의 질 관리를 보장하는 방법 등에 대해서 제안하였다. 이러한 자격증 제도의 도입은 국민의 여가서비스의 질적인 성장이 목표인 만큼 수요자가 원하는 여가서비스를 제공하고 삶의 만족도를 높여 궁극적으로 국민의 행복지수를 높이는데 기여하여야 한다.

영어초록

This study is based on the recognition that it is necessary to cultivate specialized manpower who is to manage and operate leisure service in accordance with social, demand and supply request for leisure. It is necessary to cultivate specialized manpower who is to manage and operate in the consolidated area including delivery of information on leisure service, finding demand, finding regional resource and monitoring, program development and inducement of participation, construction and connection of network for beneficiary. It is also necessary to fully consider specialized manpower of leisure service in order to create positive effect, to find/expand constant demand of inhabitants after introducing the demonstrative project cultivating specialized manpower of welfare. In connection with same, it is necessary to cultivate specialized manpower of leisure service who is to constantly encourage regional inhabitants for leisure activity & to activate the development of regional leisure. Thus, it is required to introduce qualification system. The objective of this study is to present the role and necessity of delivery system that is to professionally support leisure service for qualitative improvement and activation of people's leisure activity and to establish the basic direction for introduction of qualification system of specialized manpower that can be operated systematically in order to present the policy direction for introduction of qualification system.
This study presented the role and method of leisure-related qualification as nationally licensed qualification. It suggested, first, the method to provide related lecture to students majoring in leisure in the university, second, the method to grant qualification by enforcing career acknowledgment system through supplementary education of experts on the site, third, the method to ensure quality control of qualification system. Since objective of introduction of such qualification system is qualitative growth of people's leisure service, this study should contribute to ultimately heighten the happiness index of people by providing demanders with desired leisure service and heightening satisfaction in life.
