택티컬 어바니즘 활용을 통한 가로공간 개선방안 연구 - 소제동 비타민파크 프로젝트를 중심으로 - (A Study on the Improvement of Street Space through the Utilization of Tactical Urbanism - Focused on the Project of Vitamin Park in Soje-Dong -)

초록

(연구배경 및 목적) 2020년 COVID –19 팬데믹을 지나면서 자가격리로 인한 거주민의 활동제약의 반대급부로 오픈스페이스와 보행공간의 활용에 대한 수요가 증가하고 있다. 국토교통부, 서울시 등 자동차 중심의 도로공간을 보행자 중심의 가로공간으로 전환하는 정책을 시행하고 있다. 이와 같은 가로공간에 대한 도시민의 수요와 사회변화에 대응하기 위하여 가로공간과 보행환경 개선방안에 관한 연구가 필요한 시점이다. 본 연구는 선행연구 및 사례연구를 통하여 가로공간의 이용 활성화와 보행환경 개선에 기여할 수 있는 택티컬 어바니즘의 활용과 적용에 관한 시사점을 도출하고자 한다. (연구방법) 택티컬 어바니즘과 관련된 이론 및 선행연구 고찰을 통해 택티컬 어바니즘, 리빙랩, 파클렛 등 관련 개념을 살펴보고, 국내에서 진행된 관련 선행연구를 고찰하여 연구의 차별성을 도출한다. 택티컬 어바니즘을 적용한 해외사례를 연구하여 택티컬 어바니즘의 주요 요소 및 시사점을 도출한다. 이를 바탕으로 2022년 국내에서 택티컬 어바니즘을 적용하여 임시적으로 거리공원을 조성한‘소제동 비타민파크’ 프로젝트의 진행과정 및 단계별 주요 요소를 분석하고, 지역주민 및 참여자의 설문조사를 통해 사업을 검증한다. (결과) 소제동 비타민파크 프로젝트는 파클렛을 활용하여 택티컬 어바니즘을 실행한 사례로 리빙랩 형태의 지역주민, 공공, 전문가, 지역사회 등 폭넓은 참여를 통해 자동차 위주의 도로 공간을 일시적으로 시민을 위한 거리공원으로 조성한 사업이다. 특히, 지역대학이 행사의 기획, 준비, 운영을 총괄하여 행사를 진행하고, 설문조사를 통해 그 실효성을 검증하였다는 점에서 의의가 있다. 짧은 사업기간으로 지역주민들이 사업의 전 과정에 적극적인 주체로 참여하지 못한 점과 후속사업의 미비로 인해 프로젝트 이후 도로 공간으로 되돌아간 점은 소제동 비타민파크의 한계로 남는다. (결론) 택티컬 어바니즘을 활용한 일시적 프로젝트를 통해 대규모 가로공간 개선사업에서 발생하는 예산 손실과 위험부담 등 사회적 비용부담을 감소시킬 수 있을 것이다. 수준 높은 가로공간을 조성하기 위하여 실제 그 공간을 이용하는 주민들의 참여를 높일 필요가 있으며, 주민참여형 계획과정인 리빙랩 등 다양한 방안을 시도할 필요가 있다. 또한 가로공간 개선 사업시 택티컬 어바니즘을 활용하여 소규모, 지속적인 실험을 통해 시민들의 공감대를 이끌어내어 일시적인 행사가 아닌 장기적으로 보행친화적인 가로공간을 만들어가는 노력이 필요하다.

영어초록

(Background and Purpose) Through the aftermath of the 2020 COVID-19 pandemic, there has been a growing demand for the utilization of open spaces and pedestrian areas due to the restrictions imposed by self-isolation, acting in opposition to the constraints on residents' activities. Policies implemented by organizations such as the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government are transitioning car-centric road spaces into pedestrian-centric urban spaces. This indicates the need for research on improving pedestrian environments and urban spaces to meet the demands of city residents and societal changes. Therefore, this study aims to derive insights into the utilization and application of tactical urbanism to enhance pedestrian environments and activate the use of urban spaces, based on previous research and case studies. (Method) Through a review of theoretical frameworks and previous studies related to tactical urbanism, this research examines concepts such as tactical urbanism, living labs, and placemaking. By scrutinizing relevant previous studies conducted domestically, the research aims to identify its distinctiveness. Furthermore, by investigating international cases applying tactical urbanism, the study derives key elements and implications of tactical urbanism. Building upon this, the research analyzes the process and key components of the "Soje-dong Vitamin Park" project, a temporary street park created through tactical urbanism in 2022. Additionally, it validates the project through surveys conducted with local residents and participants. (Results) The Soje-dong Vitamin Park project is a case of executing tactical urbanism using placemaking, involving broad participation from local residents, the public, experts, and the local community in a living lab format. It transformed car-centric road spaces into temporary street parks for citizens. Particularly noteworthy is the involvement of a local university in overseeing the planning, preparation, and operation of the event, along with validating its effectiveness through surveys. However, the project's limitations include the limited active participation of local residents throughout the entire process due to the short duration of the project and deficiencies in follow-up projects, leading to the reversion of the road space after the project's completion. (Conclusion) Utilizing tactical urbanism for temporary projects can help reduce the social cost burden, such as budget losses and risk exposure, typically associated with large-scale urban improvement projects. To create high-quality urban spaces, it is essential to increase the participation of residents who actually use those spaces. Various approaches, including resident participation-oriented planning processes such as living labs, need to be explored. Furthermore, when implementing urban improvement projects, utilizing tactical urbanism through small-scale, ongoing experiments can help garner public support and create pedestrian-friendly urban spaces in the long term, rather than just temporary events.
