초록

이 논문은 대한민국 최초의 국가정보기구였던 사정국[대한관찰부]의 설립과정과 이를 주도한 이승만의 의도 그리고 정보기구를 둘러싼 당시의 정치상황을 살펴보는데 목적이 있다. 이승만은 독립운동시절부터 정보 분야의 중요성을 그 누구보다 잘 알고 있었고, 초대 대통령 취임을 전후하여 주한미군 및 미군정 당국과 긴밀한 협의를 거쳐 대한민국 최초의 국가정보기구였던 대한관찰부를 설립했다. 한반도를 둘러싼 국제정세가 날로 악화되는 속에서 국가정보기구로서 대한관찰부의 설립은 이승만의 탁월한 정세 인식에 기인한 것이었다. 1948년 8월 출범한 대한관찰부는 서울 등 25개 지역에 사무실을 두고, 공식 정원만 315명에 달하는 방대한 조직이었다.
이렇듯 의욕적으로 출범한 대한관찰부는 그러나 당시 정치적 상황과 운영 과정에서 상당한 문제점을 드러냈다. 우선 1948년 8월 출범한 대한관찰부는 법적으로 존재하지 않는 불법적 조직이었다. 1949년 3월 대한관찰부의 후신 기관으로, 법적으로 공인된 사정국이 출범하기까지 대한관찰부의 법적으로 실체가 없는 조직이었던 것이다. 여기에는 당시 이승만과 국무총리 겸 국방부장관인 이범석간의 정치적 갈등이 내재되어 있었다. 당시 정부 내에서는 대한관찰부를 국무총리 직속기관으로 운영하는 방안이 논의되는 중이었는데, 이러한 상황에서 이범석은 1948년 12월 국방부 직할의 정보기구로 제4국을 설치했다. 이는 이범석이 국무총리 겸 국방부 장관으로 대한관찰부와 제4국 등 정보기관 모두를 관할하는 위치에 서게 된다는 것을 의미했다. 국무총리를 대통령의 비서실장정도로 여겼던 이승만에게 이범석의 이러한 지위는 정치적으로 상당한 부담이었다. 결국 당시 이승만은 이범석에 대한 정치적 견제에 집중했고, 결국에는 이범석의 정치적 기반을 와해시키는 데는 성공했지만 대한관찰부의 법제화는 계속해서 지연되는 상황으로 이어졌다.
더불어 1949년 1월 발생한 ‘수원 사건’은 대한관찰부에 치명타를 가했다. 대한관찰부 소속 요원들이 일반인을 납치․폭행․감금․고문한 이 사건은 국회와 언론에 대한관찰부의 불법성을 각인시켰고, 정치 쟁점으로 부상했다. 이 과정에서 1949년 3월 대한관찰부를 사정국으로 법제화된 대통령령이 발표되었으나, ‘수원 사건’의 여파 속에서 결국 1949년 6월 사정국은 공식 폐지되었다. 당시 이승만은 국가정보기구의 필요성을 누차 강조하며, 정보기구의 필요성을 역설했지만, 국회를 비롯한 여론은 냉담했다. 이러한 상황 속에서 이승만은 공식 정보기구의 설치보다는 국회의 견제와 감시를 피해 비공식 정보조직을 설치하는 우회적인 방안을 선택했고, 이는 결국 1공화국이 이승만의 신임을 얻은 극소수의 인사들에 의해 전횡이 이루어지는 구조를 만드는 계기가 되었다.

영어초록

This article aimed to identify the establishment process of Korean Research Bureau[Special Investigation], the first national intelligence service in Korea, intention of Syngman Rhee who took the initiatives for the establishment and the political situations at that time around the intelligence service. Syngman Rhee got aware of the importance of intelligence service from when he engaged in the independence movement more than any others and established the Korean Research Bureau, the first national intelligence service in Korea, through the close discussion with US Armed Forces in Korea and US Army Military Government in Korea around the times when he was inaugurated as the first President of Korea. The establishment of Korean Research Bureau, the national intelligence service, in the international situation around the Korean peninsula which was aggravated more and more, was enabled by the distinguished awareness of Syngman Rhee on the political situations. Korean Research Bureau launched in Aug. 1948 was the extensive organization with offices in 25 areas including Seoul and 315 full time employees.
Korean Research Bureau launched with such enthusiasm exposed severe problems in political situations at that time and administration. Korean Research Bureau launched in Aug. 1948 was the illegal organization which wasn't legally admitted. It didn't exist in the legal aspects before the establishment of the Special Investigation which was legally approved as the succeeding organization of Korean Research Bureau in March 1949. Such situation implies the political conflict between Syngman Rhee and Bumsuk Lee who was the Prime Minister and Minister of Defense. The government discussed the approach to operate Korean Research Bureau as the organization directly controlled by Prime Minister, but Bumsuk Lee established the 4th Bureau, intelligence service directly controlled by the Ministry of Defense in Dec. 1948.
It meant that Bumsuk Lee held the position to control all intelligence services including Korean Research Bureau and the 4th Bureau as the Minister of Defense and Prime Minister. Such position of Bumsuk Lee was politically significant burden to Syngman Rhee who considered the Prime Minister merely as the Executive Secretary of President. Finally, Syngman Rhee concentrated on politically checking Bumsuk Lee and successfully got rid of the political basis of Bumsuk Lee. However, the legislation of Korean Research Bureau was delayed.
Furthermore, “Suwon Accident” in Jan. 1949 stroke the fatal blow to Korean Research Bureau. Suwon accident was that the agents in Korean Research Bureau kidnapped, attacked, confined and tortured the public. The accident imprinted the illegality of Korean Research Bureau to National Assembly and the media and became the political issue. In such situation, the Presidential decree legislating the Korean Research Bureau as the Special Investigation was announced in March 1949. However, the Special Investigation was official abolished in June 1949 by the aftermath of Suwon Accident. At that time, Syngman Rhee emphasized the necessity of national intelligence service, but the public including National Assembly didn't pay attention to. Then, Syngman Rhee selected the alternative to establish the unofficial intelligence service rather than establishment of official intelligence service as escaping from the check and surveillance from National Assembly. Finally, it became the opportunity to create the situation which a few persons acquired the confidence from Syngman Rhee controlled the first republic out of abusing their authority.
