민간경비산업 문제점 개선을 통한 직무특성 강화 방안 (A Study on the Reinforcement of Job Characteristics by Improving Problems in the Private Security Industry)

초록

연구목적 : 본 연구의 목적은 민간경비산업의 발전을 저해하는 불필요한 규제를 확인하고, 민간경비업체, 민간경비원, 경비지도사 등 민간경비와 관련된 전문인력 확보를 통하여 민간경비의 효율적 운영방안을 제시하는 것이 목적이다. 연구의 목적을 달성하기 위해 민간경비와 관련된 제도 및 관리감독, 교육 등의 문제점을 분석하고 민간경비 종사들의 자질을 향상시키기 방안을 모색하였다. 연구방법 : 본 연구는 사전에 수집된 자료를 바탕으로 민간경비의 역량 강화를 위하여 관련법규의 특성에 초점을 맞추어 접근을 시도하며, 민간경비제도에 있어서 민간경비원의 역할과 역량 및 교육훈련에 관한 체계 정립 방안을 제시할 수 있도록 이와 관련된 학술논문, 연구보고서, 정책보고서, 단행본 및 각종 간행물 관련법규 및 인터넷 검색 등을 통하여 문헌조사 방법을 실시하였다. 결론 : 본 연구의 결론은 다음과 같다. 첫째, 경비원의 질문 검색(실력행사 포함)에 관한 범위와 한계 등을 경비업법에 구체적으로 명시해야 한다. 또한 경비현장에서의 경비원들을 지도, 감독 및 교육하는 경비지도사의 권한 규정을 신설하여 경비현장에서 경비원들의 우발적인 폭력 등을 제지하고 효율적으로 경비원들을 통제할 수 있도록 해야 한다. 둘째, 민간경비 근무자가 경찰의 단순보조가 아닌 협력자의 지위를 가질 수 있도록 민간경비 근무자에 대한 처우개선을 통해 경찰과 함께 범죄예방 관련업무를 보완하고 협력하기 위한 민관협력체계를 구축하여야 한다. 셋째, 민간경비분야에 우수인력을 확보하여 민간경비업무가 전문화 될 수 있도록 제도적으로 뒷받침되어야 한다. 우수인력을 확보하기 위해서는 도급금액에 상관없이 민간경비 근무자 개인의 경비능력, 관련분야 경력, 관련분야 자격증 취득여부에 따라 보수규정을 차별화하는 등 민간경비 근무자 등급제를 적용해야 한다.

영어초록

Purpose : The purpose of this study is to identify unecesary regulations that hinder the development of the private security industry, and to propose eficient management of private expenses by securing specialized personel related to private expenses, such as private security service providers, private security guards, and security guidance. In order to achieve the purpose of the study, problems such as systems, management supervision, and education related to private expenses were analyzed, and measures were sought to improve the quality of private expense workers. Method: Based on the data colected in advance, this research focused on the characteristics of the relevant laws and implemented the literature survey method through related academic papers, research reports, policy reports, workboks and various publications related laws and Internet searches to present the role of private security guards in the civil security system and the establishment of a system on education and training. Conclusion: The conclusions of this study are as folows. First, the scope and limitations of the security guard's search for questions (including performance activites) should be specifed in the law for the security service. In aditon, a new regulation on the authority of security leaders to guide, supervise, and educate security guards at security sites should be established to prevent acidental violence by security guards at security sites and to efectively control security guards.Second, a public-private partnership system should be established to suplement and coperate with the police in crime prevention-related afairs through improved treatment of private security workers so that private security workers can have the status of colaborators rather than simply asisting police. Third, it should be systematicaly suported to secure excelent personel in the private expense area so that the private security service can be specialized. In order to secure outstanding personel, the system of grading of private security workers should be aplied by diferentiating the requirements for remuneration acording to the individual's abilty to cover expenses, experience in related fields, and whether or not they obtain certifcates in related fields, regardles of the amount of subcontracts.
