공화주의와 제6공화국: 제7공화국을 위한 시론 (Republicanism and the 6th Republic: Arguments for the 7th Republic)

초록

본 연구는 제6공화국의 한계를 성찰하고 그 대안을 공화주의적 관점에서 모색해보는 것을 목적으로 한다. 제6공화국의 한계는 크게 세 가지 차원에서 살펴볼 수있다. 첫째, 87년 체제가 만들어 내는 민주화의 공간이 선거에만 치중함으로써 절차적 민주주의의 한계를 드러내고 재야 및 운동 정치에 해당하는 시민 정치도 왜소화되는 결과를 만들었다. 둘째, 97년 체제는 금융 위기 가운데 신자유주의 질서가거대한 흐름으로 몰려와 사회적 양극화를 심화시켰다. 셋째, 해방 후 지금까지 한반도의 틀을 이루고 있는 분단 체제가 87년 체제의 영향 속에서 남북 교류와 협력이라는 커다란 방향 전환에 성공했지만 6공화국의 정치적 한계는 결국 분단 체제를 넘어서지 못했다. 제6공화국의 세 가지 차원의 한계는 본질적으로 정치의 실패이며 공화주의 없는 공화국에 기인한다. 본 논문은 21세기 한국 현실에서의 공화주의 의미와 역할을 찾기 위하여 3·1운동과 임시정부에서 핵심 개념으로 제시되었던 ‘민주공화제’의 사상적 배경을 아래로부터의 운동인 동학농민운동과 옆으로부터의 운동이라고 할 수 있는 독립협회운동을 각각 개벽사상과 개화사상의 틀에서 찾아보고자 하였다. 핵심은 선거와 정당으로만 민주주의가 이루어질 수 없으며 1980년대 재야가 보여 주었던 시민 정치 곧 만민공동회와 같은 민의 정치를 복원하는 것이다. 공화주의 관점에서 정치란 다원성 및 다양성을 바탕으로 분단 체제하에서 적대주의를 넘어설 수 있도록 더 큰 공공성을 그려 내고 서로가 이해하고 동의해 가는 과정이며 이것이 가능하도록 시민적 덕성을 키워 내는 관계 짓기라고 할수 있다. 그러나 현재 6공화국의 정치는 선거에만 의지하여 정권을 장악하기 위한정치 곧 대권 정치에 집중함으로써 의회 정치가 힘을 잃고 시민 정치를 왜소하게 만드는 정치의 몰락을 초래했다. 정당 정치와 운동 정치를 모두 살려 내는 것이야말로 공화주의의 가치를 회복함으로써 6공화국의 한계를 극복하는 대안이 될 것으로 기대한다.

영어초록

This study aims to reflect on the limitations of the Sixth Republic and explore alternatives from a republican perspective. The limitations of the Sixth Republic can be examined in three main dimensions. First, the space for democratization created by the 1987 regime mainly focuses on elections, revealing the limits of procedural democracy and diminishing the significance of civil politics, including civic activism and non-governmental politics.
Second, the 1997 regime, amidst the financial crisis, exacerbated social polarization under the overwhelming influence of neoliberalism. Third, while the divided system on the Korean Peninsula successfully underwent a significant shift towards inter-Korean exchanges and cooperation under the influence of the 1987 regime, the political limitations of the Sixth Republic, however, failed to overcome the divided system.
The three dimensions of limitations of the Sixth Republic are essentially politicalfailures rooted in a republic without republicanism. This paper seeks to explore the significance and role of republicanism in the reality of 21st-century Korea by examining the ideological background of the concept of "democratic republicanism," which was a core concept in the March 1st Movement and the Provisional Government, through movements such as the Donghak Peasant Movement and the Independence Association Movement, which can be considered movements from below and alongside, respectively, in the framework of the great opening era of Heaven thought(開闢思想) and the enlightenment thought.
The essence lies in the restoration of citizens’ politics, such as (萬民共同會:people’s meeting like townhall-democracy), beyond elections and parties.
From a republican perspective, politics involves creating greater publicness based on plurality and diversity, overcoming hostility under the divided system, and fostering civic virtue through mutual understanding and agreement. This can be understood as cultivating civic relationships.
However, the current politics of the Sixth Republic, focusing solely on elections to seize power, particularly concentrating on presidential politics, has led to the decline of parliamentary politics and the marginalization of citizens’ politics, causing the downfall of politics. Overcoming the limitations of the Sixth Republic by revitalizing both party politics and citizens’ politics is expected to restore the values of republicanism.
