林喬鎭의 『漕行日錄』을 통해 본 1863년 聖堂倉의 漕運 實態 (Reality of the 1863 Tax Shipping System of Sungdangchang as Seen in the Chohaengilrok of Im Gyo-jin)

초록

본고에서는 국립해양박물관에 전시된 임교진의 『조행일록』을 통해 1860년대 성당창에서 출발한 조운선이 경창에 세곡을 납부하는 과정을 분석하였다.
조행일록은 1863년 저자가 함열현감 겸 성당창의 영운관이 되어 웅포에서 경창까지 조세를 운송한 내역을 기록한 일종의 공무 수행 일기이다. 지금까지의 조운 기록이 대부분 조운 법규나 패몰에 대한 책임을 묻는 내용의 국가나 관공서의 기록에 한정되어 있었음을 고려하면 조행일록은 조운 실무자에 의해 작성된 생생한 기록이라는 점에 의미가 있다. 임교진이 이러한 형식의 일기를 남긴 이유는 개인적인 감회를 적기 위함이라기보다는 날씨와 바다의 상황, 호송관의 호송 여부 등을 명확히 기록함으로써 도중에 생길 수 있는 불상사에 대비하기 위함이었던 것으로 보인다. 조운 책임자들은 무사히 운송을 마치면 상을 받았지만 조운선이 침몰하여 세곡을 잃으면 그에 상응하는 벌을 받아야 했기 때문이다.
조행일록은 12년 후에 제작된 『을해조행록』과 비교할 때 매우 유사한 것 같지만 몇 가지 차이가 있다. 그 중 가장 큰 차이는 후자가 주로 조운과정에 초점을 맞춰 일록을 작성한 반면, 조행일록은 출발할 때의 과정이나 한양 도착 후 조세를 납부하는 과정 등이 비교적 상세히 기록되어 있어 당시의 조운 과정과 실태를 이해하는 데 많은 정보를 제공한다는 점이다. 조행일록에는 조운선이 경강에 도착한 후 각 창에 납부하기 위해 추첨을 하는 과정이나 곡물의 상태를 확인하는 과정, 수량을 점검하는 과정, 선원들이 운반한 세곡을 조창에 납부하는 과정 등이 매우 상세하다. 이러한 점에서 조행일록은 지금까지 남아있는 조운관련 기록 중 가장 구체적이고 오래된 자료라고 평가할 수 있다.
조행일록을 분석한 결과 1860년대까지도 조운은 매우 체계적으로 이루어지고 있었으나 법전에 제시된 조운규정은 엄밀히 지켜지지 않고 있었음이 확인되었다. 조운로의 경우에도 사공들의 지식과 경험에 따라 조금씩 다르게 운영되었으며, 날씨와 조류에 따라 일부 구간이 수정되는 예가 많았음을 알게 되었다. 또한, 뱃사람들이 운행을 꺼리는 날이 있었다는 것과 반드시 거행해야 하는 제사 등이 잘 지켜지고 있었다는 점도 확인하였다. 따라서 조행일록에 관한 연구가 좀 더 체계적으로 이루어지면 앞서 소개된 을해조행록과 함께 조선 후기의 조운 광경을 좀 더 세밀하게 이해하게 될 수 있으리라 기대한다.

영어초록

This study uses Im Gyo-jin’s Chohaengilrok (from the collection of the Korea National Maritime Museum) to examine the procedure of delivering the tax crops to Gyeongchang by tax shipping ships, which started with Sungdangchang in the 1860s.
The Chohaengilrok, written by Im Gyo-jin, is a kind of daily record for official affairs that described the details of transporting the tax crops from Woongpo to Gyeongchang after the author became the Hamyeol prefecture governor and transporting official of Sungdangchang. The Chohaengilrok is meaningful in that it was a vivid daily written record by the transporting practitioner when most of the tax shipping system records were limited to the national and administrative affairs surrounding the tax transporting laws, which were the responsibility of the treasury . It seems that Im Gyo-jin kept this type of daily record as a safeguard against accidents that might occur by recording the weather and maritime conditions, and assuring transport by the carrier official, rather than as a record of his personal feeling and memories. This is because the transporting officials were rewarded financially after safely transporting the goods, but they were punished accordingly when they lost the tax crops.
The Chohaengilrok seems to be similar to the Eulhaechohaengilrok (乙亥漕行錄) written 12 years later, but there are a few differences. The biggest difference is that the latter focused on the tax shipping system itself, but the Chohaengilrok provides more information for understanding the procedures and reality of tax transportation at the time because the tax delivering procedures, such as the procedure of starting from the origin and paying the tax after arrival at Hanyang, were described in greater detail. The Chohaengilrok describes in detail the procedures of drawing to pay to respective chang (warehouse), checking the conditions of the crops, counting quantities, and delivering the transported tax crops to the tax warehouse after arriving at Gyeonggang. From this point of view, the Chohaengilrok could be considered the most specific and oldest source of all records related to tax transportation that remain to this day.
Analysis of the Chohaengilrok reveals that tax transportation was carried out very systematically until the 1960s, but the tax transportation rules suggested by the law were not kept strictly. With regards to the tax transportation route, it was operated a little differently according to the knowledge and experience of the sailors. It was found that there were many cases where the route was partially changed depending on the weather and tidal current. In addition, it was found that the dates when sailing should be avoided and rituals were to be performed were observed very strictly. Accordingly, this study on the Chohaengilrok is expected to contribute to the understanding of the tax shipping system during the second half of 1800s. Further study of this text alongside the aforementioned Eulhaechohaengilrok will provide greater insight.
