한일 공공후견사업에 관한 비교연구 (Comparative Study on the Public Guardianship Services in Korea and Japan)

초록

본 연구의 목적은 한일 공공후견사업을 사회복지정책 분석틀에 근거하여 비교하여, 우리나라 발달장애인 공공후견사업이 더 나은 방향으로 나아가도록 시사점을 제시하는 것이다. 본 연구의 연구결과는 다음과 같다. 첫째, 한국은 만 19세 이상 발달장애인이 대상이지만, 일본은 치매 노인에서 지적장애인, 정신장애인까지 확대하여 시행하고 있다. 둘째, 한국은 전국사업으로 신청비용과 보수비용이 일정하지만, 일본은 시정촌에 따라 신청비용과 보수비용에 차이가 있다. 셋째, 한국은 후견법인이 없고 네트워크를 형성 중에 있지만, 일본은 후견법인이 있고 노인과 장애인 관련기관의 전달체계가 유기적으로 네트워크를 형성하고 있다. 마지막으로 본 연구는 저소득 치매노인 대상자의 확대, 후견인 활동비용의 추가 지원, 법인후견 등 다양한 전달체계와 전문적 네트워크 형성, 후견 수요자 발굴을 위한 홍보의 강화 등의 정책적 함의를 제시하였다.

영어초록

The purpose of this study is to propose implications for a better direction of the public services of the adult guardianship for people with developmental disabilities by making a comparison between the public guardianship services of Korea and Japan based on social welfare policy analysis framework. The results of the study are as follows: First, Korea targets adults with developmental disabilities who are nineteen years or older whereas Japan is implementing the services within a larger frame which includes elderly people with dementia, people with intellectual disability, and people with mentally disability. Second, while the application cost and the maintenance cost in Korea are the same in every municipality owing to the national-level services, there are differences in the costs depending on municipalities in Japan. Third, in the case of Japan, there is a corporate guardianship for guardianship and the delivery system of institutions related to elderly citizens and the disabled is a closely formed network. On the other hand, Korea does not have a corporate guardianship but has just started to form delivery system. Lastly, this study proposed these policy implications: expansion of subjects regarding the elderly with dementia, additional support in rewards of guardian, formation of a variety of delivery systems and a specialized network such as a corporate body for guardianship, and consolidation of public relations to find out guardianship consumers.
